1 COUNTY GOVERNMENT OF NYERI NYERI COUNTY PUBLIC SERVICE BOARD VACANCIES The County Government of Nyeri wishes to recruit competent and qualified persons to fill the following positions: DEPARTMENT OF FINANCE County Director of Revenue (Job Group R ) P.O. BOX Telephone Fax No NYERI Reporting to the County Chief Officer for Finance, the County Director of Revenue will have the following duties and responsibilities:- i. Managing the Revenue Section Collection section Implementing policies and statutory regulations on revenue collection i Designing of effective,efficient and secure systems of collective revenue iv. Maintaining records of all revenue sources/ centers, rates and revenue collected v. Developing of revenue management concepts and lead revenue management practices vi. Identifying new revenue opportunities. v Projecting revenue trends of planning and decision making vi Supervision of banking hall operations within the County ix. Developing, coordinating,implementing, managing and maintaining an integrated revenue collection and system x. Developingan annual revenue budget, monitoring revenue performance and conducting performance and periodic comparisons of budget to actual revenue performance xi. Setting and monitoring revenue targets for staff in the County revenue section x Any other duties assigned by the chief officer finance 1
2 Requirements for appointment The candidate must; i. Be a Kenyan Citizen Be a holder of a Bachelor`s degree in Economics, Commerce (Finance/Accounting) from a University recognized in Kenya. A Masters in relevant field will be an added advantage. i Have at least seven (7) years practical experience in a senior management position in a Finance Department; Bachelor of Commerce or equivalent;be able to demonstrate familiarity with modern Public Financial Management and Accounting System. iv. Demonstrate proficiency in various Financial Management computer packages v. Be conversant with policy formulation and implementation vi. v Demonstrate a thorough understanding of devolution, the County Development Objectives and Vision 2030 Satisfy the requirements of chapter six of the Constitution Remuneration and Benefits i.basic Salary - Kshs. 109, ,928 p.m House allowance - Kshs 25,000 p.m itransport allowance- Kshs 16,000 p.m iv.terms of Service - 3 years Contract (Renewable based onperformance) v.service Gratuity - 31% of basic salary on completion of the contract vi.medical Cover - Provided for self, spouse and dependent children up to 21 years of age v Leave - 30 days annual leave with leave allowance 2
3 DEPARTMENT OF HEALTH 1) Hospital Director,Nyeri Referral Hospital(Job Group R ) Reporting to the Chief Officer, Health,theDirector will have the following duties and responsibilities:- i. Developing and implementing annual work plans, strategic plans and sector development plans. i iv. Developing and implementing hospital policies and regulations Providing strategic policy and leadership direction for effective service delivery at the hospital Formulating and implementing programs to attain health sector goals. v. Making sure all the hospital operations are running smoothly vi. v vi ix. Responsible for complying with legal and regulatory requirements, products, safety and service delivery. Upholding quality standards and ensuring the facility s financial health Ensuring compliance with National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya. Be in charge of the hospitals human resource and development. Requirements for appointment The candidate must; i. Be a Kenyan Citizen The candidate should be at least a holder of Bachelor`s degree in Health Management or Business Management related course from a recognized University in Kenya. A Masters in relevant field will be an added advantage. i iv. Have served for at least 7 years in a busy hospital in a relevant senior management position in the public or private sector. Provide proof of registration with relevant professional bodies. 3
4 Remuneration and Benefits i.basic Salary - Kshs. 109, ,928 p.m House allowance - Kshs 25,000 p.m itransport allowance - Kshs 16,000 p.m iv.terms of Service - 3 years Contract (Renewable based On Performance) v.service Gratuity - 31% of basic salary on completion of the contract vi.medical Cover - Provided for self, spouse and dependent children up to 21 years of age v Leave - 30 days annual leave with leave allowance 2) Hospital Assistant Directors, Job Group Q Karatina level 4 Hospital Mukurwe-ini level 4 Hospital Othaya level 4 Hospital Reporting to the Chief Officer, Health, and the Assistant Directors will have the following duties and responsibilities:- i. Developing and implementing annual work plans, strategic plans and sector development plans. i iv. Developing and implementing hospital policies and regulations. Providing strategic policy and leadership direction for effective service delivery at the hospital. Formulating and implementing programs to attain health sector goals v. Making sure all the hospital operations are running smoothly. vi. v vi Responsible for complying with legal and regulatory requirements, products, safety and service delivery.
