2 Director of Purchasing Summary This is an excellent career development opportunity for an experienced purchasing and procurement professional. The CFO and Controller of Drew University are looking forward to hiring a Director of Purchasing who can lead the way toward full implementation of best practice operations for the university s purchasing and procurement program. The new Director of Purchasing will have the assistance of experienced staff to support the current purchasing and procurement module running under the University ERP system, Ellucian BANNER. A proven professional with about 5-8 years of progressive experience working in an academic and/or corporate purchasing department is being sought. Drew University is a nationally ranked liberal arts college by US News & World Report. President, MaryAnn Baenninger, in her second year as president of Drew University, has mandated a review of how things are currently done at Drew with an aim to making them as efficient and effective as possible in support of faculty, students and other key constituents of the university. Drew has about 2,100 undergraduate and graduate students enrolled; the annual operating budget is approximately $86 million. Located in beautiful and historic Madison, NJ, the Drew University campus is less than 1 hour from New York City in the heart of Northern New Jersey. 2
3 Director of Purchasing The new Director of Purchasing will be challenged to implement new policies and procedures to help control costs, add transparency oversight to the purchasing process, improve the speed of delivery of goods and increase overall satisfaction with the purchasing and procurement system for the university. This is a terrific opportunity for a purchasing and procurement professional with the experience, enthusiasm, technical and managerial skills to make an important impact on the successful operation of the university. 3
4 Director of Purchasing Key Responsibilities Direct activities of the Purchasing Department. Develop proposals for competitive solicitations, evaluate response and administer contracts. Develop, administer and communicate Purchasing Department Policies & Procedures. Oversee and maintain the purchasing functions of the BANNER system. Utilize BANNER ERP system and ARGOS and COGNOS reporting tools to analyze data and provide information to the university community to assist in cost effective procuring goods and services. Manage the development, implementation and operation of a new Purchasing and Travel Card System. Identify opportunities for standardization of acquisitions, cost reduction and improvement of processes through periodic review of practices and procedures. Communicate effectively with faculty, staff and students to educate them on purchasing policies and procedures, train them in use of appropriate systems and strive to understand their needs as they relate to their interactions with the procurement department. 4
5 Director of Purchasing Required Experience, Attributes, Skill sets and Management Style 5-8 years of progressively more responsible experience in purchasing and procurement. Strong communication and people management skills. Bachelor s Degree required/master s a plus. Solid knowledge of the BANNER (or similar) systems used to manage the purchasing and procurement system is essential.. Proven track record managing and continuously improving purchasing and procurement departmental operations. Ability to formulate a clear strategic vision for the ongoing growth and development of the Purchasing Department. An energetic, upbeat, patient/approachable and professional style. Achievement of Certified Purchasing Manager (CPP, CPPM, etc.) and membership in American Purchasing Society, NAEP and similar professional procurement organizations is a plus. Experience supervising others. Strong knowledge of best practices in higher education. 5
6 Director of Purchasing Drew University history, location and facilities Consisting of the College of Liberal Arts, the Drew Theological School and the Caspersen School of Graduate Studies, Drew University has a total enrollment of 2,113 students and 145 full-time faculty members. The Theological and Caspersen schools offer degrees at the M.A. and Ph.D. levels, while the College annually confers B.A. degrees in 30 different disciplines. Located in Madison, New Jersey, Drew s 186 acre, wooded campus is within walking distance of the Madison train station, which offers direct service to Midtown Manhattan s New York Penn Station. Drew s academic, research, recreational and arts facilities are all top notch. The university is known for its small class sizes and personal attention to students. Ninety-four percent of Drew s full-time faculty members hold terminal degrees in their areas of expertise, which makes high-quality mentorship the hallmark of a Drew education. Just recently, Dr. William Campbell, Drew University Professor of Biology was awarded the Nobel Prize for research that led to the development of Avermectin, the parent of Ivermectin, a medicine that has nearly eradicated river blindness and radically reduced the incidence of elephantiasis, which can cause the disfiguring swelling of the lymph system in the legs and lower body. 7 Director of Purchasing Drew University Finance Department The finance department is led by Michael Groener, VP of Finance and CFO. Mr. Groener has over 25 years of experience in a senior management position as a VP of Finance in higher education; he is a member of President Baenninger s cabinet and is most responsible for the financial affairs of the university. Renee Lischin, Associate VP of Finance and Controller works closely with Mr. Groener on all aspects of financial administration, accounting and expense control. Ms. Lischin is a CPA with over 20 years of experience in accounting and finance. Director of Purchasing: Key Performance Objectives Qualitative and quantitative goals to be achieved by the new Director of Purchasing/by when Year 1 Work closely with the CFO and Controller to review all current operational and policy elements of the current purchasing system. Evaluate all major outsourced contracts and review analysis findings with the CFO and Controller. Compare the current Drew University purchasing system, policies and procedures with best practice standards established by professional procurement and certification organizations such the National Association of Educational Procurement (NAEP), the American Purchasing Society ( for CPPM Certification) with particular focus on how best to centralize the University purchasing system, develop new policies and procedures and 7
8 Director of Purchasing restructure/improve the Purchasing and Travel card system currently utilized by various academic and administrative departments of the University. More specifically, determine which contracts should be sent out for competitive bid and which should not. Once a thorough review of the present system is concluded, the Director of Purchasing will be expected to prepare a plan with project milestone dates recommending specific changes to improve all aspects of the procurement and purchasing system. The plan will be reviewed in depth with the CFO and Controller and key constituents of the University prior to approval. Year 2 Commence implementation of the new purchasing system with an aim towards achieving a high degree of satisfaction with the new system by its key users while increasing financial control, improved use of University resources through the Purchasing function and other key objectives. Year 3 Monitor adherence to all university contract specifications and continuously improve all aspects of the university purchasing system. 8
