1 Summer School Summer School on EU Economic Integration and Local & Regional Development Barcelona (ES), 29 June -3 July 2015 European Institute of Public Administration Institut européen d administration publique Introduction Target group The programme is addressed to: public officials working primarily in the field of EU regional integration and economic policies in local, regional or national administrations, coming from the EU 28, candidate or potential candidate countries, who wish to receive a detailed overview of current and future European and regional/local issues; officers working for development agencies or bodies promoting business for SMEs (such as Chambers of Commerce, regional parliaments, etc.) dealing with European economics; social scientists, economists and other professionals from non-governmental organisations or think tanks, who wish to enhance their skills and become specialised in the field of European integration and regional development policies; graduate students wishing to acquire greater and more competitive personal competences, beneficial for a future career in academia or even practiceorientated professions. Description In the first part of the week, the main aspects of economic integration, (post-) financial crisis and territorial development and its drivers in the EU will be highlighted, regional and urban economic policies in the EU in view of the current financial period will then be progressively presented. The second part will illustrate how territories may steer their own economic destiny, and boost growth while at the same time enhancing cohesion and making smart use of the available EU supportive resources (four cases from four different funds). In the final part, best practice cases will be examined and discussed that are committed to quality management, sustainability and liquidity of public sector finances as guarantors of Europe s economic competitiveness. Learning methodology A variety of training methods will be used throughout the course, such as lectures and practical presentations, workshops and interactive discussions. A special focus will be placed on each teaching session being enhanced by concrete (telling) cases. Additionally, specific material on the topics (Reader) will be provided for each participant in their seminar kit. Participants will thus be able to receive practical advice, exchange experiences and establish contacts and a network with peers for future partnerships and strategies. Objectives The Summer School aims to equip participants with a comprehensive understanding of the regional/ urban agenda and economic integration process in the EU, as well as a clear overview of the EU policy instruments in place to strengthen regional/local development competitiveness and growth, taking into account the current (cold) economic and financial climate, the huge challenges it involves, an overarching EU 2020 growth strategy with its new budgetary assignment for , and the impact of its implementation on urban policies. The complexity of the system will be explained in an accessible way, thus also allowing those not familiar with the topic to enhance their knowledge and knowhow.

3 The EIPA and external experts team (In order of appearance in the programme) (AT) EIPA Expert and Manager of the European Public Sector Award (EPSA) 2009,2011 and 2013, EIPA Barcelona; he holds an MA degree in Business Administration/Economics from the University of Innsbruck (AT) and the University of Leuven (BE). Over the past almost 20 years he has led and carried out a variety of assignments for European, local and regional authorities, as well as EU institutions on topics such as: local and regional (economic) development, structures and cooperation in alignment with the Lisbon Strategy for Growth and Europe 2020 Strategy; egovernment and Information Society Technologies (IST) in Public Administrations (PA). He has published twelve books and has many other publications (academic, policy papers, etc) under his name. He was a member of the Executive Board of the Master in European Integration and Regionalism (MEIR) programme. He formed part of or provides advisory services to international organisations such as the European Commission, OECD, UN, Council of Europe etc. Manuel Alejandro Cardenete (ES) Professor Cardenete is Full Professor of Applied Economics and Head of Department at University Loyola Andalucia (Seville, Spain). He is also Associate Professor at Loyola Leadership School and Director of its MBA. Professor Cardenete obtained a BSc in Economics and Business (1994) from University of Seville (Spain), a PhD in Economics (2000) and a Diploma in Executive Management (2011) from the Instituto what Internacional San Telmo (Seville, Spain). Most recently, he has been Senior Economist at European Institute of Public Administration ( ) (Maastricht, The Netherlands) and at the European Commission (JRC-IPTS) ( ), as well as Professor at the University Pablo de Olavide ( ) (Seville, Spain), EOI Business School ( ) and University of Huelva (Spain) ( ). Carlos Buhigas (ES/DE) Carlos Buhigas Schubert has devoted a large part of his career to the analysis of socio-economic models and the design and evaluation of territorial development agendas. He carried out these projects mainly in the context of the EU, but also in third countries. Carlos is an analyst and consultant and a member of the Team Europe of the European Commission in Spain. He frequently participates as an expert in institutions and international conferences. He also delivers training to civil servants, journalists, civil society and the private sector, collaborates with several universities, and is author and editor of publications and numerous articles. Erling Bergh (NO) Erling Bergh is senior adviser at HiNT (Nord-Trøndelag University College). He has a Master of Science and a Master of Philosophy from NTNU (Norwegian University of Science and Technology), and a degree in Business Administration from HiNT. He has worked in the municipal sector for most of his career, both as Chief Technical Officer and Chief Municipal Executive. He has been heavily involved in municipal and regional development practice, and at HiNT he has recently carried out research in the field. Bergh has extensive practical and theoretical knowledge in the field of municipal services, and has written a textbook on the subject. Carles Brugarolas (ES) Carles Brugarolas is Vice Mayor for Economy, Business and Employment in Sant Cugat City Hall. Sant Cugat is the inhabitant neighbouring city of Barcelona that holds record indicators in job creation, unemployment rate, business growth, payment to providers and others. It is also qualified as the most transparent municipality in Spain. Carles Brugarolas is an economist, specialised in the fiscal area, macroeconomics and economic development, with a deep background in creation of cooperative networks between administrations and public private partnerships. He is also business owner and entrepreneur, and UIC associate professor in different economic matters ( ). Greg Richards (UK) Joan-Miquel Piqué (ES) Joan-Miquel Piqué is Director at Maurilia Knowledge; he holds a degree in Economics and a Master in International Economics and Growth from the Autonomous University of Barcelona. He has experience in public management, research, teaching, analysis and knowledge creation, in the fields of urban, regional economics and labour market. He combined research at the Institute for Regional and Metropolitan Studies with teaching as a professor at various institutions in Catalonia. He developed his professional activity in the Regional Government of Catalonia as a senior advisor to the Ministers of Employment, Industry and Education in the fields of economy, labour market and European affairs. He has also been appointed as Director General of Localret, a consortium of 800 Catalan municipalities devoted to the development of knowledge society, ICT and e-government in local administration. Sascha Haselmayer (DE) Sascha Haselmayer is CEO and Co-Founder of Citymart. com (previously Living Labs Global), an impact organisation working with 82 leading global cities, leading global research institutes and 1,200 innovative companies with a commitment to innovation and advancements in digital services in cities. He trained at the Architectural Association and also cofounded Interlace-Invent, advising on science & technology, socio-economic and development strategies in cities such as Barcelona, Shanghai, the Government of Thailand, several Taiwanese cities, leading global universities, investors, and trans-national organisations. He has lectured widely and coauthored two books on service innovation in cities, markets and new approaches to public procurement. He is recognised as a social innovator and entrepreneur through an Ashoka Fellowship and by being a selected member of the Clinton Global Initiative and on the Advisory Board of the UN Global Compact Cities Programme. Mateu Hernandez Maluquer (ES) Mateu Hernández is the Managing Director of Barcelona Global. Previously he was the managing director of the Economic Development Agency of the City of Barcelona, where he coordinated policies and programmes in Barcelona on employment, entrepreneurship, business, attracting foreign direct investment, the city s brand, technological innovation, promotion and trading standards, city markets and tourism. As managing director of the Economic Development Agency he was the executive vice president of Barcelona
4 The EIPA and external experts team Activa, Mercabana, and had executive responsibilities in the innovation district. He previously developed his career at Barcelona Activa, the local development agency of the City Council, as managing director and executive director. Mateu graduated from an executive programme in Business Administration at IESE, and also graduated in law from the University of Barcelona, as well as obtaining a Master in Public and Social Policy from the Pompeu Fabra University and Johns Hopkins University, Baltimore. He has also taken part in various OECD studies on local economic development. Andrea Noferini (IT) Andrea Noferini is a senior researcher at The University Institute of European Studies (Autonomous University of Barcelona - ES) and lecturer at the Faculty of Political Sciences of the University Pompeu Fabra of Barcelona (ES). He is a graduate in public economy, with a PhD in Politics and Economics of Developing Countries from the University of Florence (IT). He also holds a Master in Political Sciences from the University Pompeu Fabra of Barcelona (ES). As an expert in European integration, he participates in various Master programmes, including amongst others the Master in European Studies (IUEE/UAB), the Master in European Policies for International Cooperation and Development (IUEE/UAB) and the Master in International Relations (IBEI). His research areas are European integration, multilevel governance, regionalism, decentralised cooperation and public policy. Iwona Karwot (PL) Iwona Karwot is a Senior Lecturer at EIPA Barcelona and holds a PhD in EU Regional Policy; she specialises in EU funds with a main focus on the European Regional Development Fund (ERDF) and pre-accession funds (PHARE, IPA). She has working experience as an EU expert, trainer, manager and adviser in the framework of Institutional Building and Technical Assistance EU projects in the field of regional development in Poland, Slovakia, Romania, Croatia, Macedonia, Serbia, Albania, etc. Josep Rodriguez (ES) Josep Rodríguez is working in the International Relations Department of Barcelona Provincial Government as EU Advisory Head. He has degrees in Agriculture Engineering and Humanities and he is senior advisor of European projects with eighteen years of experience in this field. His job involves providing information, guidance and training mainly to local authorities. He is also external evaluator for the European Commission for programmes in the field of lifelong learning and citizenship. Mariona Sanz Ausàs (ES) Director of Business Innovation Centre of the Agency for the Business Competitivenes (ACC10) of the Catalan Autonomous Government (Generalitat de Catalunya). As Director she is responsible for managing the areas of Business Innovation and Technology Transfer which integrate Programmes on Industrial R & D, Business Innovation and TECNIO Network. These programs have their own instruments promoted by the Generalitat of Catalonia (TECNIO Network, Commercial Technology Units and Connect-EU Groups), their own lines of public funding to support R & D, innovation and commercialisation of technology, as well as specialized services aimed at the Catalan companies setting innovation projects as well as fundraising services specially focus in national and European innovation programmes. She has a master s degree on European Economy by Institute Superieur d Êtudes Européennes of Université Libre de Bruxelles (Brussels, Belgium)and a Degree in Economics by Universitat Autònoma de Barcelona (Barcelona, Spain). Jordi Baños-Rovira (ES) Jordi Baños-Rovira is a government finance manager, public finance associate teacher and public financial management advisor. Currently working in The World Bank as a short-term public financial management consultant, in Barcelona City Council as a Director of Management and Executive Budget, in The International Monetary Fund as a short-term Public Financial Management Advisor and in the Catalan School of Public Administration and the University of Barcelona as an associate teacher. He also has an experience in working as a civil servant in The City of Granollers and The Government of Catalonia. He has studied in Harvard University and John F. Kennedy School of Government and is an author of several publications about public budgeting, fiscal management and public accounting, auditing and financial management. Julia Bosse (DE) Julia Bosse joined EIPA Barcelona in 2012 as a Research Assistant, notably for the European Public Sector Award (EPSA) and related activities in the area of administrative and institutional capacity building. She holds an MA in European Union Studies from the University of Leiden (NL) and a German-French BA from the Martin Luther University Halle-Wittenberg (DE) and the University of Nanterre Paris X (FR) in Intercultural European and American Studies/Applied Foreign Languages. Prior to working at EIPA, she co-developed and co-managed several projects funded by the European Commission s Lifelong Learning Programme at the European Universities Continuing Education Network (EUCEN).
