1 Summer School Summer School on Leadership and Governance in a Multilevel Europe: Empowering the Local Level (ES), June 2015 European Institute of Public Administration Institut européen d administration publique Introduction Target group This summer school is addressed to national and local representatives and public servants leading departments, agencies, public enterprises, national/regional programmes for local development and any other public officials, private stakeholders, researchers or postgraduate scholars involved in improving governance, representatives of grassroots associations and other local civil society representatives. Description At a time when national and local governments are being asked to do more for less whilst managing the storm of diminishing income, rising demands for services, keeping pace with everchanging technology and engaging disenchanted citizens national and local authorities have to redefine their role and functions. Local governments cannot operate in isolation nor can they apply old parameters; but they can cooperate with different partners in search of new solutions. This new landscape requires a reconsideration of the organisational culture and behaviour of the national and local government in order to make it successful, along with an intense focus on digital innovation and citizen engagement to maximise `local knowledge. Local government is fundamentally changing and leadership matters more and more in times of instability. is hosting this comprehensive one-week training programme, with the purpose of enhancing your knowledge and skills to exercise leadership in the highly complex public environment. This will be done by providing case studies, practical experiences, recent research findings and a variety of study visits and exercises. The programme is developed together with different municipalities and provides leaders with the tools required to create their own strategies and become drivers for change. It discusses the four main principles of good governance: capacity building; transparency and accountability; working in partnership with key stakeholders; citizens engagement and better communication. Learning methodology A variety of training methods will be used throughout the course: lectures delivered by experts, case analysis, workshops where the participants will work in teams, and study visits. The participants will visit Council Halls of internationally recognised excellence, whose leaders will demonstrate how to create and implement a successful strategy for their organisations. Participants will thus be able to receive practical advice, exchange experiences and establish contacts for future partnerships and strategies. Objectives This summer school will help you to detect the key challenges for your own administration, and list some of the priority areas where change is necessary. This course will invite you to consider how well suited your government is for the challenges ahead, and will help you to: gain an increased insight into concepts of good governance and how to implement them in practice; increase your understanding of factors in the political, legal and economic context that might influence performance of local institutions; exchange your own experiences with international experts and other participants; understand the strategies followed by two different cities internationally recognised for their good performance in one or more of the good governance principles. Participants completing this course will: Understand the key challenges for local public administrations in Europe maximise the potential of human resources by applying new trends on leadership and HR management; gain practical knowledge on the topic of civic engagement and better communication, as well as access to information and open data; secure accountability and transparency at all levels of government improve potential for working in partnership with the private sector and citizens.

3 Experts (In order of appearance in the programme) (ES) Gracia Vara is working as an Expert at the delegation in of the European Institute of Public Administration (EIPA-). As a lawyer and LLM in European and International law, she has more than 15 years of experience in research, consultancy and training on EU Law, policy making, transposition and implementation, with a focus on Multilevel Governance. Under her direction, several impact assessment and evaluation studies have been carried out, commissioned by the EU Presidencies (UK 2006 and EU Law SE 2009) and different Member States. In the period she has coordinated several research projects for the Dutch Ministry of Interior and the Committee of the Regions. Together with Martin Unfried she has undertaken a number of research and training activities in the field of environmental policy. Eduard Martín (ES) Director of Innovation, Knowledge Society and ICT Architectures Urban Habitat/ City Council. He holds a higher national diploma in Information Technology from the Business & Technical Education Council in, and is also a technical engineer in informatics systems and a higher engineer in informatics, having graduated from the Universitat Oberta de Catalunya. He has been working as a freelance consultant since 1993 until now, for the provision of technology solutions. He has also been working since 1996 as a freelance professor on operational systems and on network and communications technologies. From 1991, he has been working for the Institut Municipal d Informàtica of City Council, working in different positions, such as Head of the Department for Strategic Project Coordination and Head of the Department of Technical Assistance. Alexander Heichlinger (AT) EIPA Expert and Manager of the European Public Sector Award (EPSA 2009, 2011, 2013), EIPA ; he holds an MA degree in Business Administration/Economics from the University of Innsbruck (AT) and the University of Leuven (BE). Over the past almost 20 years he has led and carried out a variety of assignments for European, local and regional authorities, as well as EU institutions on topics such as: local and regional (economic) development, structures and cooperation in alignment with the Lisbon Strategy for Growth and Europe 2020 Strategy; egovernment and Information Society Technologies (IST) in Public Administrations (PA). He has published twelve books and has many other publications (academic, policy papers, etc) under his name. He was a member of the Executive Board of the Master in European Integration and Regionalism (MEIR) programme. He formed part of or provides advisory services to international organisations such as the European Commission, OECD, UN, Council of Europe etc. (NL) Seconded National Expert EIPA Maastricht His fields of specialisation are: Local government; change management; governmental benchmarking; HRM; implementation of local e-government; client orientation in local government. Secretary/City-Manager of the former Municipality Middelharnis in the Netherlands. He was as a change manager responsible for two turnovers of organisations in different Municipalities in which a new view on internal and external communication and citizen s participation were crucial. The turnover was realised bottom-up and his leadership can be indicated as people-orientated. From May 2012 he was responsible for the functioning of the project team for the Merging of four Municipalities on the Island Goeree-Overflakkee in the province of South Holland in the Netherlands. Also in this case citizen s participation and internal and external communication were an important topic. He represented the Dutch Organisation of City-Managers in national working groups in the field of e-government. He is co-author of the book of the publication Weathering the Storm: Creative EPSA Solutions in a Time of Crisis published by EIPA and wrote two publications at the site of Governance Connect about Merging Municipalities and Developments in Public Administration. Carles Brugarolas (ES) Economist, small business owner and politician (UDC, CiU). In 2011 he was named Deputy Mayor in Sant Cugat del Vallès, responsible for economy, business development and occupation. Previously, he had been managing the economic development area in the same city, which is frequently considered a reference in our country. He was one of the main promoters and founders of the Catalonia Innovation Triangle (CiT) and is member of the board in several different entities dedicated to promote better conditions for entrepreneurship, business ecosystems, industry and others. Since 2010 he presides the Economy commission of his party, Unió Democràtica de Catalunya (UDC) and coordinates economic development policies for the Convergència i Unió (CiU) Metropolitan Area political group (2013). He has also been associate professor in the International University of Catalonia on matters such us macroeconomics or local fiscal system ( ). In the private sector he has worked for several SME, and he is a small shareholder in different businesses operating in sectors such us chemistry, real state and technology. He created two start-ups (restaurant sector, 1997 and The last of them is employing people). Xavier Ballart (ES) Professor of Political and Administrative Sciences Undergraduate degree from the University of, 1985; Escola Administració Pública de Catalunya Award; Master of Public Affairs, Indiana University Bloomington, School of Public and Environmental Affairs Award; Doctor in Political and Administrative Sciences, Universidad Autónoma de. Other lines of research include: a) Public Administration in Spain; and b) Reforms in Public Management. He is also engaged in new lines of research on Public Values and Motivation of Public Employees. At present, his active research projects are focused on power perceptions of Spanish central administration public managers, financed by the Ministry of Science and Innovation. Additionally, Xavier is working on the implementation of the Catalan Sustainability Strategy and two performance indicators projects - in R+D+I for the Catalan Government and in institutional evaluation for the Diputación of. He has been teaching both undergraduate and graduate courses in public administration, policy evaluation, policy analysis, public management and comparative politics. As a consultant, he has worked for the governments of Peru and Ecuador, the World Bank, the European Commission, the Catalan Government, the City of, the Diputació of and several county administrations in Catalonia.
