1 South Tahoe Public Utility District Job Description JOB TITLE: Information Technology Manager UPDATED: 4/24/13 REVIEWED: 4/24/13 DEPT: Information Systems APPROVED STPUD: RHS APPROVED MGMT GRP: PS JOB SUMMARY: Under the general direction of the Chief Financial Officer, is responsible for the administrative, technical, and supportive aspects of the information technology and tele-communications functions of the District, including personal computer systems, local or wide area networks, and telephone systems. This position is also responsible for ongoing project and contract management with District staff and outside contractors. ESSENTIAL FUNCTIONS: 1. Provides leadership and works with staff to ensure a customer-service oriented work environment that supports achieving the department s and District s mission, plans, objectives, and values. 2. Plans, designs, evaluates, installs, and maintains application programs for information processing in all departments. 3. Provides information to District s users of computer systems regarding software availability; works with personnel to develop needs assessment, prioritizes long-range plans, budgetary plans, and resource allocation policies; performs systems analysis/evaluation of software programs to meet user needs. 4. Prepares, implements, and maintains a long-term information technology strategic plan. 5. Responsible for the installation, configuration, operating instruction, and problem resolution of all computer system resources. 6. Responsible for the installation, configuration, operating instruction, and problem resolution of the District s telephone system. 7. Responsible for primary in-house support for major software applications, such as utility billing, integrated financials, SCADA systems, human resources, document imaging, etc. 8. Prepares Inforamtion Systems department budget; exercises control over expenses; maintains the department records. 9. Works with hardware and software support providers to assure smooth system operation.
2 10. Responsible for evaluation and installations of auxiliary system utility software programs. 11. Responsible for the development, updating, implementation, and testing of a comprehensive information technology disaster recovery plan. 12. Extracts information from software application databases via program modification and/or report-writer routines as requested by District personnel and/or financial auditors. 13. Reviews, interprets, maintains and updates District contracts for hardware and software support and other technology-related contracts. 14. Recruits, selects, schedules, trains, supervises, evaluates, disciplines, develops, and promotes team-work among support personnel. 15. Maintains current knowledge of changes, trends, and advances in software and hardware technology and makes necessary recommendations for system and software enhancements and/or modifications. 16. Directs and coordinates, through subordinate personnel, activities of the department to obtain optimum use of existing hardware and software and to design and implement new technology which ensures users receive timely and adequate IS support. 17. Develops and maintains documentation of computer operations and of application software systems. 18. As Security Officer, is responsible for the planning, configuration and implementation of the program security and access for all financial, utility billing, and personnel software applications. Is responsible for electronic building access controls. 19. Responsible for preserving a high level of confidentiality of information encountered as part of work. 20. Adheres to and enforces all stated District safety policies and procedures. OTHER FUNCTIONS: 1. Monitors computer system performance, disc space requirements, and database capacities. 2. Responsible for maintenance of secure backup procedures for the computer and
3 telephone systems. 3. Facilitates regular IT Executive Steering Committee meetings to maintain communication with District personnel regarding technology needs and/or projects. 4. Initiates the development and implementation of District-wide computer policies and standards. 5. Prepares requests for proposals, analyzes system proposals and evaluates vendor responses. 6. Oversees technical support of updates to the District s website. 7. Participates in Board of Directors meetings and workshops. 8. Maintains accurate record of work performed. 9. Performs various other related duties as assigned by supervisor. JOB SPECIFICATIONS: EDUCATION: 1. Graduation from an accredited four year college or university with a degree in computer science, information systems management, business administration, or a related field is required. Any combination of education, licensing and/or experience which has provided the knowledge, skills, and abilities necessary to perform the job satisfactorily may qualify the candidates to be considered. EPERIENCE: 1. Requires six (6) years increasingly responsible experience in systems analysis and in managing an information services operation. Three (3) years supervisory experience is required. Project management experience is desired. Professional public sector experience is desired. 2. Experience in operation of the District s current computer systems is desired. 3. Experience in the District s current network operating system is desired. 4. Knowledge of District s current database management, disaster recovery and SSCADA systems is desired.
4 5. Experience with software system conversions is desired. RESPONSIBILITY (Degree of): 1. Responsible for the support of District personnel in the use and operation of all District computer and telecommunications systems. 2. Supervision of Information Systems Department personnel. PHYSICAL REQUIREMENTS: 1. Requires sufficient strength to move a box of computer paper weighing approximately 40 lbs. 2. Requires strength to move and set-up personal computers, printers, and presentation equipment. 3. Requires the ability to operate a keyboard and various types of computer hardware. 4. Requires the ability to respond to employee questions via the telephone. 5. See attached Job Analysis for complete physical requirements. PROFICIENCY REQUIREMENTS: 1. Requires the ability to work independently, taking initiative in line with departmental/district priorities. 2. Requires the ability to recruit, train, instruct, supervise, evaluate, motivate, appropriately discipline, and develop staff. 3. Requires logical problem-solving skills for analyzing complex user problems. 4. Requires ability to convey complex technical concepts in an easily understood format. 5. Ability to operate a personal computer and familiarity with software applications. 6. Requires aptitude for effective use of programming logic concepts. 7. Ability to develop and implement programs to achieve District objectives.
5 8. Ability to direct systems analysis and computer system implementation, conversion, and software migration projects. 9. Knowledge of principles and practices of budgeting (operating and capital), procurement, communication, contracting, information technology, public relations, project management, and performance standards to accomplish departmental and District operational goals and objectives. 10. Ability to make judgmental decisions concerning equipment needs, scope of assignments, allocation of computer resources, and organization of division. 11. Ability to configure and maintain an internal telephone system. 12. Ability to analyze, develop, and modify computer programs and procedures for efficient operation. 13. Must have a valid driver s license, acceptable by the State of California with a driving record that enables insurability. 14. Ability to read, understand, and follow written or verbal instruction. 15. Requires skill in establishing and maintain effective working relationships and cooperative attitudes with co-workers and supervisors. 16. Current, valid CPR and First Aid certificates are required.
