Town of Little Elm 1st Quarter 2013 Animal Shelter The plans include the design and construction of a 3,497 square foot animal shelter located on Mark Tree Lane near the Public Works Service Center and the Wastewater Treatment Plant. The new animal shelter facility will have 24 dog kennels, cat room, adoption / viewing room, quarantine room, check-in room, washroom, reception desk and an office. The project will also have 12 dog runs and a sally port for the off loading of animals and food supplies. Project Status The animal shelter was relocated to a temporary location at the old central fire station. This move was necessary due to mold being discovered in the old location. The architect completed the construction documents and the Town s Construction Manager at Risk bid out the project. The Contract was approved by Town Council and construction is underway. Town Council was asked to approve a change order to add a fire suppression system at the August meeting. Currently, the underground utilities, pier installations, grade beams, foundation, and slab are complete. The steel was delivered the last week of November. Current activities are now limited to erecting the steel skeleton of the building. It is safer to keep other trades out of the building while steel is being placed. In the next few weeks, the roofing and the siding will be installed and the electrical and plumbing above ground installations will begin. This project is scheduled to be completed in March of 2013.

Page 2 CIP Newsletter Senior Center The Senior Center is now a completed structure, constructed for use by the Senior Citizens of the Town of Little Elm. The New Senior Center is located on the same site as the Recreation Center. The programming for the Senior Center includes a multi-use meeting room space to host senior events, kitchen, classroom, and other multi-use areas. The size of the facility is approximately 5,000 square feet. Project Status Community Recreation Center / Senior Center Community Recreation Center / Senior Center The contractor has completed the construction of the new Recreation Center. The Town hosted an open house to the general public from August The facility was free of charge during this period. The contractor has completed the punch list and Owner requested changes like adjustable height basketball goals and tile behind water fountains. The contractor has conducted Owner training and is now working on finishing the close out documents (as-built drawings, manuals and warranty information) and anticipates closing out the project in the next 30 days.

Page 3 Recreation Center The new Recreation Center is newly completed and located off Main Street near the intersection of Main Street and Button Street on a property currently owned by the Town of Little Elm. The site has access off Lakeshore Drive and Main Street. The programming for the Recreation Center includes a multi-use meeting room space to host public events and public/private meetings, multi-use recreational center for basketball, volleyball, exercise area, classroom and instructional leisure activities. The size of the facility is approximately 23,000 square feet.

Page 4 CIP Newsletter Graphic showing the scope work at the Courtesy Drop Site Wastewater Interceptor and Lift Station # 4 and # 6 Improvement Project The design includes detailed plans and specifications for the replacement of the existing eighteen inch (18 ) gravity main with a thirty inch (30 ) gravity sanitary sewer from the north side of Eldorado Parkway across from Brenda Lane through the Courtesy Drop Site and the Public Works Service Center into the main WWTP lift station and replacement of the existing service road due to the alignment and depth of the existing gravity sanitary sewer main. Another part of this project is the replacement of Lift Station # 4 on Main Street and Lift Station # 6 on Lakeshore Drive. Both lift stations were installed with the Town s original 1976 Sanitary Sewer System and need to be upgraded to current standards. Improvements will also be made to the courtesy drop site.

Page 5 Wastewater Interceptor and Lift Station # 4 and # 6 Improvement Project Project Status The contractor has completed approximately 98% of the total project. Staff will be preforming the final walk through and then presenting the project to Town Council for final acceptance in January Pictured below are the new compactors and the high capacity modular storage bins. These compactors have improved the function of the Town s courtesy drop site significantly. These compactors eliminate debris becoming airborne and condense bulk trash 3 to 1. The modular bins will allow the Public Works Department to purchase material in bulk at reduced prices. Having these materials on hand will also increase response and repair times for the for Parks Department and the Public Works Department.

Page 6 CIP Newsletter Little Elm Library Remodel Expansion includes renovation to the existing library as well as making modifications allowing the use of additional space within Town Hall. The $835,000 expansion and renovation will double the current library space and enable more room for a larger book and audiovisual collection, more space for all age programming, separate areas for adults and youth, increased computer availability, additional meeting rooms, and quiet study areas. The expansion includes relocation of the utility billing office to an upstairs space of Town Hall along with other work on the second floor of Town Hall that will address acoustics and efficient space planning. Funding for this project is available through the approved Recreation and Leisure Bonds Library Expansion Project. A rendering of the Teen Room

Page 7 Project Status Little Elm Library Remodel Modifications of the second floor office space, which included filling in the circular lobby floor opening, filling in the rectangular opening at the Council Chambers entrance, and the relocation of the Water Billing Department are now complete. With this upfront work completed the Library renovation/expansion is well underway. The Little Elm Library Phase 1 expansion is nearing completion (the area previously occupied by the Police Department). Currently, the contractor is painting, installing new light fixtures, built in cabinets, lava tile in the children s area (a tile that changes color when pressure is applied to the tile), glass walls and preparing the floor for carpet installation. It is expected that the flooring installation will begin the week of December 17th and then on December 20th the Library shelving will be delivered. The Library will be closed to the public (relocated to the Little Elm Community Center) from December 12th to January 14th. Staff will move from its current location and re-open on January 14th in the former police and utility billing area of Town Hall. The Phase 1 area is approximately 40% larger than the existing Library and will provide space for an expanded book collection, children s area, public seating, interior book drop, business center, storage and expanded staff work areas. Once this move is complete, workers will start remodeling the existing Library space (now currently occupied by the Library). This will provide new book display, expanded public computer area, computer training area, meeting room, teen room, public seating, two study rooms and more than double the existing library. Actual constructed Teen Room

The existing sanitary sewer force main is undersized for future development on the Doe Creek Peninsula. In addition to the force main, there are several sections of existing water and sanitary sewer gravity mains within the limits of the FM 423 TxDOT improvements that need to be adjusted or relocated due to conflicts. Funding for this design and construction is available through the Utility CIP Bond Fund. A majority of the work will be reimbursable to the Town from TxDOT since these lines are within existing easements. The design engineer believes that reimbursable number to be approximately eighty percent (80%) from experience on dealing with reimbursement relocation projects in the past with TxDOT. Project Status The contractor is complete with the Phase 1 force main construction and is working on completing the final punch list items. The Phase 1 waterline project is scheduled to be complete by the end of December Phase II design has been completed and the TxDOT Reimbursement Application was submitted back to TxDOT, along with the required notification for TCEQ.
