3 B. PROJECT SUMMARY PAGE The Mt. SAC Water Forum will be a speech contest held at Mt. San Antonio College in the Fall of Students enrolled in Public Speaking classes will be directed to focus their informative and/or persuasive speeches on water issues. Selected Mt. SAC students will then be invited to attend and compete in a speech contest open to the general public. Additional students will participate by creating posters to be displayed during the opening assembly. We estimate that roughly 400 students will participate in the forum along with distinguished guests. Page 2 of 11

5 D. ORGANIZATIONAL BACKGROUND Mt. San Antonio College is among the largest of California's 112 community colleges. Located in the city of Walnut, Mt. SAC serves nearly 20 communities and a million residents in the bustling San Gabriel Valley. Since the College opened its doors in 1946, Mt. SAC has provided quality and affordable educational opportunities to more than a million students of all ages. Today, the College offers more than 200 degree and certificate programs and has earned statewide and national distinction in a number of disciplines. Our alumni have distinguished themselves in both the private and public sectors. 1 The Communications Department is housed in the Humanities division which is one of the largest divisions at the college. The Communications Department annually teaches 1,500 students per semester. The intramural speech contest has been held for the past 15 years and annually attracts students per semester to compete for awards and cash prizes. Additionally, students attend as spectators. Mt. San Antonio College is also home to one of the most successful speech and debate teams in the country. The team was the overall National Champion at the 2011 Phi Rho Pi tournament held in Greenwich, CT. Team members and communication faculty serve as judges at the annual speech contest. 1) About Mt. 6 E. PROJECT DESCRIPTION OVERVIEW The Mt. SAC Communications department proposes a communications strategy project which will be called the Mt. SAC Water Forum. This event will take the place of our speech contest held each semester for students enrolled in our SPCH 1A Public Speaking classes. This contest allows students to compete with each other for cash prizes and trophies. If awarded the grant, the Communications Department has agreed that the theme for the Fall 2012 speech contest will focus on water issues. Professors will direct students to focus their informative and/or persuasive speeches on topics germane to water conservation, water controversies, water technologies, water agencies, or other appropriate topics. All students will participate in the first two preliminary rounds of competition. The top six students will then be invited to participate in the final round of competition to win awards and prizes. We would like to videotape the final round in order to post the speeches on the internet as described below on the Mt. SAC Water Forum website. Distinguished guest judges will be invited from our local water agency, elected officials, and campus community to evaluate the final round. The Three Valleys Municipal Water District fully supports our project. In addition to students enrolled in public speaking classes, we will invite students enrolled in our Oral Interpretation SPCH 4 class to find literature pieces that discuss water issues. A separate performance during the event will feature the best oral interpretation speaker(s). To broaden the scope beyond oral communication we will invite students enrolled in our honors public speaking courses to focus their visual communication poster project on water issues. Students will be asked to create a poster to be displayed in the auditorium in-between the preliminary and final round of the competition. Refreshments are provided during this time and all participants will be able to view the posters and ask the student creators for more information. Participants will then be able to vote for their favorite posters with the top three posters winning a separate award. Finally, to take the tremendous work of our students beyond the day of the event we envision creating a Mt. SAC Water Forum website to host videotaped speeches of the final round participants in addition to the images of the poster contest winners. The website would serve as a resource for the community to learn about the water issues discussed at the Mt. SAC Water Forum. The video will also be formatted and made available to local public access channels. NEED The Mt. SAC Communications Department needs the grant for this project to fund the cost of this enhanced event in the Fall We anticipate greater needs for publicity and supplies. We also anticipate the need for additional speech tutors in our Speech and Sign Success Center (SSSC) on campus who can assist students in preparing their speeches for the Mt. SAC Water Forum. Given the larger than normal size of the forum we will also need additional space on campus, the cost of which is charged back to our department. We are planning on renting the Sophia B. Clarke Theater to host the poster contest and final round. Page 5 of 11

7 Given the change in the focus for all 39 sections of public speaking we also anticipate the need to create flyers and informational materials for public speaking professors here at Mt. SAC. We anticipate the creation of a 2 page flyer for the start of the semester along with additional materials as we get closer to the Mt. SAC Water Forum. These flyers will explain the change for the Fall semester, inform the professors about the extra tutors, and give students some background information on relevant topics for the event. We will also need to create and distribute a formal invitation. Traditionally, the event has been limited to only two students per public speaking section. However, with the grant we will be able to expand the intramural to four students per public speaking section thereby doubling the size of the event. This larger size will require additional resources. BENEFIT The benefit of this proposal is that 39 sections of public speaking will focus on water issues in the Fall Hundreds of students will be researching and preparing speeches around water issues. These students will discuss and practice their speeches with friends and family members who will also learn about these important topics. It is likely that thousands of people will be impacted by the Mt. SAC Water Forum. SAMPLE SPEECH TOPICS Below, please find a sample of potential topics students could give their informative or persuasive speeches on for the Mt. SAC Water Forum. Students will have free range to select their own topics but one of the jobs of the SSSC tutor would be to help students find relevant and meaningful topics for the forum. Students will be directed to discuss environmental significance and sustainability in their speech. 8 BENEFITS QUANTITATITVE The Communication Department is planning on offering 39 sections of Public Speaking in Fall With each section allowed to enter four students we anticipate roughly 156 student participant speakers participating in the Mt. SAC Water Forum. Additionally, with one honors section offered we anticipate 20 students participating in the poster contest. This means that roughly 180 students will be actively participating in the Mt. SAC Water Forum as presenters. Additionally, most Professors offer non-participating students extra credit for being an audience member during the preliminary or final rounds. Many students take advantage of this opportunity especially since the event is held right near the end of the semester. We generally anticipate about 200 students will attend as audience members. Invitations will also be mailed to all local elected officials, including water agency boards of directors and public works staff to attend the event as spectators and/or judges. Finally, community members would be invited to observe the final round. We anticipate roughly community members would attend. Thus, we anticipate roughly 400 people would attend the Mt. SAC Water Forum. Beyond the day of the event the Mt. SAC Water Forum website would allow more people to observe the final round speeches and the poster entries. QUALITATIVE The potential for the education of a large population of Southern California with this event is very real. Students in all sections of our SPCH 1A Public Speaking class will focus their informative and persuasive speeches on water issues. These students will research and prepare detailed outlines for their speeches. In addition to their own speech the students are also audience members for every other speech in each section. With 39 sections being offered this grant will enable over 2,000 speeches to be given on water issues at Mt. SAC during the fall semester. This is in addition to the Mt. SAC Water Forum where 150 students will participate in a speech contest, 25 students will participate in a poster contest, 30 students in the oral interpretation class, and the hundreds that will observe. The speeches would serve to educate both the speakers and audience members about critical water issues. The informative speeches would teach students about water organizations, new technologies, and sanitation. The persuasive speeches would allow students to advocate for changes in audience member s water use. The website and videotaped performances would serve to educate many thousands more who video the poster art and video performances. Page 7 of 11

The program s idea of focusing the semester s public speaking program on water issues, provides an opportunity for the students to do real world research, share what they learn and it has a large builtin audience for presentation of the research. It is important to note that this program will not be conceptual, it will be real world. This program will provide the opportunity for the top students to present and interpret research issues directly related to water. It will open up a world that many of these students, will probably, have taken for granted. Everyone needs and experiences water. This relevancy will, I believe, keep them interested and forge a lifelong understanding of the role that water serves in life, politics and society. I hope that you will review this application favorably. Three Valleys is certainly supportive of this proposal, and if calendars permit, will serve as judges for the event.
