1 Seminar How to build a successful European partnership for better use of EU funds? European Territorial Cooperation: New Instruments, New Development Opportunities for regions and countries. Programming period Barcelona (ES) - 3 and 4 December 2009
2 INTRODUCTION Objectives: The two days seminar will give a complete overview of all existing and accessible financial instruments for countries, regions, provinces and municipalities in the framework of territorial cooperation in the programming period Regions and cities are very important players in programming and implementation of the EU Cohesion policy in terms of promotion of regional and local growth, job s creation and maintenance related measures, but as well in the process of creation and implementation of JOINT EU cofinanced projects in different areas of regional development. The EC encourages regions and cities from different EU Member States to work together and learn from each other through joint programmes, projects and networks. This seminar will be focused on the following areas: Objective 3 of the Cohesion Policy in the programming period European Territorial Co-operation (former IC INTERREG), covering three types of programmes co-financed by ERDF: 52 cross-border co-operation programmes along internal EU borders 13 transnational co-operation programmes covering larger areas of co-operation such as the Baltic Sea, Alpine and Mediterranean regions interregional co-operation programme (INTERREG IVC) and 3 networking programmes (Urbact II, Interact II and ESPON) covering regions of all 27 Member States of the EU European Grouping for Territorial Cooperation (EGTC), new legal instrument introduced by Regulation 1082/2006, designed to facilitate and promote cross-border, transnational and interregional cooperation. It reflects the ongoing development of governance and organizational solutions in the area of territorial cooperation. EGTC are established mainly to manage or implement programmes and projects financed by structural funds, develop other forms of territorial cooperation without EU funding or to carry out actions relating to Community policies other than structural policy in the area of territorial cooperation. The European Neighbourhood and Partnership Instrument (ENPI) replaced as of January 2007 the existing geographical and thematic programmes currently operating in the partner countries. Since 2007, the ENPI provides grants for local development projects that target sustainable development and approximate EU policies and standards in countries that are direct neighbours of the enlarged EU, involving both EU Member States and partner countries. The ENPI follows agreed key areas in the European Neighbourhood Policy (ENP) Action Plans (specific action plans for development), which are the cornerstones of the ENP. Funds are allocated to individual country programmes depending on their needs and their implementation of agreed reforms. Instrument for Pre-Accession Assistance (IPA) instrument of the EU pre-accession Policy providing the assistance to candidate and potential candidate countries of the European Union. The aim of the IPA is to prepare these countries for full EU membership, including preparation for the efficient programming and implementation of EU Policies and the absorption of EU Funds. However, the most important component in the context of the seminar is the Cross Border cooperation component of IPA. By the end of the seminar, participants will have gained a thorough knowledge of all accessible financial and legal instruments for territorial cooperation, rules which apply to joint programmes and projects, how to use the best practices and how to avoid mistakes. The goal of the seminar is as well to build a real territorial cooperation network between participants and institutions for future joint projects and the exchange of practical experiences. Target group: National, regional or local public administration, NGOs, associations and other actors interested or involved in the design, development and implementation of territorial cooperation programmes and projects Method: Traditional training methods (lectures and presentations, including concrete examples) will be combined with an interactive approach through discussions, exchange of experiences between participants, participants experts and round table. One of the most important elements of the seminar is the presentation of best practices of INTERREG III A, B, C and other instruments projects that were implemented in the previous programming period as well as those currently being implemented in the present financial perspective by different member states (Spain, Poland, Nederland, France and other countries). Working Languages: The seminar will be conducted in English and simultaneous interpretation into French and Spanish will be provided. 3 EIPA-ECR SEMINAR TEAM AND VISITING EXPERTS (IN ALPHABETICAL ORDER): Iwona Karwot (PL) Lecturer at EIPA ECR Barcelona. Doctor in EU Regional Policy. Specialised in EU funds, with main focus on European Regional Development Fund (ERDF) and preaccession funds (PHARE, IPA). Working experience as EU expert, trainer, manager or adviser in the framework of Institutional Building and Technical Assistance EU projects in the field of regional development: Poland, Slovakia, Romania, Croatia, Macedonia, Serbia, Albania, etc. Iwona Brol (PL) Director of the Territorial Cooperation Department in the Ministry of Regional Development. Since the end of 2002, she has been involved in programming and implementation of cross-border, transnational and interregional cooperation programs under Interreg, Neighbourhood Programs, European Territorial Cooperation and European Neighbourhood and Partnership Instrument Programs. During the period the Territorial Cooperation Department manages three cross-border programs under the European Territorial Cooperation Objective and two cross-border programs under the European Neighbourhood and Partnership Instrument. Emine Döger (TR) Senior Contract Manager and Deputy Director of the CFCU. In her Department composed by 4 different sections, one is dedicated to the Grant Section and deals with the Programmes under IPA II- Cross Border Cooperation. This department follows the tendering process of the EU funds under IPA II programme with all the contracting process and the implementation of the signed contracts, in addition to the other grant schemes. As the CFCU is the only accredited body in Turkey for the tendering, contracting and payment issues, all these tasks under IPA components are followed and finalized by the CFCU. As the Deputy Director of the CFCU, in addition to the technical issues related to the IPA programmes, she is also involved in the administrative discussions beneficial to the programmes which give the opportunity to get in-depth information about its implementation. Francesc Freixa (ES) Consultant in international cooperation. He was responsible for Mediterranean relations and was Director of international cooperation at the Municipality of Barcelona. As part of his duties, and since 1994, he took part in numerous projects and initiatives between the territorial governments of the Region. Alexander Heichlinger (AT) Senior Lecturer at EIPA ECR Barcelona. He runs projects on regional and local (economic) development, structures and cooperation (in line with the Lisbon Strategy), and the management of EU affairs at these levels. Over the last 10 years he has been involved in and has completed numerous assignments for regional and local authorities in the enlarged Europe as well as for the European institutions (e.g. Deputy Head of the eeurope Awards project, DG Information Society, European Commission; study and consultancy regarding The Introduction of the Euro and Its Impact on Local and Regional Authorities: A Handbook of Good Strategies and Preparatory Measures, Committee of the Regions; partner in and member of the Scientific Committee of the ALSO Project Achievement of the Lisbon and Gothenburg Strategy Objectives by INTERREG, EC INTERACT Secretariat, etc.). Module coordinator and member of the Executive Board of the Master in European Integration and Regionalism (MEIR) programme. Stéphanie Horel (FR) Lecturer and Coordinator of the EuroMed Training of Public Administration Programme at EIPA ECR Barcelona since Before joining EIPA-ECR, she worked as a legal advisor for the European Commission (Secretariat-General and DG Research), the Mundie e Advogados law firm in São Paulo (BR) and for the CNRS (Centre National de la Recherche Scientifique) in Paris. At EIPA-ECR, she coordinates and participates, mainly through technical assistance, to EU projects mainly funded through EC External Aid. As well, she lectures on various topics related to EU external policy and Aid, Project cycle management and Euro- Mediterranean Partnership. Bodil Persson (SE) Head of Sector ENPI Cross Border Cooperation, EU Commission. She has been involved in Cross Border Cooperation with countries on the other side of the external border since many years being closely involved in setting up the Neighbourhood programmes between Member states and former Taciscountries. When the new ENPI CBC programmes started to be prepared she become responsible for a new sector to coordinate a team dealing with the 15 programmes identified in the CBC Strategy Paper. She is directly responsible for the 2 sea basin programmes Mediterranean programme and the Black Sea programme. Lionel Rimoux (FR) Inspecteur Général de l Équipement, Conseil Général de l Environnement et du Développement Durable. Former member of the Corps Préfectoral (Prefectorial Body), responsible in this position for the State implementation of territorial politics and its cooperation (example of the Urban network at European level), Managing Authority for the regional operational programmes in France (Objective 2). Permanent member of the General Council for environment and sustainable development within the Ministry in charge of Land Improvement (Diact (previously DATAR) is one of the divisions of this Ministry). The General Council is the national authority for the inspection, audit, assessment and prospective public policy in this area. Co-author of the report Grand Nord Est in reference to the mission called for by the French President on the economic and social development of the North-East regions of France (Regions of Alsace, Lorraine, Champagne-Ardennes, Picardie, Nord pas de Calais..) Javier Sánchez Cano (ES) Director of EIPA-ECR Barcelona. Has a sound experience both in the field of local and regional public administration and in the academic sphere. Before joining the ECR, he was Director of EU Policies at the Secretariat for the European Union of the Catalan Government. Before that, he had held several positions at the Municipality of Barcelona, for the City Council of Presidency and the City Council for international co-operation and citizens participation. He has participated in different EU Committees for the programming of ENPI measures. Furthermore, he was lecturer of International Relations at the Autonomous University of Barcelona within the Department of Political Science and Sociology. Jean Severinjs (NL) Expert on cross border cooperation and internationalisation, with main focus on regional innovation policy in Europe. He works for the Regional Government of the province of Limburg in the Netherlands as Project manager Internationalisation. He has more than 20 years of experience in policy-making, matching business and governmental interests on strategic, tactical and operational level. Mr. Severijns was involved in more than 25 Regional Innovation Strategies in Europe. He was active all over Europe, including New Member States like the Czech Republic, Hungary, Poland, Lithuania, Romania, Estonia and Russia as well as Argentina, Brasil and Uruguay in South America. Mr. Severijns chairs the European IRE Steering group and represented the IRE Network within the European Mutual Learning Platform Board. He chairs/moderated several other European networks like the European Chemical Regions Network and the European Industrial Change Network. Besides he is a member of the Scientific Board of the RWTH Research Institute and since May 2009, member of the board of EURADA, the European organisation of Regional Development Agencies. Albert Sorrosal (ES) Key expert in management, audit and control in the team of the Regional Capacity Building Initiative (RCBI), which is an EU project supporting partner countries participation in ENPI-CBC programmes. RCBI carried out more than 70 events during the last three months in the countries participating in the Mediterranean Sea Basin ENPI-CBC programme. Moreover, he has a long experience both in European Territorial Cooperation (ETC) programmes and the former INTERREG Initiative. He is currently giving technical assistance to several projects financed by several ETC programmes (INTERREG IV C, Atlantic Area, Mediterranean Area, South West, South East, Spain-France-Andorra and Spain-Portugal). Gracia Vara Arribas (ES) Senior Lecturer at EIPA ECR Barcelona. She has been devoted for the last ten years to the development of capacity of the regional and local actors in building a shared method of governance between the various levels, and the use of new instruments of Multilevel Governance. This service is provided through research training and consultancy works for various levels of administration as well as for the European Institutions. In the area of territorial cooperation through the new legal tool EGTC she was a member of the Committee of the Regions group of selected experts on the topic (CoR Ateliers 2008), conducted a research on the EGTC s in Spain (2008), and published several articles on the issue, the last one (forthcoming October 2009 in Eipascope) under the title European Grouping of Territorial Cooperation (EGTC) -New spaces and contracts for European integration?
