1 1.0 Welcome to the Elizabeth Exhibition Welcome to our second exhibition, which displays the final design of the proposals for the Elizabeth site on York Road in Waterloo. Our first exhibition was in July 2011, at which the vast majority of the feedback we received was very positive and supported the proposal. Evolution of design proposals: September 2010 December 2011 There was overwhelming support for: Improvements to the public realm bringing: o Greater permeability through the site o Improved access to Waterloo Station o Integration of South Bank/the station and through to Lower Marsh o Improvements to Victory Arch Square Economic benefits through a primarily commercial development in Waterloo The positive impact on the future of Waterloo Full details of the project and the exhibitions can be found on the project website: However there was concern about: The design of the North building, with many being very supportive, whilst others raising concerns with the architecture The impact on surrounding properties in particular related to daylight, sunlight and overshadowing In response, we have since refined the design to produce a final scheme that was submitted to LB Lambeth in early April There is much that has not changed since the July Exhibition, for example our approach toward transport, servicing and environmental sustainability, and therefore we are not replicating that information here. Details can be found on the project website. In this exhibition we concentrate on the design of the new Elizabeth and the benefits that we believe the scheme will bring for Waterloo.
2 2.1 The new Elizabeth The new Elizabeth is designed by David Chipperfield, RIBA Gold medallist and Stirling Prize winner. Elizabeth represents his first major project in London. Proposed new design from York Road The building proposal represents the integration of three concepts: A landmark for Waterloo which fits into the character of the South Bank A new river aspect for the station South Building, York Road A series of external spaces that reconnect previously disparate areas at the heart of Waterloo.
3 2.2 The new Elizabeth View from Charing Cross of the South Bank and new proposed design The North Building The South Building The North Building is a stacked form a series of volumes that shift and step up to form a tower at the head of the site, next to Victory Arch. These volumes are clad with a translucent white glass façade and create a simple, calm yet finely articulated architectural surface. The result is an elegant building that will take its place in the skyline of London and reflect the prominence of its location adjacent to the South Bank. The whole building is lifted off the ground via a 12 storey high bridging structure spanning 108 metres, with its supporting structures visible through the building s glazed façade. This monumental engineering solution responds to the position of the tube tunnels which limits the location for underground foundations and creates a two story high public realm shaped by its proximity to the station. 29 storeys (118 meters) Double-height Gallery at ground floor 62,000 sq metres of new office space on floors new homes on floors A total of 132,100 of development 85,700 of new commercial floorspace 75 car parking spaces at basement level sq m sq m 1,500sq m small shops and cafés 666 secure cycle spaces provided across the site 142 new homes A commitment to environmental sustainability Building meets the requirements for BREEAM Offices 2008 Excellent and Code for Sustainable Homes 2010 Level 4 The South Building is designed to be different in appearance and character from its larger neighbour to the north, so as to create a richer townscape. In contrast to the elevated cantilevering volumes of the North building, the South building is essentially ground bearing. In scale and materiality it establishes a clear relationship with the Portland stone and concrete buildings of the South Bank, particularly those nearby of County Hall and the Shell Centre. 10 storeys (52 metres) 1,500 sq metres of small shops and cafés at ground floor 23,700 sq metres of office space
4 3.1 Public Realm Victory Arch with potential new station entrance The plans for Elizabeth include the creation of 10,000 sq metres of new public space running the The public realm represents 13 million of investment 11 million on land outside of Elizabeth ownership The open ground level creates vastly improved movement between Waterloo Station and the South Bank, London Eye and St Thomas s Hospital and facilitates connections with Lower Marsh allowing this to become more connected to the South Bank, with: Victory Arch Square A new step-free public space, providing safer access Restoring the prominence of Victory Arch Improving access to South Bank and Waterloo City Square Direct link to the bus station. Central Square Linking Waterloo International Terminal directly to the Southbank Providing a new green public place on York Road with trees A place for residents, workers and visitors animated with restaurants and cafes. 5 3.2 Public Realm New Central Square connecting York Road with a new proposed entrance to Waterloo Station Improved access to Waterloo Station Replacement of the high level walkway with step free access into the main station concourse accessed via the new public space. The development also enables future additional access to Waterloo station via the former International terminal which has already been identified as a major development priority for London.
6 4.0 An Economic Boost for Waterloo Elizabeth is the first major commercial development in Waterloo in 40 years. With a 600m investment it will create a new office district for London, benefitting the businesses and residents Site location aerial view of Waterloo of Lambeth. Elizabeth site It will directly deliver: Up to 8,670 new office jobs and a further 650 non-office jobs currently there are 2,480 people employed on the site An additional 460 full time construction jobs New shops and cafes to serve the local community, but limited so as not to undermine the Lower Marsh commercial area An additional 11.8m spent in the local area each year boosting the local economy The development will also help signal a change in perceptions of Waterloo, support further investment into the area and significantly improve the redevelopment potential of the surrounding area including Waterloo Station, the disused Waterloo International Terminal, the Shell Centre and the IMAX Theatre roundabout. Elizabeth is key to making Waterloo an important business district, a primary aim of the Waterloo Development Framework. A package of employment and training support measures to ensure local people benefit from the new opportunities throughout the life of the buildings.
