2 Executive Summary The CELAR project has the potential to contribute significantly to the state of the art in Auto- scaling for cloud computing. To maximise the impact and outreach of the results of the project, dedicated resources have been assigned to dissemination. This Dissemination Plan describes the objectives for the dissemination activities of the project, presents the overall project dissemination strategy, explains some of the various tools and techniques that are being deployed to facilitate dissemination, and introduces some of the dissemination activities that have already occurred or are planned. The tools, techniques, process and plans described in this Dissemination Plan should not be considered to be fixed, but rather a description of the current status and intent. The details of the Dissemination Plan will evolve with the needs of the project and external stakeholders, needs that will become clearer as the project matures and more concrete results become available for dissemination. The future outputs of Dissemination activities will be documented in Dissemination and Exploitation Reports at months 12, 24 and 36 of the project. 5 1 Introduction The success of the CELAR project will not be measured just by the quality of its scientific research and technical implementations, but on the breadth and depth of the dissemination of these results as well. The sharing of the goals, research activities, opportunities to collaborate and results of the project is perhaps as important an output as the results themselves. This document has been drafted to help manage and coordinate all dissemination activities of the project. It builds on the experience of all the partners in the project and also includes: Learning s gathered from the EU published guidelines on Dissemination and Communications; Online optimisation best practice. D9.2 Dissemination Plan 5

6 2 Dissemination objectives Dissemination is recognised as one of the central activities within the CELAR project and all partners are contributing to the formal dissemination tasks. The objectives of the dissemination activity are: To establish a shared and efficient process to help identify, develop, review and make available, content which communicates the objectives and results of the activity in the project; To provide a process which checks for new external dissemination target audiences, and coordinates targeted engagements as appropriate; To facilitate dissemination activities by sharing templates, methods and tools in order to enable efficient communication. A number of templates (for Microsoft PowerPoint and Microsoft Word) have already been created and are available in the CELAR wiki; To communicate project results to relevant stakeholders via various channels, in particular via a project web site; To generate project collateral for general use; for example, brochures that project partners can bring to external events such as workshops and conferences; Create and increase external awareness. These dissemination objectives will ensure a broad awareness of the project activities and results, facilitating the collaboration and exploitation initiatives of CELAR. D9.2 Dissemination Plan 6

7 3 CELAR s dissemination strategy The dissemination strategy revolves around the project having a clear view of its target audience. All subsequent decisions on the strategy will take into account this audience in terms of: What roles they play in their sector; What their pain points are in the area of providing an elastic cloud offering; What gains they would achieve in knowing or using the deliverables being produced in the projects. The target audience for dissemination activities have been agreed as being the scientific community, the cloud computing community (providers, users, interest organizations and enterprises) and the general/interested public. Specifically we are looking to generate interest in the following groups: Platform as a Service Providers; Cloud application users/developers; Cloud administrators; Academic and scientific community. The strategy detailed in the following sections will be coordinated and managed through the Dissemination Procedure (Appendix 1). The outputs of the Dissemination Procedure will feed into the annual Dissemination & Exploitation Activities Report deliverable. 3.1 Consortium- wide strategy The consortium, as defined in the Consortium Agreement, will take an integrated approach to dissemination, using shared resources and consistent processes and interfaces ensuring a single CELAR voice. The vast majority of the project deliverables are designated open and are therefore a candidate for dissemination. Therefore some prioritisation will be necessary to select the most appropriate and useful dissemination materials for the target communities and sectors, in Europe and globally. This integrated approach will comprise of agreed templates, such as presentations, guidelines and approval processes on one side with a communication platform; the project wiki, publications, event participation and release plans on the other. In addition, the consortium will communicate specific findings during the course of the project, for example via paper submissions to conferences and publications. Establishment of this integrated dissemination approach will include specifying clear dissemination goals, targets and success criteria. Examples include: Provision of a brochure- type web site for external reference, which communicates up to date status and plans at a high level; Identification and engagement of target audiences; Sharing of methods, and communication of exploitation progress within the project. 8 Dissemination activities and a review of their effectiveness will be performed during the whole life- cycle of the project and will be modified and adapted according to the current project life- cycle stage. The timetable and process of managing is outlined in the Dissemination Procedure document (Appendix 1). 3.2 Partner- specific dissemination strategy Each of the project partners will be actively involved and responsible for their own dissemination activities and will report on their activities in their own country or in international events. Each partner will inform the consortium about potential opportunities for publications, workshops, meetings and other types of events. Activities will be agreed by the partners, with a main focus on the promotion of CELAR and dissemination in their respective country. The partner- specific dissemination strategies, in addition to the consortium- wide strategies, will significantly improve visibility and uptake of research results, as well as helping identify collaboration opportunities during the project lifetime. The Dissemination, Collaboration and Communication Record will be updated by partners to ensure the project tracks the partner activities. This process will facilitate an accurate record of these activities within the annual Dissemination and Exploitation Report. D9.2 Dissemination Plan 8

9 4 Dissemination Support To support the dissemination of content from the CELAR project, numerous supporting initiatives have already been instigated or are planned. These include the branding of the project, the web presence of the project, and the distribution channels of the project, media generation, and event- support. The information detailed in the sections below provides the breakdown of the supporting materials, which allows for a consistent and professional dissemination strategy. 4.1 Branding Consistent branding helps to reinforce the messaging of a project; both online and in any paper published materials, strengthens the impact of dissemination activities and provides a consistent look and feel to all materials being delivered under the CELAR banner. CELAR has taken several measures to help create a strong, consistent, recognisable project identity which include: Developing an appropriate project logo; Preparing document templates; Implementing website skins Logo To help create a strong CELAR identity and brand, a project logo was designed during the project proposal stage in consultation with the consortium. The CELAR logo was designed with the elasticity property in mind. We wanted a logo that could depict elasticity, without being too complex. The resulting logo is actually a dual logo. The first one is CELAR in its condensed/ squeezed form (Fig. 1), Figure 1: CELAR logo condensed while the second one is CELAR in its expanded form (Fig. 2). D9.2 Dissemination Plan 9

10 Figure 2: CELA logo expanded However, in most situations only a single logo is needed, so we have decided to use the condensed form. In Fig. 1 the color version of the logo is shown, while there is also a gray- only version produced for non- color occasions Document templates Figure 3: Gray- only CELAR logo version Both Microsoft Word document and Microsoft PowerPoint presentation templates have been created and made available, via the project wiki, to the consortium to help create a uniform look and feel for all materials being delivered. These templates employ a consistent colour scheme and fonts to help keep the project messaging consistent as well as having a standard format for the cover pages and document metadata. The templates are stored under the Useful Files and Templates area of the wiki, ensuring all partners easily find them Web skins The consortium has several aspects that are or will be exposed on- line. These web- presences are all being given a consistent branding treatment via the use of appropriate skins. A skin dictates the way the audience view a particular page. It normally sets a default text size, color scheme and overall. For the website the key driver was to deliver a skin that allowed for relevant and current information to best reach widest target audience base. D9.2 Dissemination Plan 10

11 4.2 Web presence CELAR is an advanced Information and Communication Technologies (ITC) research project and an appropriate on- line presence is critical to its successful dissemination. The CELAR project is represented on the internet via a brochure website Website The CELAR project website, has been designed, provisioned and deployed on- line. An initial online presence was created to quickly provide a CELAR presence. The second generation website was designed to address the key questions that our target audience and interested parties to the website are expected to have which include: What is the project about? What is the project delivering, and why? Who is participating in the project? What additional detail is available? Who can be contacted for more information? The CELAR project website is one of the main tools for disseminating information about the consortium and its project achievements. It provides comprehensive information about the project enabling any visitor to understand its context and objectives. The homepage is illustrated in the figure below. D9.2 Dissemination Plan 11

12 Figure 4: CELAR website Home Page Its structure aims to provide easily accessible information. The design of the website also allows the display of news and events organised by the consortium. The website sections currently include: Home: to briefly introduce the project; About: to provide a description of the project aims, vision, and results; Partners: to list the partners participating in the project and provide some information about each partner as well as a link to their respective websites; News & Events: contains blogs, lists the events organised by the consortium, provides the latest news from the project and also give access to press releases; Downloads: to provide access to public documents and downloads; Links: lists external links interested parties might find useful; Contact: to provide contact details for any follow- up questions that visitors to the website may have. The content of the website will be updated regularly to make sure the project developments are reported in a timely manner. Relevant news and press releases from the partners will be posted on a regular basis for interested web site visitors. Since its initial deployment, the project website has received several enhancements and it will continue to evolve as the project itself matures. D9.2 Dissemination Plan 12

13 Google Analytics In order to get a better understanding of the usage of the CELAR project website, the website was registered with the free Google Analytics facility. This enables powerful reporting on the website access statistics, giving a very clear picture of information such as: Number of visits; Number of return visitors; Number of unique visitors; Which pages are visited most; Average time spent on the site; Which pages have high bounce rates; Which are the top performing keywords; Which traffic sources are visitors finding the site from; Where are visitors coming from geographically. As such, Google Analytics will help the consortium determine the effectiveness of its web tools and targeted dissemination activities. The statistics resulting from Google Analytics shall be included in the Online Presence Report and reviewed quarterly as part of the Dissemination Review Process LinkedIn Conscious of the growing importance of social networking, CELAR has set up a dedicated CELAR group on the popular LinkedIn social network. As the CELAR LinkedIn group matures, it is intended to use this group as a mechanism for spreading news of interest to group- members. 4.3 Distribution channels Mailing lists External distribution lists will be set up as and when required to support external dissemination activities Social Media The social media presence will ensure the project has the widest possible audience reach and provides a platform of building influencer interest in the open source tools that the project shall deliver. 14 LinkedIn A LinkedIn plan has been developed for CELAR s LinkedIn group, CelarFP7, which details who we should target to ensure the project creates interesting conversations and debates and connect with influencers, like- minded researchers, other project groups and other interested parties. The objectives and aims of the project using LinkedIn is listed below: To talk to businesses and to professional decision makers Provide access to people and discussions related to the Cloud industry Build a network and generate leads of interested parties in the CELAR product Sharing, helping and informing people who are in the same cloud arena giving the project more credibility The LinkedIn schedule has been developed and adopted by the consortium. This schedule will be used to track the progress and success of this channel, with the monthly website statistic report also including key LinkedIn criteria Twitter The consortium has set up the Twitter account to connect with the target audience and extend the CELAR brand and footprint. The Twitter account which uses the hash tag of #celar, has a suggested Twitter audience and Twitter schedule that the partners have adopted. The objectives and aims of the project using Twitter is listed below: To connect with our target audience; To extend the CELAR brand and footprint; To gather feedback on our product; Create a micro- blogging site to get information out fast. The Twitter schedule will be used to track the progress and success of this channel, with the Online Presence Report also including key Twitter criteria. 4.4 Media generation Brochures and presentation material A general introductory brochure and presentation have been created to support the dissemination of CELAR at project- targeted events. Currently at a high- level, these materials include general project details such as vision, objectives, consortium makeup and approach Press Releases To satisfy the more traditional forms of media, CELAR press releases are being issued on an as- needed basis to highlight important milestones and events during the project lifetime. These press releases, suitable for printing, are also being made available via the project website. A press release was issued by all partners at project kick off which was disseminated not only through the project website but also through each partners website and other distribution channels. 15 4.4.3 Multimedia As the CELAR project matures, multimedia technologies will be employed where appropriate to help address particular dissemination niches. The production of targeted Flash animations, screencasts and even YouTube videos will all be considered when particular messages and target audiences lend themselves to these approaches Blogs Blogging is critical for our online dissemination strategy. The more valuable information we share with others, the stronger out position will be in the online communities. With this in mind the partners have agreed to a regular blog promoting the project, it s goals and outcomes together with industry specific blogging. The CELAR blog shall be located in the News and Events section of the CELAR website. 4.5 External Event Support In order to keep- pace with all the potentially relevant events being held locally, in Europe and beyond, an Events Tracker has been created in CELAR s wiki. The wiki tracker template is being adopted as a central way to coordinate the engagement of the consortium with external events. 16 5 Dissemination Activities 5.1 Collaboration The CELAR consortium will collaborate with external bodies. In fact, collaboration with external initiatives and organisations is key for leveraging the results of CELAR. The objective of the collaboration is to guarantee the long- term sustainability of the project and the outreach of the results to communities and markets out with the project consortium. The CELAR consortium will achieve this objective thanks to collaboration activities both with the academic and the industry communities. Collaboration with academics, industry and other representative groups will be planned. We will build synergies with other European projects in the seventh framework. Other collaborations with the academic world will be achieved through participation of partner representatives in major conferences in the field, including but not limited to, IEEE International Conference on Cloud Computing, IEEE Internet Computing, Information Systems, International Conference on Distributed Computing Systems, Very Large Data Base Endowment Inc, and ACM SIGMOD/PODS conference. All partners will undertake activities towards standardisation of the project results and collaboration with other projects as well as relevant initiatives being explored and coordinated in Task 9.2 with the aim being to maximise the impact both in the scientific and business communities. The collaborations with Open source communities and organizations will enable fast adoption of CELAR across a wide range of users. The CELAR consortium will seek to contribute to standardisation activities that are relevant to the research and experimentation objectives of the project. Specific efforts on the standardization of media- related research aspects will be made, by initially approaching and then examining the possibilities to contribute to relevant standardization bodies such as: Open Grid Forum (OGF); Open Group Cloud Computing WG; DMTF's Cloud Management WG; ETSI TC CLOUD; TM Forum - Cloud Services Initiative; Open Cloud Consortium; OASIS Identity in the Cloud (IDCloud) TC. The TOSCA standard ( open.org/) will be used and extended to describe applications across IaaS layers, enabling Cloud orchestration and facilitating the move of cloud applications between cloud providers. This will provoke opportunity for collaboration with other EU projects that plan to use the same standard such as MODAClouds ( and PaaSage ( D9.2 Dissemination Plan 16

17 5.1.1 ATHENA ATHENA intends to disseminate the results of the project via the publication of articles and submission of research papers to renowned scientific conferences and industrial events that focus on cloud computing, such as: IEEE International Conference on Cloud Computing, IEEE Internet Computing, International Conference on Distributed Computing Systems, Very Large Data Base Endowment Inc, ACM SIGMOD/PODS conference, IEEE Transactions on Knowledge and Data Engineering, IEEE/ACM International Symposium on Cluster, Cloud and Grid Computing, etc. Moreover, via ATHENA's multidimensional ties to academic and industrial fora, namely its current research and development collaborations (FP7- ICT projects, nationally- funded projects) we plan to disseminate the work done within the consortium to a more RTD- targeted group. Finally, ATHENA, with the collaboration of CELAR partners, plans to organize specialized workshops around the area of elastic resource management in Cloud Computing, where both academics and developers will be informed and demoed about CELAR technology UCY As a partner of the consortium, the University of Cyprus (UCY) will contribute to the project by developing an intuitive Application Management Framework that easily utilizes the resources of the underlying cloud infrastructure and also design a scalable monitoring and information system that will collect real- time statistics from both the application and platform layer. Furthermore, the University of Cyprus will assist the development of the proper intelligent decision algorithms that automate the elasticity of the resources that the applications running on a cloud infrastructure utilize. UCY will organise a workshop on the project's work. Furthermore, at the European event "Researcher's Night" and other national events, the CELAR project will be presented by UCY to the local community TUW TUW currently investigates different methods to evaluate and exploit elasticity techniques developed in CELAR. In the joint research lab with Pacific Controls Systems (pc3l.infosys.tuwien.ac.at), TUW currently investigates the utilization of elasticity controls for managing cloud services in machine- to- machine (M2M) domains. Recently TUW also participates in the FP7 FET SmartSociety which aims at building novel techniques for social computers. TUW will exploit machine- based resource elasticity techniques developed in CELAR to SmartSociety to support also the control of human- based resources elasticity. D9.2 Dissemination Plan 17

18 5.1.4 GRNET GRNET connects more than 90 institutions, including all universities, technical and research institutes, as well as the public Greek School Network, supporting more than users all over the country. It is natural that these experts will play an important part in the dissemination activities, bringing in both their expertise and opportunities. This includes, wherever possible, making full use of existing distribution channels and platforms (e.g., projects, customers, media exposure, and especially online) as well as production (of dissemination materials such as project images/films, etc). GRNET plans to use these resources as much as possible and to varying degrees, primarily to inform the interested public about the project. Through its wide network of collaborations as well as its core role as Greek NREN, GRNET will disseminate and promote the results of the project to a broad audience including scientific computing communities/events with high visibility (e.g., those organized by the European Grid community EGI Technical and User Forum, by GEANT and TERENA organizations, etc.), academic institutes, research centers and international IT consortia PLAYGEN PlayGen as one of the leading global serious games development studios has developed partnerships with a wide range of academic, commercial and governmental organisations, such as the OpenData Institute ( ) recently opened in London. Through development of the Policy Game demonstrator as part of CELAR we aim to showcase the real world benefits provided by the project to developers working within serious games, social games and those creating apps and sites with interfaces visualising vast quantities of data in a responsive and playful context or web applications requiring predictable levels of performance with fast changing number of users. PlayGen regularly presents at conferences on games, gamification and big data, ideal outlets for showcasing the demonstrator. PlayGen also organises DigitalShoreditch ( one of the largest annual creative technology festivals in Europe, with parcticipation from many technical companies, the festival draws tens of thousands of participants ( expected for 2013). This is where demonstrators for CELAR could feature within the technical/cloud tracks. In addition to the annual festival PlayGen organises a number of large scale hackathon, the next event in April on Urban Prototyping with 300 developers, mashing big data and visualisation around the built environment and sustainability issues. In October/November PlayGen will help to organise a 1000 person hackathon around open web technologies. These events are ideally suited in reaching potential users of the platform. As well as engaging developer communities directly through festivals and hackathons, PlayGen will also push the policy game demonstrator through GALA and FP7 NoE on serious games with access to tens of research institutions across Europe. PlayGen will also seek to publish in games oriented media such as Gamasutra and Edge, highlighting the technical achievement and the potential financial benefits of using the projects outcome.in summary PlayGen will make full use of its connections where possible to showcase the demonstrator and contribute to dissemination the CELAR project to end- user developers. 19 5.1.6 ICR ICR will collaborate with Dr Chris Bakal and his Dynamical Cell Systems Team (DCST) on their cell image BBSRC project. Dr Bakal s team is using high- throughput functional genomic approaches in tandem with integrative computational technologies to understand the architecture and dynamics of signal transduction networks. As introduced in Nature Methods last December, Dr Bakal and his team develop methods to describe single- cell phenotypes and population heterogeneity from images acquired using high- throughput microscopes [1]. The research is featured as high content in high throughput, which implies that they need computational tools to analyze those large and rich data sets. The key challenging is to move high- content data sets around for analysis and the computational is still not right where scientists need it to be. We therefore will collaborate with the team in the context of automatic data process and computation resource elasticity provisioning in cell image process. Ideally, we expect single cell high content image processing and data analysis, which are key technology of network medicine, could be supported by the CELAR system. [1] nature methods VOL.9 NO.12 DECEMBER SIXSQ SixSq through its software development and business activities has developed strong partnership with different European cloud providers, cloud distributions developers and cloud resources consumers. SixSq participates in the HelixNebula public/private partnership collaboration as a founding member ( nebula.eu). Through this collaboration and the previous contacts SixSq has strong connections with the world leading research institutes CERN, ESA and EMBL that are actively exploring massive scale cloud usage. SixSq also developed a number of partnerships with cloud and infrastructure providers participating in HelixNebula (e.g., CloudSigma, Atos, Interoute, T- Systems). SixSq is a leading contributor and founding member of the StratusLab IaaS solution open source collaboration ( This puts SixSq in an ideal position to integrate the results of CELAR into the StratusLab distribution, such that these new features can benefit the growing StratusLab community. Over the years, SixSq has built a solid knowledge of the open source hypervisor KVM. This naturally led us to join the Open Virtualization Alliance so that we can contribute to promoting KVM and share our knowledge with other experts in the field. SixSq is member of the IBM Partner World program. We have certified SlipStream and StratusLab on IBM hardware, making it a sound target hardware for solid SixSq- based deployments. SixSq is a registered Amazon Solution Provider, with a dedicated SlipStream service configured to deploy on Amazon s EC2 service. Through the above mentioned collaborations, partnerships and business contacts SixSq is able to significantly contribute in disseminating the CELAR project results. D9.2 Dissemination Plan 19

20 5.1.8 FLEXIANT Flexiant is involved in OPTIMIS (FP7) related to bursting and aggregation of resources, where any pertinent knowledge gained will be used for the benefit of CELAR as with the 4Caast(FP7) project we are involved in which is based on a developer friendly software stack for the mash up of components. There are areas where cross- knowledge will be beneficial both coming from other projects to CELAR and conversely from CELAR to the other projects such as standards, API usage, similar problems with horizontal and vertical scaling of resources. 5.2 Conferences, workshops and publications It is clear to the CELAR consortium that the participation in suitable conferences, workshops and other types of events are key opportunities to network and promote the output of the project. As the project matures and results become available, the consortium will organise its own workshops, tutorials and dissemination events to increase the awareness of CELAR and engage with external stakeholders. These events will be publicised on CELAR s website and through the other distribution channels discussed previously. In addition, the consortium will communicate specific findings during the course of the project, for example via paper submissions to conferences and publications. D9.2 Dissemination Plan 20

21 5.3 Collaboration Tools Mailing Lists The consortium has set up group specific internal mailing lists to support the targeted dissemination of material from the project. This decision was to ensure that no partner or individual within the project consortium would accidently miss out on project related information, technical or administrative, that they were involved in Wiki The project wiki serves as a document repository where all useful information and actual project deliverables get stored. This allows the project to address and handle a wide range of situations: Share information about a given topic Ø Work Package, knowledge base or other general useful documentation Manage a project Ø Organize an event, Catagorise the deliverables and project scope Communicate with other people Ø As project specific intranet. The core advantage of a wiki for CELAR lies in its flexibility and the ease with which new pages can be added and linked therefore allowing for the wiki to develop as the project itself develops In the CELAR project, we needed a solution for our internal dissemination/collaboration needs. Since exchanging and keeping track of many s with various document versions is not a very elegant solution, we chose wiki as a collaboration platform. A wiki is a website which allows its users to add, modify, or delete its content via a web browser usually using a simplified markup language or a rich- text editor. Each partner can add or update information to the wiki and then notifies other partners using about the corresponding changes. 23 6 Conclusion The dissemination strategies, tools and activities of CELAR will be reviewed throughout the project duration to support the emerging and evolving needs of the project. 24 7 Appendix 1 - Dissemination Procedure 1. Purpose The Purpose of this document is to describe how CELAR carries out their dissemination activities and to ensure that they are conducted in a controlled, consistent and effective manner. 2. Scope This procedure applies to the dissemination activities identified in D9.2 Dissemination Plan and all future dissemination activities introduced through periodic review of the plan. 3. Responsibilites It is the responsibilities of all Partners to ensure that the following procedure is implemented. The WP9 leader and WP9 participants have the responsibility for periodic review and up date of this procedure. Each partner will inform the consortium about potential opportunities for publications, workshops, meetings and other types of events. D9.2 Dissemination Plan 24

25 4. Procedure 4.1. General Deliverables and their dissemination levels are identified within each work package description which can either be found on the DoW or on the wiki under the appropriate WP page. The WP9 telco shall be used to review the Dissemination Plan and its contents, All dissemination activities are recorded for inclusion in deliverables D9.3, D9.4 and D9.5 which form part of the annual report Goals, targets and success criteria After an initial settling in period of 6 months the Project Partners shall establish dissemination goals, targets and success criteria and these shall be measured and reviewed at regular intervals as part of the rolling review process (see below) Reviews As part of the CELAR WP9 fortnightly telco a rolling review is conducted of the Dissemination Plan, strategies, activities and processes. Each item is reviewed as a minimum of 4 times a year. The Dissemination Review Schedule can be found on the wiki at under the Dissemination Review Schedule section Identifying Target Audience The Target Audience for dissemination has been agreed as part of the D9.1 deliverable however the target audience is reviewed as part of the quarterly review. The agreed Target Audience is located at in the 9.1 Deliverable section of CELAR wiki under Important Notes D9.2 Dissemination Plan 25

26 Once a target audience has been identified the best approach for dissemination of information to that audience shall be decided and that audience included in those activities Prioritising deliverables for Dissemination All deliverables identified as having a dissemination level as PU (Public) shall be made available on the CELAR website. The Project Coordinator and the appropriate WP Leader shall decided the appropriateness of disseminating the deliverables by any other means ie Twitter, LinkedIn, publication, etc Agreeing non Deliverables for Dissemination All material for external dissemination must be agreed by the Partners Publications Prior notice of any planned publication shall be given to the other Parties concerned at least 15 days before the publication. Any objection to the planned publication shall be made in accordance with the GA in writing to the Coordinator and to any Party concerned within 7 days after receipt of the notice. If no objection is made within the time limit stated above, the publication is permitted. Newsletter Every 6 months the Project Coordinator shall produce, for internal consumption, a Project Newsletter which shall detail project milestones, achievements and highlight the progress of the project. It should also be used as the basis for project press releases Press Releases When appropriate press releases which shall be issued by some key partners in local languages, targeted at their local press and the local members of the European Parliament. After a press release is issued, consortium partners should, where appropriate: 1. Secure coverage (ideally via interviews) on the local radio, TV & printed press. 2. Organise a meeting with their local Member of European Parliament (MEP) to raise the MEP's awareness of the impact EU Framework funds are having locally. Press releases shall be recorded in the Dissemination, Communication and Collaboration Record section of the CELAR wiki under Dissemination and Exploitation Website The CELAR website is available at The website content is managed by the WP9 leaders Flexiant however it is the responsibility of all the Partners to contribute content to the website. It is the responsibility of the Partners to notify the WP9 leaders of new content for the website including events, deliverables and news items etc. The website and it s content shall be reviewed as part of the rolling review. All partners can make suggestions for improvements which shall be incorporated in the review process. Any updates/changes identified at review shall be implemented timeously Blogging CELAR blogs are located in the News and Events section of the CELAR website. CELAR shall post blogs monthly. Blogs shall be coordinated by FLEXIANT. Each partner shall blog in turn according to the Blog Schedule posted on the CELAR wiki in under Dissemination and Collaboration D9.2 Dissemination Plan 27

28 4.12. Twitter CELAR has the Twitter and uses the hash tag of #celar. Username: CelarFP7 The Partner responsible for co- ordinating and monitoring the CELAR Twitter is FLEXIANT.
