8 Global flaring levels constant at around 150 BCM per year Governments and companies have made significant investments in gas flaring reduction projects, but Two key factors limit the impact of these efforts: Global oil production increase leads to associated gas production increase, offsetting efforts to reduce gas flaring Development of gas markets, gas infrastructure, and flaring reduction projects often requires collaborative rather than individual action It needed a forum enabling cooperation between stakeholders 8
9 Collaborative Action: GGFR August 2002 : GGFR Partnership was formed at the World Summit on Sustainable Development in Johannesburg GGFR Objective : to support governments and the petroleum industry in their efforts to reduce flaring and venting A growing partnership including governments, stateowned and IOCs, OPEC, and the WBG, now extended to end 2009 Access to 80% of the sources of global flaring 9

16 The GGFR Data Tool There is still great uncertainty in the reported data, with a need to gather consistent data better understand flared and vented gas volumes per country report data track flaring reduction versus forecasts 16
17 The GGFR Data Tool Tool Selection : A web-based tool was selected as the simplest to use, administer and maintain Construction/testing : The web-based tool has been tested in 3 countries: Cameroon (July), Algeria (September) and Qatar (October). Roll out : Launch the tool in GGFR partner countries in 2006 Next step: reporting 2005 flaring and venting data by Q3/
