3 Introduction To provide direction for the continuous improvement of the Beauty Training Package, Service Skills Australia (SSA) developed this. The Report outlines themes emerging from the Building a profile of the Beauty Industry Survey results analysis and the SSA Hairdressing and Beauty 2013 Environmental Scan. 4 Current SIB10 Beauty Training Package The current SIB10 Beauty Training Package was endorsed on 23 September 2010 and covers a diverse range of beauty occupations. The SIB10 Beauty Training Package comprises of: Seven qualifications: o Certificate II in Retail Make-Up and Skin Care o Certificate II in Nail Technology o Certificate III in Beauty Services o Certificate IV in Beauty Therapy o Diploma of Beauty Therapy o Diploma of Salon Management o Vocational Graduate Certificate in Intense Pulsed Light and Laser Hair Reduction 103 units of competency: o Eight cross-sector units of competency o 46 beauty units of competency o 49 units of competency imported from other Training Packages. 4
5 Key Themes Customer Service Customer service and communication skills are cornerstone skills required to work within the beauty industry. Well developed interpersonal skills, combined with maturity, are required when interacting with clients on an individual basis and sometimes intimate situations. Industry feedback continues to emphasise the integral need for these skills. In addition, salon clients now hold an increased knowledge and awareness of products, treatments and services available. As they become increasingly informed, their expectations rise with it and the level of service that is expected. The SIB10 Beauty Training Package contains the unit SIBXCCS202A Provide service to clients and two customer service units from the SIR07 Retail Services Training Package to address customer service. There is a growing use of technology such as software, information and communication technology (ICT) in salons. This technology is being increasingly used to manage the appointment systems and communicate appointment confirmation with clients. An increase in the use of social media, such as websites and Facebook, requires workers to understand the protocols of engaging with clients and customers and best practice principles when updating information on social media. Workers are required to have sufficient digital literacy skills to effectively engage with and implement the use of these technologies. Recommendation 1: Review customer and client service units of competency, including the imported units to ensure that the key aspects are addressed ensuring an emphasis on communication and consultation interaction in a beauty context. The unit SIBXCCS202A Provide service to clients currently addresses the use of appointment systems. The SIB10 Beauty Training Package does not reference social media in existing units and does not include imported units addressing the use of social media. Recommendation 2: Review appropriate units relating to effectively engaging with clients using social media for inclusion. 5
6 Product and Services Knowledge To provide high levels of customer service, workers in the beauty industry are required to have an in-depth knowledge of the products used within the salon, products available for purchase in the salon, and the services and treatments available. The rate of development in new beauty products in recent times is significant, particularly in the area of anti-ageing, with beauty product companies reportedly increasingly seeking approval from the Therapeutic Goods Administration (TGA) to demonstrate the capability of their products. Consumers are increasingly relying on workers in beauty salons for professional advice in navigating these new developments in products and procedures. The SIB10 Beauty Training Package contains product and services knowledge as referenced in the client services units and in individual units, for example SIBBFAS405A Provide advance facials, contains performance criteria with related required knowledge and range statement references. The unit SIRXPRK002A Recommend hair, beauty and cosmetic products and services is also imported. Recommendation 3: Review relevant units of competency for inclusion of product and services knowledge. Retail Skills The current decline in sales of add-on products in salons could be attributed to two factors. The first being the increase in products available online at discounted rates and the second being the lack of retail skills of those working in beauty salons. Skills in selling and up-selling to clients fall outside what many entering the industry perceive as the core skills of a beauty therapist, but are skills that are integral to the successful running of the business. The following units are imported on retail skills in the Beauty Training Package: SIRXSLS001A Sell products and services and SIRXSLS004A Build relationships with customers. The following units are also imported and focus on customer service skills: SIRXCCS002A Interact with customers and SIRXCCS003A Coordinate interaction with customers. The performance criteria of beauty service and treatment units address the posttreatment care, including making product recommendations. Recommendation 4: Review and strengthen retail selling skills in the Beauty Training Package. 6
7 Management Skills There is a basic need for salon owners and managers to develop managerial skills, especially in the area of marketing, which includes service packaging, merchandising and promotional strategies and financial areas which include pricing, cash flow management and cost control, as well as keeping up with any industry technical developments. Skills in human resources are required to address the high levels of employee turnover experienced in the beauty industry. Based on the ABS Labour Mobility Survey, DEEWR estimates that the gross replacement rate for the beauty industry is 18.7 percent, compared to 13.1 percent across all. A better understanding of modern human resource practices, along with leadership skills are required to address this industry trend. Additionally, it has been reported that the workplace practices in nail salons varies in quality, with particular variance in work health and safety practices, hygiene practices, and adherence to relevant legislations. The overall establishment and compliance with these practices is the responsibility of the salon manager. The SIB50210 Diploma of Salon Management addresses the role of salon manager/owner in the personal services area. It includes three units specific to personal services and a selection of imported units addressing the general management skills. General work, health and safety practices are currently addressed through the imported unit SIRXOHS003A Provide a safe working environments. Recommendation 5: Review the content of the Diploma of Salon Management and update as appropriate. Recommendation 6: Explore the need for a management unit specific to nail salons. 7
8 Anatomy and Physiology An in-depth knowledge of skin biology, nail science, anatomy and physiology is required when undertaking beauty treatments and services. Industry intelligence reports that the current level of knowledge in this area is lacking. The units SIBBCCS301A Apply the principles of skin biology to beauty treatments, SIBBCCS403A Recognise body structures and systems in a beauty therapy context and SIBBCCS404A Work in a skin therapies framework currently address anatomy and physiology in SIB10 Beauty Training Package. Technical units also reference anatomy and physiology as required knowledge, where appropriate. Recommendation 7: Review and strengthen anatomy and physiology in the Beauty Training Package. Make up Industry intelligence reports an increase in the use of eyelash extensions, mineral make up and the importance of understanding the theory of colour and impact of current fashion trends on the work of make-up artists. There are three make up units in the SIB10 Beauty Training Package: SIBXFAS201A Design and apply make-up; SIBXFAS202A Design and apply make-up for photography and SIBBFAS303A Design and apply remedial camouflage make-up. Two qualifications address make-up skills: SIB20110 Certificate II in Retail Make-Up and Skincare for retail cosmetics consultants; and SIB30110 Certificate III in Beauty with a specialisation on make up for make-up artists. The CUV07 Entertainment Training Package includes two qualifications for make-up at the Certificate IV and Diploma levels. Recommendation 8: Review make-up content, including a job skills analysis of role in the make-up sector. 8
9 Spa and Wellness The spa and wellness sector of the industry continues to grow in popularity, with clients looking for the luxurious experiences that spa and wellness establishments provide. With the increased expectations of businesses to operate sustainably, the spa and wellness sector is experiencing the emergence of new equipment and machinery that do not rely as heavily on the use of water. A clear definition of the spa and wellness industry still remains difficult to obtain, particularly when considering the points of difference to mainstream beauty therapy. There are five spa specific units of competency that are packaged as a specialisation in the SIB50110 Diploma of Beauty Therapy. Anecdotally, the inclusion of these units has been well received. Recommendation 9: Review and update the five spa units of competency in the Beauty Training Package. Recommendation 10: Provide advice on spa and wellness, focusing on ways to contextualise mainstream treatments and service to be appropriate for delivery in a spa and wellness environment. This advice may be considered for inclusion in the relevant Companion Volume and/or SSA User Guide. 9
10 Advanced Treatments using Technology There has long been advanced technological treatments in the beauty therapy sector such as electrolysis, dermabrasion and facial treatments with the use of machines. In more recent times, the beauty therapy industry has seen the introduction of additional technologically advanced treatments such as, laser and light treatments, LED Phototherapy, Photodynamic therapy and dermal fillers. This has led to an increase in the sophistication of the skills and knowledge required by therapists using these modalities. Keeping pace with the developments in salon equipment is an increasingly important aspect of the industry. The survey Building a profile of the Beauty Industry confirmed the mixture of training options available to those wanting to be skilled in this area. The inconsistency of understanding of training available highlights concerns with the disparity and quality of the training available. The need for nationally consistent training continues to be critical for the industry. The SIB70110 Vocational Graduate Certificate in IPL and Laser Hair Reduction was introduced in the SIB10 Beauty Training Package and contains five core units of competency. The implementation of this qualification resulted in anecdotal quality concerns in the industry. Feedback has also been received that the qualification is limiting as it only focuses on hair reduction, with the need remaining for training in skin rejuvenation and similar areas. Recommendation 11: Review and strengthen the content of the Vocational Graduate Certificate in IPL and Laser Hair Reduction Recommendation 12: Explore the option of further post graduate qualification(s) in IPL and laser, considering content and also if it is appropriate for delivery in the VET sector. Recommendation 13: Provide clear advice on the industry expectations of training in the relevant Companion Volume and/or SSA User Guide. This advice could also be used to educate VET regulators on the requirements of delivering this training. 10
11 Peels The use of peels remains high and continues to be impacted by changing technology. The product and treatment knowledge required by beauty therapists is lacking, along with the in depth knowledge of anatomy and physiology knowledge required by a beauty therapist to provide the detailed skin analysis needed when making appropriate recommendations for treatments using peels. The use of peels is referenced in the range statement of the unit SIBBFAS405A Provide advance facial treatments. Recommendation 14: Scope the development of an individual unit for the use of peels as a treatment. Recommendation 15: Scope the development of an advance skin analysis unit of competency. Sustainability Companies are being urged to become more environmentally friendly as consumers increasingly look for companies that incorporate sustainable practices and provide green products and services. Many beauty salons are making steps to improve the environmental sustainability of their businesses. More businesses are dealing with companies that supply environmentally friendly products and are taking measures to reduce energy and water use and improve waste management. Given the emergence of more environmentally-conscious consumers, salons are now offering a range of products that either contain natural ingredients or are branded with an environmental theme. For example, beauty products free from parabens or carcinogenic ingredients. Products which can be decanted or mixed in the salons provide a discount option for customers who choose to refill their product containers. Skills for sustainability were considered and included in the SIB10 Beauty Training Package. These skills for sustainability were addressed in individual units as appropriate and through the inclusion of imported units of competency from the Business Services Training Package. Recommendation 16: Consider skills for sustainability when reviewing all units of competency in the Beauty Training Package. 11
12 Core Skills and Foundation Skills There are a number of enterprise, training and worker/learner challenges in relation to core skills and foundation skills. Consistent across these three cohorts is a need to develop a better understanding of the issues and options on how to address them. Core skills and foundation skills build on what was previously known as employability skills and language, literacy and numeracy. Employability skills were explicitly embedded in the training package components of the SIB10 Beauty Training Package, notably in the units of competency and the employability skill summaries at a qualification level. Recommendation 17: Review all content ensuring that Core Skills and Foundation Skills are addressed. Recommendation 18: Develop advice to industry and RTOs on navigating support in this area for inclusion in the relevant Companion Volume and/or SSA User Guide. Recommendation 19: Include the ACSF mapping in the relevant Companion Volume. Recommendation 20: Identify the link to the Foundation Skills Resources that are developed and include in the relevant Companion Volume and / or SSA User Guide. 12
13 Technical recommendations The review of the SIB10 Beauty Training Package will ensure that the Training Package is reflective of current Government policy. This includes the: New Standards for Training Packages (endorsed November 2012) Training Package Development and Endorsement Process Policy (endorsed November 2012) Training Package Products Policy (endorsed November 2012) AQF Second Edition (published January 2013) Foundation Skills (launched September 2012). The development of the SIB Beauty Training Package should also reflect the current SSA Style Guide for the development of Training Packages. Recommendation 21: The Beauty Training Package is reviewed to ensure compliance with current Government policy and SSA Style Guide. 13
