1 DUPLIN COUNTY CLASS DESCRIPTION, 2007 TDA Adopted: July 9, 2007 POSITION TITLE: Executive Director GENERAL DESCRIPTION OF DUTIES REPORTS TO: RESPONSIVE TO: Chairman Board of Directors The Executive Director is responsible for effectively managing the operation and administration of the in compliance with TDA s policies and guidelines, the Board s directives and other guidance from the Board Chairman. EXAMPLES OF ESSENTIAL FUNCTIONS SPECIFIC DUTIES AND RESPONSIBILITIES Carry out duties as the Director of the Duplin County Tourism Development Authority/d.b.a. Duplin County Tourism Supervise and direct all Tourism staff and make the day-to-day executive decisions necessary to accomplish the mission of the Tourism Development Authority. Direct the sales staff in accomplishing the goals of the CVB with regards to group tour and small meetings markets. Encourage development of new markets. Prepare input, execute and monitor the authorized annual budget for the Duplin County TDA. Maintain public contact and positive public relations in the community, state and nation. Maintains Duplin County Tourism website as well as countywide calendar of events. Seek positive results in informing and working with the public, the tourism board and public officials as to the mission and benefits of the Duplin County TDA. Work within the community as a catalyst for product development.. Develop and manage the marketing plan for the Duplin County TDA. Serves at the pleasure of the. 1
2 Plan and execute routine TDA meetings - reporting activities and accomplishments, setting goals, and planning for future tourism development. Represent Duplin County through membership and participation in appropriate professional associations and travel organizations Maintain a professional level of performance, service, and accuracy, while creating a hospitable environment representing Duplin County s tourism industry MINIMUM TRAINING AND EXPERIENCE Bachelor s degree in business administration, marketing, tourism or closely related field with proven managerial or supervisory experience; supplemented by three (3) to five (5) years of experience which may include planning promotional events and promoting tourism and business; experience with desktop publishing, graphic design, or related field; or an equivalent combination of education, training, and experience. SPECIAL REQUIREMENTS Must have a valid State of North Carolina driver s license. PERFORMANCE APTITUDES Data Utilization: Requires the ability to calculate, compute, summate, and/or tabulate data and/or information. Includes the ability to perform subsequent actions in relation to these computational operations. Requires the ability to utilize a wide variety of descriptive data and information, such as computer program manuals, and county and state maps. Human Interaction: Requires the ability to interact, in a positive manner, with Elected Officials, Community Leaders (Public and Private Sector), and the general public; requires the ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to use and operate office equipment, such as a computer, calculator, typewriter, facsimile machine, copier, cameras (film, digital and video). Verbal Aptitude: Requires the ability to effectively communicate, extemporaneously at times, with the general public, both individually and to groups on topics related to the field. Mathematical Aptitude: Requires the ability to perform moderately complex algebraic and geometric operations and to utilize principles of basic probability and statistical inference. Functional Reasoning: Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. 2
3 Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable. ADA COMPLIANCE Physical Ability: Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Dexterity: Requires the ability to perform simple movements requiring moderate coordination, such as those required to operate office equipment and a motor vehicle. Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors and textures. Some tasks require visual perception and discrimination, as well as oral communications ability. Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances. PERFORMANCE INDICATORS The work performance of non-supervisory personnel of Duplin County is routinely evaluated according to the performance criteria outlined herein: Knowledge of Work: Has considerable knowledge of the methods, procedures and policies of Duplin County as such pertains to the performance of the essential duties of County Marketing Director. Has considerable knowledge of principles and practices of encouraging the advancement and establishment of businesses, and tourism and its promotion. Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the department, and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has considerable knowledge of terminology and related professional terminology used within the department as such pertains to work responsibilities. Knows how to maintain cooperative and effective relationships with intradepartmental and interdepartmental personnel, as well as any external entities with whom position interacts. 3
4 Quality of Work: Maintains high standards of accuracy in performing duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains quality communication and interaction with intra- and interdepartmental personnel, and any external entities with whom position interacts. Quantity of Work: Performs described Essential Functions and related assignments efficiently and effectively in a manner to produce a quantity of work which consistently meets established standards and expectations. Dependability: Assumes responsibility for completion of assigned functions. Completes assigned work within established deadlines in accordance with directives, policies, standards, and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human and conceptual areas. Attendance: Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides sufficient notice to upper management with respect to vacation time and leave requests. Initiative and Enthusiasm: Exhibits an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountabilities. Strives to anticipate work to be accomplished, and initiates appropriate and acceptable action for the completion of work with a minimum of supervision and instruction. Judgment: Exercises analytical judgment in areas of responsibility. Identifies issues or situations as they occur and specifies decision objectives. Identifies or assists in identification of alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advisement where appropriate, and researches issues, situations, and alternatives prior to exercising judgment. Cooperation: Accepts supervisory and managerial instruction and direction, and strives to meet the goals and objectives of same. Questions such instruction and direction when clarification of results or consequences is justified, i.e., poor communications, variance with established policies and procedures, etc.. Offers suggestions and recommendations to encourage and improve cooperation both intra- and interdepartmentally.
