Londonewcastle, a specialist residential developer, has been appointed by Royal London Asset Management to redevelop the site and this exhibition sets out our initial proposals. The site Hurlingham Retail Park is located on Carnwath Road and is currently occupied by PC World/Currys. The development site also includes 1-3 Carnwath Road. The site falls within the South Fulham Riverside regeneration area, which has been earmarked for development by LB Hammersmith and Fulham. We work from offices which we designed ourselves in Marylebone, and have completed projects throughout the world. A Londonewcastle project 2012 London Velodrome Royal London Asset Management (RLAM) RLAM are asset managers for the site. Established in 1988, RLAM provides investment management for both its parent company (Royal London Group) and a range of external institutions. These include listed companies, local authorities, universities, charities, wealth managers and financial advisers. 3 Regeneration of Fulham Riverside The regeneration of key sites along South Fulham Riverside will create a new riverside destination with improved access to the Thames, as well as providing new homes. Londonewcastle s proposals for the redevelopment of Hurlingham Retail Park would help to shape this new public realm with shops, cafés, bars and restaurants along a new riverside walk. Other developments planned along the riverside include Hurlingham Gate, Hurlingham Wharf, Whiffen Wharf, Carnwath Road Industrial Estate, Sainsbury s and Fulham Wharf and Albert, Swedish and Comleys Wharfs. Site Constraints Location of historic wharves between Hurlingham Park and Wandsworth Bridge
4 Design and context The scheme will draw upon the existing character of South Fulham by using materials which complement the surrounding architecture and by employing height and massing which is consistent with both existing and planned development. Where possible we have taken into account the views of the community expressed at several Prince s Foundation workshops. These workshops sought to work with local people to shape the regeneration of South Fulham Riverside. Scheme Development The design of the proposed scheme has evolved to work alongside neighbouring developments, including Fulham Riverside West which was approved by LB Hammersmith and Fulham s planning committee in January Our initial scheme involved a significant proportion of commercial office space. This has been reworked to create a primarily residential scheme but maintaining PC World/Currys on site throughout and post construction. - The buildings along Carnwath Road range from 4 to 5 storeys to respect our existing neighbours. - The tower has been reduced from 21 storeys to 14/12 storeys. Lowering the outside corner of the tower by 2 storeys reduces the overall bulk of the building, creating an open corner stepping down towards the adjacent green square. - More variety of roof levels was added to the riverfront elevation, from 7 to 9 storeys. Design Development: The Mansion Block Scale Prince s Foundation consultation workshops on the South Fulham Riverside Regeneration Wandsworth Bridge Respect the residential scale of buildings to the north of the site with a stepped up approach to building heights towards the Thames. 5 Our Proposals Our proposal is to create a development of the highest quality. It will be predominately residential but will also include retail space, restaurants, cafes and bars alongside the new riverside walk. - Around 280 apartments sq m retail and restaurants/cafes - A new riverside walk - A private landscaped podium - A new landscaped public connection to the river The new development has been designed to complement plans for the neighbouring Fulham Riverside West site, creating a coherent river frontage. New Homes The scheme would provide around 280 high-quality residential apartments from one to three bedrooms. Residential accommodation will be complemented by resident amenity space delivered through rooftop gardens, as well as resident balconies and a children s play area. Around 150 parking spaces will be provided for residents in a podium parking area. With the reduction in retail which drives demand, the actual impact (compared to the existing) is envisaged to be negligible. We are working with LB Hammersmith and Fulham to determine the provision of affordable housing on site. Discussions are also taking place with Co-op Homes about how new homes could be provided for their existing tenants and be incorporated into our proposals. Carnwath Road view looking west Facade Scale The height of the building will be in-keeping with the area, respecting the scale of surrounding residential development. Taller elements on the river are designed to work with the plans for Fulham Riverside West, which has been approved by LB Hammersmith and Fulham s Planning Committee. Façade The façade will use a brick stock in-keeping with the area, combining traditional materials with modern construction methods. 6 Public Space and Landscaping The regeneration of South Fulham Riverside will see the creation of a new public realm along the Thames riverfront. View of Thames Piazza - A new riverside walk for public access to the river. - New cafes, bars and restaurants would animate the riverfront. - A landscaped podium for residents. - High quality planting and street furniture. - New public space to complement the site s retail offering, which could include PC World and Currys. New Commercial Space The development will provide 3000 sq m of retail and café/restaurant space. This could include a unit for PC World/Currys and our discussions are on-going. Our vision is to create space that can accommodate cafes, bars and restaurants, enhancing the new public space being created along the riverside. Parking for the retail units will be contained in an underground car park with at least 60 spaces. The public realm should be consistently linked with a series of informal public open spaces along Carnwath Road and along the Thames path Prince s Foundation Report on Fulham Riverside, February Jobs Existing jobs could be retained on the site by keeping the PC World and Curry s store, and new jobs will be created by new cafes, restaurants and bars along the river front. 7 Transport and Servicing Public Realm: The Square Public Realm: The Thames Path Traffic Improvements The development will contribute to improvements to the Wandsworth Bridge Road, with part of the site being given over to expand the Carnwath Road junction. Contributions will also be made to improve pedestrian access to the site. Servicing Servicing for the site will be provided from Carnwath Road, using a combination of loading bays within the podium (away from street level) incorporated into the footway, and existing on street bays. Parking All car parking will be provided in an underground car park including around 150 spaces for residents and at least 70 spaces for the new retail units. Cycling Improvements to cycling facilities and around 375 new cycle spaces on site. Public transport A Transport Assessment will be produced in support of our planning application to assess the impact that new residents, employees and visitors will have on the existing infrastructure and what new provision is required. Site Context: Connections to Public Transport & Sands End Conservation Area Sustainability The development will utilise low energy building services solutions to keep energy use and carbon emissions to a minimum. These include: - high performance, energy efficiency facades - new homes will achieve Code for Sustainable Homes Level 4 - retail spaces will achieve BREEAM Very Good - single energy centre supplying heat for the site - rain water and grey water recycling - exploring the potential for photo voltaic panels on the roof to provide renewable energy
