Last- und Einspeisemanagement in der Praxis TSOs needs for Generation- and Demand Flexibility Deutsch-Türkisches Innovationsforum Energie 20./21. November Dr. Klaus von Sengbusch
50Hertz: a Portrait Transmission System Operator 50Hertz Ensures the supply of electricity to over 18 million people in Germany System operator for Berlin, Brandenburg, Hamburg, Mecklenburg-Western Pomerania, Saxony, Saxony-Anhalt and Thuringia; active in nine German federal states Responsible for the operation, maintenance and expansion of the "Electricity Highways (220 kv and 380 kv) Hamburg Berlin 2
RES Development in Germany RES = Renewable Energy Source Wind Photovoltaic Biomass Area proportional to installed capacity Quellen: 50HertzT, TenneT, Amprion, TransnetBW, Google Earth August 2013 Nr. of Installations: ~ 1,3 Mio. Capacity > 72 GW Energy(2012) ~ 135 TWh (~23%) 3
Grid Congestion and Redispatch Redispatch New year Decrease Power Bottleneck /2011 1/2012 Increase Power Source: Szenariorechnung IAEW, RWTH Aachen 2013 Power plants relevant for Redispatch Reserve power plants Ban on shutdowns Windhochrechnung 50Hertz Redispatch Maßnahmen nach 13(2) EnWG 4
Photovoltaic (PV) Forecasting Situation at beginning of April High errors of day-ahead forecast of PV feed-in due to high fog weather situations (in Germany up to 8800 MW) 20 GW Day-ahead forecast Final ID-forecast Real-time projection Open positions 50Hertz PV day-ahead forecast can be very inaccurate at special weather situations 5
Intraday Prices Situation at beginning of April Extreme price peaks in ID-market due to short term changes of ID-PV-forecasts 400,0 /MWh 300,0 200,0 ID-Min ID-Max ID-Average Day-ahead 100,0,0 d-00 d-00 d-00 d-00 Large day-ahead forecast errors and changing ID-forecasts lead to extreme ID-prices 6

Tools for Ensuring System Security Balancing Day Ahead Market volume 2012: ~300 TWh Congestion Management Capacity Auctions implicit and explicit auctions of capacity with Germany and Austria as one bidding area Intraday Market volume 2012: ~18 TWh Control Power Market ~ +/-5 GW open for generation and demand Redispatch (conv. generation) 50Hertz: 2-4 TWh/a not limited to Germany Demand Response Market auction for up to 3 GW started July 2013 currently procured (Nov. 2013): ~800 MW Emergency Measures OTC trades, reserves of neighboring TSOs, curtailment of RES, Curtailment of RES 50Hertz: GWh/a Operated by TSOs 8
Conclusions New challenges due to continuous RES-extension drive adaption of tools to ensure system security; Balancing and congestion management are main fields of operation Balancing - Liquid and flexible intraday market is the key element to avoid massive increase of control power - Main future challenge: - Adaption of tools for better integration of demand and RES Congestion management - Leads to increased complexity of system operation - Main future challenges: - Ensure sufficient redispatch potential - International coordination of redispatch measures - Grid extension! 9
