1 OFFICIAL ANNOUNCEMENT INTER-AMERICAN POLICE TRAINING PROGRAM INTERNATIONAL COURSE: MANAGEMENT OF POLICE INTELLIGENCE BOGOTA, COLOMBIA SEPTEMBER 26-30, 2011 General Secretariat of the Organization of American States National Police of Colombia

2 A. INTRODUCTION Determined to develop the Police Management Pillar of the Commitment to Public Security in the Americas (2008), the General Secretariat of the Organization of American States in alliance with the National Police of Colombia will convene a training course, Management of Police Intelligence. This activity takes places within the framework of the Inter- American Police Training Program and will be held from September 26 to 30, 2011, in the City of Bogota. Organized crime presents a challenge to authorities in the Hemisphere, particularly police forces, which are charged with designing strategies to reduce the impact of criminality and advance the process of providing citizen security. A key priority for governments, this work translates into the strengthening and professionalization of police corps to forge more dynamic cooperation mechanisms. Said mechanisms aim to assist investigations, share operational experiences and exchange information with a view to combating the different faces of crime. The National Police of Colombia and the Organization of American States have come together to offer a training course for intelligence service operatives belonging to OAS Member States police forces. The Course s objective is to generate greater regional integration through the sharing of experiences and the strengthening of cooperation mechanisms.

3 B. SYALLABUS Management of Police Intelligence hopes to imbue participants with the necessary skills for the management and administration of police intelligence units. An emphasis will be placed upon the transfer of knowledge in the field of police intelligence doctrine, producing intelligence, developing technical operations, risk management, amongst others. Participants will be taken step-by-step through the model and experience of the National Police of Colombia s Intelligence Service. Additionally, each participant will present his/her own country s experience/know-how corresponding to their police intelligence model with a view to enrich and add-value to the themes discussed. The Course is subdivided into the following modules:- MANAGEMENT OF POLICE INTELLIGENCE FIELD AREA MODULE DURATION (HOURS) I DOCTRINE FOR POLICE INTELLIGENCE 2 II INTERNATIONAL COOPERATION MECHANISMS 2 POLICE TRAINING POLICE INTELLIGENCE III STRATEGIC COUNTER-INTELLIGENCE 2 IV PRODUCTION OF INTELLIGENCE 10 V PROSPECTIVE INTELLIGENCE 2 VI INFORMATION SECURITY 8 VII INTELLIGENCE FOR TECHNICAL OPERATIONS 8 COURSE DURATION (TOTAL/HOURS) 34 II. LANGUAGE OF INSTRUCTION Course instruction will be largely in Spanish with simultaneous translation provided into English; course materials will be made available in both languages.

4 C. GRANT INFORMATION I. GRANTS The cost of the flight tickets will be met by the General Secretariat of the Organization of American States through the Department for Human Development. Those interested in participating in the Course must express their interest by sending the Application Form via to the OAS Department of Public Security. II. ACCOMMODATION, MEALS AND TRANSPORT The National Police of Colombia will cover the cost of each participant s accommodation, meals and internal transport whilst they are in Bogota. Participants will stay in the (Police) Officials Social Center (Centro Social de Oficiales). Accommodation costs will be met from Sunday, September 25 until Saturday, October 1 (6 nights and 7 days). All additional costs (laundry, telephone calls, bar tabs, accommodation outside Course dates) must be covered by the participant. The course organizers will provide breakfast, lunch and dinner on Course and travel days. Free wireless internet access is provided at the (Police) Officials Social Center. III. ARRIVAL INTO BOGOTA Clearly identifiable staff will be waiting to greet each participant upon his/her arrival into Bogota s El Dorado International Airport. Staff will lend assistance for immigration formalities and direct participants towards transfer vehicles. The National Police of Colombia will provide transport for delegates to/from the Airport. IV. SECURITY The National Police of Colombia will provide protection services throughout the course as well as during other activities, airport transfers and road journeys, and at site of accommodation etc.

5 V. MEDICAL ASSISTANCE All participants must acquire medical insurance prior to departure which covers him/her against any eventuality which could occur whilst abroad. Participants otherwise must be willing to meet any necessary medical costs in full. Basic medical attention may be provided by the event organizers.

6 D. INFORMATION REGARDING APPLICATION PROCESS I. PROFILE OF CANDIDATES The Management of Police Intelligence course has been developed for officials who meet the following criteria: 1. Are fluent in English or Spanish; 2. Have at least five years experience within the police service which sponsors his/her application, and at least two years service in the field of management of police intelligence. II. DOCUMENTS REQUIRED FOR APPLICATION 1. Professional Curriculum Vitae; 2. One passport-size photograph (3.5cm x 4.5cm/1.4in x 1.8in); 3. Acceptable medical history and medical insurance with international coverage; 4. Complementary character reference issued by a competent representative of the sponsoring institution; 5. Recommendation from sponsoring institution s Director. Candidates must arrive in Colombia with the above documents in original format. III. SELECTION PROCESS Each country may present up to three candidates. In order to select Course Participants, the National Police of Colombia and OAS Department of Public Security have created a Selection Commission which will analyze the applications received, reserving the right to accept or decline candidates owing both to the adequacy of candidate s profile and the amount of spaces available on the Course. No appeals to the Commission s decisions are permitted. Selection criteria are as follows: - Educational background (25%); - Experience in roles commanding responsibility (35%); - Relevancy of candidate s current functions to the field of police intelligence (40%);

7 Application Forms should be sent to the Organization of American States via before August 19, Candidates should make certain that his/her first and last names are identical to those printed on his/her passport, and passport numbers are both included and accurate. Incomplete applications will be automatically discarded by the Selection Committee. The OAS will inform each candidate s national authorities in good time so that the corresponding administrative steps (where necessary) may be taken.
