2 Image: Grzywinski+Pons RANGE OF SERVICES FOR EAST LONDON SCHEME HCD Group is providing a range of services to support the team behind a high-profile double hotel development in East London. The proposed scheme is located in the East Village in Stratford, the site of the Athletes Village during the 2012 Olympic and Paralympic Games and part of the wider Stratford City Development. It will comprise an Adagio aparthotel and a New York-inspired boutique hotel called the Penny Brook. The 249-bed Penny Brook Hotel, will occupy a 25-storey tower with striking recessed façades featuring integrated landscaping. Designed by New York architects Grzywinski+Pons, the Penny Brook development includes large ground floor restaurant and café areas along with conference space. The tower will also boast a top floor restaurant and lounge, providing impressive views of Queen Elizabeth Olympic Park. Union Hanover Securities is acting as development manager on the scheme for its client, The Penny Brook LLP. Once completed, Union Hanover will operate the 70m hotel under its NOHO hospitality brand. It aims to begin work on the scheme before the end of the year, following the granting of planning permission. Tower8 is project manager. Meanwhile the adjacent Adagio aparthotel is being developed by Union Hanover to deliver high quality self-catering accommodation. Aimed primarily at long-stay visitors it will provide 95 fully-furnished studios and 42 one-bed apartments complete with kitchens and bathrooms. HCD is providing a range of services to the entire development. It was brought on board early in the design process to provide advice on Building Regulations issues including thermal performance and accessibility aspects as they relate to a large mixed use scheme in an urban environment. Comprehensive on-going support will be given to the project as it progresses. The 249-bed Penny Brook Hotel, will occupy a 25-storey tower with striking recessed façades featuring integrated landscaping.

3 NEW COVENT GARDEN MARKET REDEVELOPMENT The UK s largest wholesale fruit, vegetable and flower market, New Covent Garden Market, is being redeveloped in a major undertaking that will see the transformation of 23ha in Vauxhall, south London. This multi-phased project will modernise and secure the future of the iconic market, which is celebrating 40 years at the site, whilst delivering one of the largest schemes in the Nine Elms regeneration area. The market site is being redeveloped by VINCI St. Modwen (VSM) - the 50/50 joint venture between St. Modwen Properties and VINCI - and its partner, the Covent Garden Market Authority. Architect to the scheme is BDP. Experts from Fusion Fire Engineering are supporting the project team in the development of a full fire strategy for the unique site. The main challenges concern the wholesale market environment, the way it runs and operates and the high fire loads. As a result, BS 9999 is being employed to deliver a riskbased strategy to engineer adequate means of escape. This has involved advanced smoke control analysis in accordance with BS 7974 to justify the extended travel distances necessary to exit the very large market units in the event of fire. Over the next ten years over 46,450m 2 of new state-of-the-art market facilities will be delivered across a 15ha site. The remaining eight hectares of land will be transformed into three high quality residential neighbourhoods comprising approximately 3,000 new homes, 12,540m 2 of office space and 9,300m 2 of retail, leisure and new community facilities, including shops, cafés and restaurants. The market will remain open during the programme and the 200+ tenant businesses will operate as usual. Enabling works began earlier this year with construction scheduled to start in earnest this summer. The first fruit and vegetable tenants will move to their new units in mid 2017 with the new market fully completed in This multi-phased project will modernise and secure the future of the iconic market, whilst delivering one of the largest schemes in the Nine Elms regeneration area. 4 SECOND GRAPHENE CENTRE GIVEN GREEN LIGHT Image: National Graphene Institute (NGI) Following its successful role on the recentlyopened 61m National Graphene Institute (NGI), HCD Building Control has been appointed to the project team delivering a second centre at The University of Manchester for research into this wonder-material. Set to open in 2017 the 60m Graphene Engineering Innovation Centre (GEIC) will complement the NGI and initiate further industry-led development in graphene applications with academic collaboration. It will be critical in ensuring graphene-based products can be fast-tracked from the drawing board to the market, maintaining the UK s position at the forefront of the development of graphene and related 2-D materials. It will also reinforce Manchester s position as a leading global centre in graphene research and commercialisation. The GEIC facility is being designed by Rafael Viňoly Architects with structural engineer, Ramboll and cost manager, EC Harris. Graphene is a form of pure carbon, arranged in sheets just one atom thick. It is 200 times stronger than steel, is the strongest and thinnest material ever measured, and also the world s most conductive material. It has a wide range of potential uses, including electronics, flexible touch screens, sensors and in composite materials. It was isolated at The University of Manchester in 2004 and this pioneering work was awarded the 2010 Nobel Prize for Physics. The NGI which was opened in March is a world-class centre for research and innovation. It houses state-of the-art research and incubator facilities including cleanrooms, laboratories and business services. HCD provided Building Control services to the NGI scheme and is also appointed to the GEIC. In both cases the primary issues tackled at the concept stage by HCD s team of Approved Inspectors include the development of a Fire Strategy for the facilities, energy conservation and ensuring the designs comply with current disabled access requirements. Client for the schemes is The University of Manchester. 5 LANDMARK MIXED-USE SCHEME AT MARBLE ARCH HCD Building Control is a proactive member of the design team behind a landmark scheme at Marble Arch in London s West End which was recently given the green light by planners. In February property investment and development company, Almacantar, was granted full planning by Westminster City Council for its revised proposals for the high profile site at the corner of Oxford Street and Edgware Road overlooking Hyde Park. The 37,160m 2 mixed-use redevelopment will see the demolition of the existing tower, constructed in 1967, and its replacement with apartments, offices, shops and new cinema as well as new public realm space. The development will create a new destination for residents, workers and visitors at this important gateway site in the West End. Almacantar originally received planning permission in June 2014 and submitted revised plans late last year. These provided for a greater proportion of office space and the addition of an extra floor of apartments. Completion, which is expected by 2018, will see the creation of two new buildings of 17 storeys and seven storeys. The taller Western building will include residential apartments with shops and a cinema at ground level, while the Eastern building will be dedicated to commercial office space with shops on lower ground, ground and first floors. The office building will feature a large scale art work by artist, Lee Simmons. As Building Control consultant, HCD s Approved Inspectors faced a number of challenges in addressing the requirements of the various elements of the mixed-use scheme. In addition to the normal considerations relating to the residential, commercial and retail space, the development also includes underground car parking and the upper levels of the elliptical residential tower will feature apartments designed for modern, open-plan living. This mixed-use nature proved highly challenging when developing the project s over-arching fire strategy particularly issues surrounding smoke ventilation and a highly detailed approach was adopted by HCD s experts to ensure the required levels of safety were achieved across the scheme. Almacantar is a property investment and development company specialising in large-scale, complex investments in Central London. Since launching in 2010, it has acquired a number of prime assets in the heart of London, including Centre Point, CAA House and 125 Shaftesbury Avenue. Enabling work for the Marble Arch scheme is scheduled to get underway in the autumn following the appointment of a main contractor. The affordable housing element of the scheme will be delivered at a different site on Edgware Road where Almacantar is also developing a mixed-tenure housing and retail scheme of which 47 units will be affordable. The development will create a new destination for residents, workers and visitors at this important gateway site in the West End.

6 MAXIMISING FLOOR SPACE IN WEST END SCHEME HCD Building Control is supplying Approved Inspector services to British Land s 4 Kingdom Street commercial scheme at Paddington Central in London s West End. 4 Kingdom Street, is a ten-storey building, designed by architect Allies and Morrison, which will provide circa 13,700m 2 of efficient and flexible commercial office space. The building will be economical in terms of energy use and is targeted to achieve an Excellent BREEAM rating. HCD s appointment followed on from the successful working relationship established with British Land at its Marble Arch House redevelopment in London. HCD s Approved Inspectors have been highly active in the development of an engineered fire safety solution for the building. This solution maximises the floor space available and provides as much cost certainty to the contractor and client as can be expected at a stage in the project s evolution where certain aspects of the fire engineering design are still to be fully developed. Located approximately 15 minutes walk from Marble Arch, the development is very well served by both rail and Underground networks, with excellent connections to Heathrow airport via the Heathrow Express. When Crossrail opens in 2018 Paddington will be one of only three Crossrail stations in the West End, with improved connections and shorter journey times to Heathrow, the City and Canary Wharf. The total Paddington Central estate comprises eight separate modern buildings totalling 111,500m 2. British Land owns four of the eight existing let investments together with the two development sites plus the Crossrail box, (which will revert to the developer in 2018) and has overall management responsibility for the whole estate. M3 Consulting is acting as the Development Manager for 4 Kingdom Street. HCD s appointment followed on from the successful working relationship established with British Land at its Marble Arch House redevelopment in London.

8 WORLD-CLASS CENTRE FOR CANCER RESEARCH The groundbreaking Manchester Cancer Research Centre (MCRC) building is due to open early this summer. The MCRC was created in 2006 as a partnership between three key organisations: The University of Manchester, Cancer Research UK and specialist cancer centre, The Christie. Its aim is the development of personalised cancer treatments based on improved knowledge of each individual patient s disease characteristics, leading directly to better patient outcomes. The rapid expansion of high quality research at the MCRC resulted in the need for the new facility, which was designed by Wilson Mason and Partners. Enabling works began on site in May HCD Building Control has been involved since the concept stage of the design process, attending client and design team meetings to ensure continued compliance with the technical requirements of Building Regulations. Early liaison with the Fire Service was also crucial to allow full discussion of the fire engineering principles and how the occupants will use the building both in and out of working hours. HCD has continued to work closely with the design team to reduce design risks and to help provide the most cost effective scheme achievable under current legislation. The new building provides space for an additional 250 staff - including 150 cancer researchers - and will also be pivotal in creating a recruitment incentive to attract additional worldclass researchers to secure the MCRC as a leader in its field. It contains laboratory accommodation for research groups plus write-up, administration and office accommodation. It also houses the relocated Clinical Trials Unit from The Christie. The building arrangement is intended to promote increased interaction between research teams with breakout spaces to encourage networking and collaboration and a lecture theatre on the ground floor. M+W Group is the main contractor to the project. 9 UK S TALLEST HOTEL TOWER UNDERWAY Claimed to be the tallest hotel tower in the UK, a new development on Marsh Wall in London s Canary Wharf is currently under construction. HCD Group company, Fusion Fire Engineering, is supporting the project team which is delivering the 39 storey flagship Novotel Hotel which will be owned and managed by Accor UK. Designed and implemented by Leach Rhodes Walker the building comprises 39 floors plus three basement levels, providing 19,000m 2 of floorspace. As well as 322 bedrooms the new building will boast meeting rooms and conference facilities at lower levels plus restaurants and a bar on the top floors offering views across London. The structure is rising on a site at 40 Marsh Wall, following the demolition of a 1990 s office building. It will comprise a 122m high glazed tower designed to fit in with the surrounding skyline of the Canary Wharf business district. A projecting feature yellow box will be constructed at lower levels using contrasting glazing and cladding products. Developer for the scheme is Accor UK and the main frame contractor is OHOB with the bespoke glazed curtain walling manufactured and installed by Permasteelisa. Fusion is providing a proactive service, playing a central role in devising fire safety strategies for the scheme. Of particular interest was the design of the restaurant and bar areas which occupy the top three floors of the structure. These public areas are open to each other, connected by a feature staircase. Safety considerations therefore focused on adequate exit provision with particular attention paid to compliant travel distances. 10 EXCLUSIVE MEMBERS CLUB OPENS IN MAYFAIR An exclusive business and private members club offering serviced desk space and a restaurant run by a Michelin-starred chef opened recently in London s Mayfair. The venue, 12 Hay Hill, is seen as a new concept where London s leading businessmen and women will be able to work and relax under one roof. Located in a former bank building on the corner of Berkeley Square and Hay Hill, the 1,800m 2 venue has been given a new luxury layout designed by Architects of Invention. HCD s Approved Inspectors were appointed by the client, 12 Hay Hill, to provide full Building Control support to the development team during the total refurbishment of the existing structure and the installation of the contemporary internal layout. This layout now includes a ground floor bar and lounge with hot-desking space and a gym with shower facilities. Offices and meeting rooms are found on upper floors with a third floor cigar terrace overlooking Berkeley Square. The restaurant on the lower ground floor is being run by Michelin-starred chef, Shaun Rankin. 12 Hay Hill aims to attract a mix of clientele, ranging from the entirely business-focused to purely social members. It will appeal to international business people looking to establish a physical presence in London and will also act as a hub for established Londonbased entrepreneurs and small businesses who are seeking a high-service office and social environment. HCD s Approved Inspectors were appointed by the client to provide full Building Control to support to the development team during the total refurbishment.

11 TRANSFORMATION OF FORMER COUNCIL OFFICES A landmark building in London s King s Cross regeneration area - the Camden Town Hall Annexe on Euston Road - is being redeveloped as a 250-bedroom boutique hotel operated by luxury US chain, Standard International. Working to a design by architect Orms, Standard International and developer Crosstree Real Estate Partners, are converting rooms once used for processing parking tickets and council tax returns into stylish bedrooms. This will be the first Standard Hotel outside the US and the sixth in the chain. Project manager is Tower8. HCD is developing fire safety strategies for the development through its Group company, Fusion Fire Engineering. Its fire safety experts have employed the risk-based approach as specified by BS 9999 to assist the design team in converting this former office building into a hotel compliant with the latest legislation. The 12 storey, 9,300m 2 office block, was completed in 1974 as an extension to the adjacent Camden Town Hall. The building, dubbed the Egg Box, is an interesting example of the era s brutalist style and it enjoys a prominent location opposite St Pancras Station. The planned changes will see the ground floor and top levels of the structure undergoing major modification. The public areas around the building will be improved with new retail provided along Euston Road. The building s façade will also be cleaned and the smoked glass windows replaced with clear glass. It is at the top of the building that the major changes will be seen. The designers plan to add three new storeys clad in metal and glass. The first will offer a restaurant, bar and observation area which will be open to the public, while the two above will be exclusive executive suites. This roof extension proved particularly challenging for Fusion as it faced the demanding task of maximising the number of people that could safely be accommodated within the dining and public areas, while agreeing a layout that worked in terms of means of escape. Employing the risk-based approach specified under BS 9999 Fusion s experts helped in the evolution of a strategy that met commercial requirements while providing modern levels of safety. Work on site is expected to begin in Q following the appointment of a main contractor. Construction is scheduled for completion towards the end of The risk-based approach as specified by BS 9999 has been employed to assist the design team in converting this former office building into a hotel compliant with the latest legislation. 12 HCD TECHNICAL CDM 2015: THE KEY CHANGES The latest amendments to the CDM Regulations, introduced on the 6th April 2015, bring major change to the way Health & Safety is managed during the procurement, design and build phases of construction projects. The fundamental intentions of the Regulations remain unchanged, but the revision aims to improve interpretation by simplifying the rules to create a more efficient and integrated approach to risk management. CDM CO-ORDINATOR Among the key changes is the removal of the CDM Co-ordinator role. The duties previously undertaken by the CDM Co-ordinator, and indeed a few additional duties, are now split between the Client and a newly-created duty holder the Principal Designer. PRINCIPAL DESIGNER The Principal Designer role will be undertaken by an individual or organisation in control of the Pre Construction Phase. This could, for example, be the lead designer, project manager or even the client on simple projects. APPOINTMENTS The Client is required to appoint a Principal Designer to co-ordinate health and safety where there is more than one contractor involved on a project. This means virtually all projects, irrespective of size or duration are now covered. The Client must also appoint a Principal Contractor where there is more than one contractor involved. Failure to do so will result in the Client inheriting the legal responsibility for the duties of these parties. However, the new duties and responsibilities introduced for construction clients do not stop with the appointment of a Principal Designer. The new Regulations require that clients pick up several of the duties previously undertaken by the CDM Co-ordinator on their behalf. F10 NOTIFICATION The Client is now required to issue the F10 notification to the HSE where a project lasts 30 days or more and where 20 or more people are working simultaneously on that site, or where the duration of work on site will exceed 500 person days in total. PRE CONSTRUCTION INFORMATION The Client is now also responsible for preparing and disseminating the Pre Construction Information. CONSTRUCTION PHASE PLAN Clients must ensure that an adequate Construction Phase Plan is drawn up by the Principal Contractor. COMPETENCE While clients no longer have an explicit duty to check competence prior to the appointment of designers and contractors they should, however, be satisfied that individuals have the specific skills relevant to the works and adequate supervision is in place before works start on site. DOMESTIC PROJECTS In a further change, domestic projects are no longer exempt under the revised Regulations. If the Client for domestic work does not appoint a Principal Designer or Principal Contractor these duties are automatically placed on the first appointed Designer and Contractor accordingly. TRANSITIONAL ARRANGEMENTS The new Regulations apply to all projects whose design phase began on or after 6th April For projects already underway on 6 April 2015 there are some transitional arrangements as follows: Where a CDM Co-ordinator has already been appointed they can remain in post, in lieu of an appointment of a Principal Designer until the 6th October From this date a project must implement CDM 2015 regardless of time left to completion.

13 KEY DUTY HOLDERS OVERVIEW CLIENT ROLE OVERVIEW The 2015 CDM Regulations introduce several new duties and responsibilities that were not previously required of construction clients including several duties previously undertaken by the CDM Co-ordinator on their behalf: The Client must check that any designer or contractor appointed has the necessary skills, knowledge and experience to carry out the work in a way that ensures health and safety. Provide Pre Construction Information to every designer and contractor appointed or being considered for appointment. Make suitable arrangements for managing a project including the allocation of sufficient time and resource. Ensure that the arrangements are maintained and reviewed throughout the project. Ensure that the contractor has the prescribed welfare facilities in place before work starts. Give Notice to the Health & Safety Executive via Form F10. Where more than one contractor will be involved, appoint a Principal Designer. Ensure that the Principal Designer complies with its duties. Where more than one contractor will be involved, appoint a Principal Contractor. Ensure that the Principal Contractor complies with its duties. Ensure that before the construction phase begins a suitable Construction Phase Plan is drawn up by the contractor or Principal Contractor. Ensure that a Health & Safety File is prepared for the project. DESIGNERS ROLE OVERVIEW The duties placed upon designers remain relatively unchanged with amendments made to wording: The key duties are as follows: Do not commence work unless you are satisfied that the Client is aware of their duties. Ensure you have the necessary training skills and resource to carry your duties. When preparing or modifying a design take into account the general principles of prevention, eliminating risk arising where possible. If elimination cannot be achieved through proportionate measures then risks must be reduced or controlled through the design process. Provide information about identified risk to the Principal Designer. Ensure residual risks are identified via appropriate means within the health & safety file. A general duty to co-operate with other duty holders. Report anything that might endanger their or others health. PRINCIPAL DESIGNER OVERVIEW The new role of the Principal Designer will require the nominated organisation to take on board significant additional duties in relation to the health and safety management of not only their own design, but that of other design disciplines and the proposed development site and its surroundings. The Principal Designer is responsible for the planning, managing, monitoring and coordination of health and safety aspects of the design during the Pre Construction Phase, fully taking into account the principles of prevention at all stages. These duties were previously performed by the CDM Co-ordinator. The following is a summary of the key duties: The Principal Designer must plan, manage and monitor the Pre Construction Phase and coordinate matters relating to health and safety such that, so far as is reasonably practicable, the project is carried out without risk to health or safety. Identify and eliminate or control foreseeable risks to the health and safety of any person: Carrying out or liable to be affected by construction work. Maintaining or cleaning a structure. Using a structure designed as a workplace. Ensure that all designers comply with their duties under Regulation 9. Ensure that all persons working in relation to the Pre Construction Phase co-operate with the Client, Principal Designer and each other. Assist the Client with the provision of Pre Construction Information. Provide Pre Construction Information promptly and in a convenient form to every designer and contractor appointed or being considered for appointment. Liaise with the Principal Contractor for the duration of the Principal Designer s appointment to ensure the co-ordination of health and safety matters during the construction phase. PRINCIPAL CONTRACTOR ROLE OVERVIEW The general duties of a Principal Contractor remain relatively unchanged with only slight amendments to the wording. In addition: Every construction project will now require a construction phase plan regardless of the duration or number of contractors involved. A Principal Contractor is now required for work on domestic projects. HCD S ROLE It is recognised that clients and those appointed as Principal Designer may require assistance and may wish to seek help from a third party organisation/consultant to discharge their duties. With a wealth of experience in this area, HCD s team of construction Health & Safety experts are ideally placed to provide assistance, guidance and where required, discharge the duties assigned to under the revised CDM Regulations. HCD can undertake the majority of the Client and Principal Designers duties under the new Regulations, following an auditable trail which is compliant with ISO 9001 and OHSAS HCD safeguards projects so they remain legally compliant whilst adding value and ensuring the right information is available to enable safe design and construction.
