4 Page 4(38) Introduction Th is Application gu ide is released in edition 1 to describe th e pu rpose of an d h ow to u se th e Iden tification Plan of Mu n icipalities, (Kom m u n -ID-plan en ), for calls to th e em er gen cy n u m ber s 112 an d Th is Application Gu ide describes th e m appin g of a geograph ical area an d type of call for an or igin atin g call in to a code from th e Iden tification Plan of Mu n icipalities for em er gen cy calls. Th e pu r pose of th is is to en able geograph ic origin a tion depen den t r ou tin g of em er gen cy calls. Th ese codes are to be u sed for in tercon n ected em ergen cy calls between pu blic com m u n ication s n etworks to th e pu blic em e r gen cy service in Sweden. Th e Application Gu ide does n ot deal with th e correspon din g in tern al in form ation in each oper ator s n etwork th at m igh t be u sed. Th e docu m en t is con cern ed with tech n ical issu es an d is assu m ed to be u sed by pu blic com m u n ication s operators in th eir agreem en ts on in tercon n ection. Th e exten t to wh ich th e gu ide sh all be a pplied will be settled in th e agreem en ts or in regu lation s issu ed by Post & telestyrelsen (PTS). Pu blic com m u n ication s n etworks are in tercon n ected to en able th e su bscribers in th e differ en t n etwor ks to call th e pu blic em ergen cy service. Th e pu blic com m u n ication s oper ator s can con n ect eith er directly to th e SOS-NTP in terface or u se a tran sit n etwor k. (See Figu r e 1). 5 Page 5(38) Note 1: At present, TeliaSonera is the sole network operator in Sweden providing Transit Operator connections to SOS-NTP 1 Scope It must be possible to set up calls from subscribers and users connected to different public communications networks to the public emergency services. Information concerning the location of the caller and type of access is of importance to the emergency service to obtain the most efficient and fastest emergency call handling. For this pu r- pose an Identification Plan of Municipalities shall be used when routing emergency calls. This Application Guide is produced to describe th e use of codes from the Identification Plan of Municipalities for calls to emergency numbers 112 and It also gives the interpretation of these to be applied when transferred across the interfaces between public communications networks and the PSAP. The routing of an emergency call to the most appropriate PSAP is not described in this document. For ISUP-based calls, this is today handled by agreements between the sole transit operator, Telia-Sonera, and the emergency services, SOS Alarm AB. In the ca se any other network operator need direct ISUP interconnections to the SOS -NTP, contact shall be taken with SOS Alarm AB to retrieve such routing information. This Application Guide: Describes the mapping of a geographical area and type of access of call origination into codes. Is applicable for national interconnect ISUP between public communications networks based on SS ; Is applicable for routing depending on origination and type of call. 2 References 2.1 Normative references The following normative documents contain provisions, which through reference in this text constitute provisions of this Application Guide. 6 Page 6(38) (02/2005) numbering plan 3 Terms and definitions 3.1 Municipality Identity Code A code from the Identification Plan of Municipalities, (Kommun -ID-planen) for calls to emergency numbers 112 and Originating Operator Network A network of an operator offering subscribers an access for originating calls. 3.3 Transit Operator Network The network of an operator transferring calls between two other operators networks or to the PSAP from the originating operator s network. 4 Symbols and abbreviations IP ISDN NTP P LMN P OI P SAP P STN Internet Protocol Integrated Services Digital Network Network Termination Point Public Land Mobile Network Point Of Interconnection Public Safety Answering Point Public Switched Telephone Network 5 Identification Plan of Municipalities for emergency calls 5.1 General The tables below describe the codes that are allocated in the Identification Plan of Municipalities for emergency calls to 112 and Each code is intended for a sp e- cific routing case related to the call origination area and type of call. The pu rpose is to enable routing depending on origination and type of call. The routing of an emergency call to the most appropriate PSAP is not described in this document. For ISUP-based calls, this is today handled by agreements between the sole transit operator, Telia-Sonera, and the emergency services, SOS Alarm AB. In the case any other network operator need direct ISUP interconnections to the SOS-NTP, contact shall be taken with SOS Alarm AB to retrieve such routing information Description of the table heading The tables in chapter 5 have the following headers: 1. Municipality: The originating municipality or that the routing shall be dependent of. (Swedish: Kommun or Län) 2. Call type: The originating call type: alternatives a. PSTN/ISDN b. PLMN c. d. call e. Satellite call

Code: The Municipality Identification Code to be applied User provided and network provided information In the context of this report the Municipality Code can be user or network provided. The code is network provided if the setting is done on the network side of the NTP. The code is user provided if it is a lready set on the user side of the NTP. In this edit ion of ITS 21 there is no possibility to indicate if the Municipality Code is user or network provided Rules for use of Regional Error Codes In each there are codes that are intended to be a default value before correct setting of the appropriate municipality code is done in the system. When a call with a al error code is received, it is an indication of an error in the code setting procedure. These codes are called Regional Error Codes. The use of these codes shall be mutually agreed between the public communications operators involved in routing the call and the organisation providing the public emergency service in Sweden (e.g. SOS Alarm AB) Rules for use of Regional Codes for fixed or mobile calls In each there are codes that are intended to be used for IP -originated calls in the case it is technically impossible to determine the origin of the call on municipality level but possible on a al level. These codes are called Regional Codes for IP - based Fixed Calls or Regional Codes for IP -based Mobile Calls Rules for use of codes 485 to 492 On national level the codes 485 to 492 are intended to be used for IP -originated calls in the case it is technically impossible to determine the origin of the call on municipality or al level but possible on a national level and the call leaves the Internet from a gateway in Sweden. These codes are called National Codes for IP -based telephony Rules for use of code 494 On national level the code 494 is intended to be used for IP-originated calls in the case it is technically impossible to determine the origin of the call on municipality or al level but possible on a national level and the call leaves the Internet from a gateway outside Sweden. The code is called National Code for IP -based telephony passing gateway outside Sweden Rules for use of code 495 This code is intended to be used for test calls originating outside Sweden Rules for use of code 496 This code is reserved for mobile calls without SIM-card Rules for use of code 497 This code is intended to be used for satellite calls that are to be r outed to the Emergency Services in Sweden. The use of this code shall be based on agreement between the satellite operator and the Emergency Services Rules for use of code 498 The code 498 is a National Error Code that is intended to be a default value before correct setting of mobile exchange data for municipality codes. When a call with a n a- tional error code is received it is an indication of an error in the code setting procedure. This code is called National Error Code for Mobile Telephony.

When a call with a n a- tional error code is received it is an indication of an error in the code setting procedure. This code is called National Error Code for Fixed Telephony Rules for use of test codes In each and on national level there are test codes that can be used for the purpose of testing the routing of emergency calls to a specific PSAP. These codes are called test codes. The use of these codes shall be mutually agreed between the public communications operators originating the call and the organisation providing the Emergency Services Rules for setting of codes The originating operator shall set the municipality codes.
