1 Position Description: Chief Lending Officer Department: Lending Division: Lending FLSA Status: Exempt Location: Griffiss Revised: May 2014 Purpose: Plans, directs, organizes and carries out growth strategies in all lending operations: Commercial Loans, Consumer Loans, Residential Mortgages, Indirect Loans, Secondary Marketing, and Delinquency while maintaining a sound loan portfolio. Responsible for portfolio quality and profitability, the development of lending and operational processes, policies, and objections and reporting industry lending trends to Senior Management, making recommendations for appropriate responses to the marketplace, participating in the strategic planning process and utilizing suitable risk management strategies in product pricing and loan retention. Also responsible for new business generation, credit approval and portfolio management of Commercial Loan relationships to achieve efficiencies and quality of the process and product, retention and expansion of existing client relationships, growth of total client assets, and net growth in relationships. Responsibilities: Primary A. Takes the lead in planning business goals of the Credit Union, particularly those relating to loan volume, type, growth, delinquency ratio, profitability and other revenue generating products and services. Works closely with the executive management of the Credit Union to monitor progress toward and suitability of achieving set goals. B. Monitors market activity to set Credit Union rates. Conducts market analysis and recommends Loan rate changes for all Consumer Loan Products and presents at monthly Pricing Committee Meeting. C. Formulates, reviews and implements lending policies and procedures. Ensures that the origination and maintenance of loans meet all policy and regulatory requirements. D. Prepares operating budgets and monitors actual versus planned results. E. Oversees the leadership and manages personnel activities for all Loan Division management personnel: increases, promotions, moves, disciplinary actions, hires and terminations. Approves personnel movement and evaluation of all management and non-management Loan Division staff. F. Maintains good level of communication between the Loan Division and other Credit Union Divisions, as well as intra-divisional communications. Works closely with other Credit Union management to ensure lending efforts are in support of and being supported by Credit Union team.

2 G. Ensures through lending processes that members are adequately educated and counseled when applying for loans, and that approval policies and procedures are nondiscriminatory and will produce a high level of good loans. H. Prepares and reports Loan Division activities and results as requested by the President to the Board of Directors. I. Is a member of Senior Management Team and participates, as required, in seminar presentations and Strategic Planning to provide strategic lending direction. J. Serves as a member of the Asset and Liability Committee, making recommendations regarding new and existing lending products and pricing. K. Responsible for initial registration in NMLS database and for maintaining personal information. Data must be accurate and up-to-date. L. Must abide by all requirements of the SAFE Act as outlined in the procedure manual. M. Maintains accountability for acceptable delinquency and loan loss ratios within the objectives of the strategic plan. N. Reviews all reports related to loan origination, production and portfolio performance. Conducts analysis of reports related to consumer, commercial and mortgage lending production as well as collection proceedings, taking appropriate actions regarding negative trends. O. Ensures that effective relationships are developed and maintained with secondary market, indirect dealers and governmental lending authorities. P. Actively participates and fosters strong ties to the business community within our field of membership (realtors, auto dealers and others) to cultivate business development leads. Q. Reviews/analyzes financial statements including balance sheets, income statements, and cash flow statements to evaluate the overall strengths and weaknesses of the borrower. R. Provides senior management advice on credit risk issues in strategic decision making. S. Oversees the Pricing Committee. T. Oversees changes to credit policies, risk appetite and risk limits. U. Coordinates/responds to regulatory exams related to lending and credit risk matters. V. Acts as loan officer when lending decisions are escalated and lending level 5 is required. W. Facilitates the training, career counseling/development, and coaching of all Loan Division staff members. Works with the Training Manager to develop and implement related training.. Utilizes internal and external resources to develop lending processes that members can access 24/7, ie, smart phone, tablet, online banking, etc.

3 Y. Must understand and be well-versed in Credit Union big policies to ensure that vendor platforms are compliant. Secondary A. Performs any other duties, as assigned. B. Acquires and maintains the necessary working knowledge of Federal and State laws and regulations and Credit Union bylaws and policies, in order to ensure compliance when selling Credit Union services and products. C. Participates in Credit Union functions. D. Stays current with all services and products provided by the Credit Union and cross-sells these services and products whenever possible. E. Must display a pleasant, professional style on the job and follow guidelines established in the Credit Union Policy Manual, including the Code of Ethics, dress code and attendance areas. TEAMWORK: Builds and maintains effective working relationships with all members of the division s management team. Coordinates and integrates departmental work activities with other management team members work activities. Leads team and other work groups to carry out divisional projects. PROJECT MANAGEMENT: Oversees projects. Utilizes the Action Plan Process to facilitate project planning and implementation, including an assessment of resources required, costs, benefits, timelines, implementation schedules, and evaluation. Responsible for strategy development and process improvement. FINANCIAL MANAGEMENT: Develops divisional budget in collaboration with middle management. Prepares and reviews organization and divisional budget operating reports and reconciles variance; approves and ensures timely payment of invoices. STAFF DEVELOPMENT: Assists Managers/Supervisors in identifying technical skill(s) and ability developmental needs. Works to ensure that Division staff has technical skills and abilities and developmental opportunities, such as workshops, seminars, etc. to meet current and anticipated needs. PROFESSIONAL DEVELOPMENT: Monitors and identifies personal/ professional development needs and maintains management capability consistent with the organization s management philosophy and values through special project assignments, technical workshops and seminars; reading, reflection, course work, and management development opportunities and activities. PERFORMANCE MANAGEMENT: Works directly with Managers/Supervisors to establish performance goals and objectives consistent with the organization s strategy. Supervises and supports Managers/Supervisors and conducts regular meetings (at least quarterly) and annual performance reviews. E-COMMERCE: Works in coordination with other Divisional VP's to develop, implement, and monitor the overall E-commerce plan from a human resource perspective. Supports current and future E-commerce activities, services and products (i.e., web-based services, such as online bill payment). COMMUNICATION: Facilitates divisional staff meetings on a monthly basis or as needed. Provides relevant information to division in a timely and consistent manner. Models communication actions consistent with divisional communication commitments. CORPORATE CITIZENSHIP: Represents the Credit Union in a leadership position at appropriate internal events, professional organizations, and community events/programs.

4 COMPLIANCE: Acquires and maintains the necessary working knowledge of Federal and State laws and regulations and Credit Union bylaws and policies, in order to ensure compliance when selling Credit Union services and products. Work is subject to review and/or audit on a no-notice basis by Management, Supervisory Committee, auditors and/or examiners. PROFESSIONALISM: Must display a pleasant, professional manner. Model desired behaviors to support the preferred culture. Follow guidelines established in the Credit Union's Employee Handbook, including the Code of Ethics, Telecommunications Policy, dress code and attendance areas. BB.SAFETY: Oversees safety/ergonomic program ensuring senior management's commitment to a safe working environment. Assigns safety goals and provides guidance for enforcement of safety regulations. MISCELLANEOUS: Performs all other related duties as assigned. Reports To: This position reports to the Chief Executive Officer. Qualifications: Incumbent must have a four-year degree in Business, Finance or a related field of study. Master s Degree is preferred. Must have 5-7 years in a senior management position with experience in financial lending and expertise in all aspects of consumer, commercial and mortgage lending and member servicing. When acting as a Mortgage Loan Originator (MLO), will be required to be registered in the National Mortgage Licensing Registry (NMLR). Incumbent must have a strong record of supervisory accomplishments and be confident in a senior management role. Excellent analytical skills. Strong supervisory, team management, and leadership skills. Excellent communication and presentation skills. Possess and maintain Level 5 lending authority. Working knowledge of Microsoft Word and Excel. If not already proficient, must develop indepth knowledge of such systems as Symitar, FICS, Dealer Track, Meridian Link, and other lending-related systems as implemented. Maintain an understanding of credit union industry loan policies to be able to revise and update internal policies, as well the following regulations: Truth in Lending, HMDA, Equal Credit Opportunity Act, Fair Credit Reporting Act, Uniform Commercial Code, HUD, RESPA, Fair Housing Act, CFPB, Fair Debt Collection Practices Act as well as lending related laws and other NCUA and DFS regulations. Ability to understand and solve problems, analyze and interpret data, manage multiple projects with competing deadlines, and be detail oriented.
