Van Dorn Letter: Globalstar 7 Globalstar 7 Globalstar 7 The Delta team is proud to have been chosen to supply the launch service for Globalstar 7, which will complete the 48-satellite constellation and provide spares for the Globalstar system. The Delta program is both pleased and delighted to have been selected to perform seven Delta launches to assist SS/Loral in completing the 48-satellite constellation. I wish to thank SS/Loral and Globalstar for their confidence in selecting the world-class Delta team for establishing Globalstar's commercial operational satellite telecommunications system. Darryl Van Dorn Director, NASA and Commercial Programs Expendable Launch Systems

Globalstar System: Globalstar 7 Globalstar 7 The Globalstar System Globalstar is a limited partnership company founded by Loral Space and Communications and Qualcomm, Inc. The Globalstar system is a satellite-based telecommunications system designed to provide voice, data, and fax services to mobile phones. Calls will be relayed through the Globalstar satellites in a 1414-km orbit to a ground station and then through local terrestrial wireline or wireless systems to their end destinations The operational system consists of 48 satellites placed in eight orbital planes with an additional four on-orbit spares. Note: Twenty-four satellites have been successfully launched on six Delta II launch vehicles. The most recent launch occurred on 17 August Soyuz has also launched twenty-four satellites on six launches in The most recent launch occurred on 22 November 1999.

Mission Requirements: Globalstar 7 Globalstar 7 Globalstar 7 Mission Requirements Orbital criteria Circular orbit altitude 920 km ( nmi) Inclination Payload weight Per spacecraft Total (4) spacecraft 448 kg (987.7 lb) kg ( lb) Launch parameters Launch date 1st quarter 2000 Launch complex 17 CCAS Probability of command shutdown > 99.7%

Mission Requirements: Globalstar 7 Globalstar 7 Globalstar 7 Mission Requirements (continued) Free molecular heating at fairing separation < 1135 W/m 2 ( Btu/ft 2 -sec rate) Spacecraft separation U1/U2 attitude L1/L2 attitude Separation distance Z LV +35 above local horizontal (in direction of velocity vector) Z LV +75 above local horizontal (in direction of velocity vector) > 100 m between any spacecraft 10 min after separation and > 300 m after 24 hrs Contamination < 21.5 mg/m 2 (254 Å) Tracking station coverage All spacecraft separations and vehicle burns

Launch Window: Globalstar 7 Globalstar 7 Globalstar 7 Launch Windows Dates Open EST Close EST 6 February 2000 through 21 February :26:00 (see note) 12:27:00 16:56:00 (see note) 12:57:00 Note: The launch window open and close times are approximately 16 min/day earlier for each day after 6 February.

Flight Mode Description 1: Globalstar 7 Globalstar 7 Globalstar 7 Flight Mode Description Delta II vehicle configuration Launch from CCAS Complex 17 Flight azimuth = 65 Four GEM solid motors ignited at liftoff Separate all four ground-ignited GEMs at 67.0 sec Dogleg maneuver to attain orbital inclination of 52.0 Boost trajectory designed to meet controllability, structural, and environmental constraints while maximizing vehicle performance Payload fairing jettisoned when free molecular heating rate <1135 W/m 2 (0.1 Btu/ft 2 - sec) Second-stage first burn places vehicle in a 185 x 914 km (100 x 494 nmi) orbit at 51.9 inclination Telemetry tracking station coverage provided by New Hampshire through SECO 1

Flight Mode Description pt. 2: Globalstar 7 Globalstar 7 Globalstar 7 Flight Mode Description (continued) Following SECO 1, vehicle is reoriented to restart attitude During transfer to apogee, vehicle performs coast phase thermal attitude maneuver (~1 /sec roll rate) Restart occurs near apogee and places the vehicle in a km (494.9 nmi) circular orbit at 52.0 inclination, which results in a 920 km (496.8 nmi) average altitude above an equatorial radius of km ( nmi) Following SECO 2, the second stage is first reoriented for U1/U2 spacecraft separation and later for L1/L2 spacecraft separation Separation occurs in view of Dubbo telemetry tracking station ~ 700-second pass U1/U2 upper tier spacecraft separate at 35 relative to local horizontal in orbit plane L1/L2 lower tier spacecraft separate at 75 relative to local horizontal in orbit plane

Flight Mode Description 3: Globalstar 7 Globalstar 7 Globalstar 7 Flight Mode Description (continued) Separation velocity ~ 0.6 m/sec to each spacecraft from dispenser separation system results in separation distances between any two spacecraft: 150 m at 10 min after separation, satisfying 100 m requirement 54 km at 24 hours after separation, satisfying 300 m requirement Reorientation for evasive settling maneuver Nitrogen settling jets deliver ~ 0.6 m/s Evasive and depletion burns: Lower vehicle apogee Remove stage from vicinity of spacecraft Safe the vehicle Sequence and burn geometry are designed to minimize contamination potential Post-separation criteria results in worst-case contamination of less than 10 Å, satisfying 254 Å requirement
