3 TWO ARTICLES IN THE EED DEFINE THE NECESSITY FOR A QUALIFICATION SCHEME Article 8 EED The energy audits [ ] may be carried out by in-house experts or energy auditors provided that the Member State concerned has put in place a scheme to assure and check their quality [ ] Article 18 EED [ ] making publicly available and regularly updating a list of available energy service providers who are qualified and/or certified and their qualifications and/or certifications

4 AUSTRIA S ENERGY EFFICIENCY ACT IS MORE SPECIFIC THAN THE EED Article 17 Energy Efficiency Act 17. (1) Erbringer von Energiedienstleistungen und Energieberatungen für Unternehmen haben sich in dem Register gemäß Abs. 3 eintragen zu lassen und folgende Mindestanforderungen zu erfüllen: 1. den erfolgreichen Abschluss einer Ausbildung insbesondere technischer und wirtschaftlicher Natur, die vertiefende Kenntnisse auf dem Gebiet der Energieeffizienz vermittelt sowie eine mindestens einjährige Tätigkeit auf dem Gebiet der Energieeffizienz, oder 2. eine mindestens dreijährige berufliche Tätigkeit auf dem Gebiet der Energieeffizienz während der letzten fünf Jahre. In diesem Fall ist über den Ausbildungsweg binnen sechs Monaten eine für die Tätigkeit erforderliche Fachkenntnis zu erwerben. Für die Vornahme von Energieaudits erhöhen sich die Mindestanforderungen gemäß Z 1 und Z 2 jeweils um zwei weitere Jahre.

6 A MIXTURE OF EDUCATION AND EXPERIENCE IS REQUIRED ACCORDING TO THE LAW Experience Well-educated, but not experienced 1 year experience in the matter of energy efficiency in engineering or economics with focus on energy efficiency Experienced, but not educated 3 years experience in the matter of energy efficiency with focus on energy efficiency within 6 months 2 additional years of experience required for energy auditors

7 HIGHER QUALIFICATION LEVELS FOR ENERGY AUDITORS Experience Well-educated and experienced 3 years experience in the matter of energy efficiency in engineering or economics with focus on energy efficiency Very experienced, but not educated 5 years experience in the matter of energy efficiency with focus on energy efficiency within 6 months 2 additional years of experience required for energy auditors

8 THE AUSTRIAN ENERGY AGENCY WAS ASSIGNED TO CREATE A QUALIFICATION SCHEME March 2013 until January 2015 Preparation phase Transform the legal requirements Discussion phase Stakeholder workshop with legislator, Austrian economic chambers, educational institutions, and energy auditors Adoption phase Introduction, followed by minor changes

9 STEP 1: THE QUALIFICATION SCHEME IS BUILT ON LEGAL AUTHORITY AND COMPETENCE Authorization Must-have Either the auditor owns his own consulting company which has the authority to conduct energy audits, or he/she is working for one Competence Experience 9
