6 What is BIM? Many definitions of BIMs exist. According to the U.S. General Services Administration (GSA), Building Information Modelling is the development and use of a multi-faceted computer software data model to not only document a building design, but to simulate the construction and operation of a new capital facility or a recapitalised (modernised) facility. The resulting Building Information Model is a data-rich, object-based, intelligent and parametric digital representation of the facility. From this, views appropriate to various users needs can be extracted and analysed to generate feedback and improvement of the facility.

139 Indentify how measurable benefits could be brought to the construction and post-occupancy management of assets through the increased use of BIM methodologies. Identify what the UK Government would need to do to encourage the widespread adoption of BIM approaches to improve project delivery and operational performance, particularly in the areas of demonstrating improvement in cost, value and carbon performance. Aims and objectives Review international mechanisms and, in particular, the US Federal Government s five year programme which have encouraged BIM adoption elsewhere and to make recommendations on their lessons for the UK over a similar time horizon.
