3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 4 Good Quality of Environment 4 Good Quality of Staffing 5 Very Good Quality of Management and Leadership 4 Good What the service does well The nursery provides very good support to children and their families. Children are able to enjoy a wide and varied programme of activities to support their learning and development needs. The management and staff team have developed very good relationships with children and their families. Parents expressed a very high level of satisfaction with the centre and told us that their children were very happy there. Parents told us about the positive relationships both they and their children had with staff. What the service could do better The manager should ensure that all children have a consistent keyworker. When staff leave or move rooms new keyworkers should be allocated immediately to ensure that children's progress is recorded appropriately and made available to parents. What the service has done since the last inspection At the last inspection we made five recommendations to improve standards within the nursery. We found that the service had made good progress on four of these recommendations and was continuing to work on the fifth. Kelvin Nursery, page 3 of 29

4 The service had:- - increased the involvement of children and their parents in assessing and improving the quality of the service; - had implemented a system of reviewing children's personal plans; - had reviewed the system for the administration of medication; and - had worked on introducing new methods of planning activities for children. Conclusion The nursery provides a valuable service to children and their families within the local community. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it needs to do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of Regulations, Orders or conditions, a requirement may be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Kelvin nursery is a purpose built nursery situated in the grounds of the Science Park in the Maryhill area of Glasgow. The service provides full and part time care and education to children aged from birth to 5 years. Current registration allows the service to care for a maximum of 91 children within the following age ranges: 36 children aged under 2 25 children aged 2 to under 3 years 30 children aged 3 to 5 years. 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection. This was carried out by Inspector, Claire Reilly. The inspection took place on Wednesday 8 May 2013 between 8.55am and 5.30pm. It continued the following day, Thursday 9 May from 8.45am to 5.50pm. We gave feedback to the manager, depute and Busy Bees Curriculum, Care and Training Advisor at the end of the second day. As part of the inspection, we took account of the completed annual return and selfassessment forms that we asked the provider to complete and submit to us. We sent 25 care standard questionnaires to the manager to distribute to parents. 13 parents returned completed questionnaires before the inspection. During this inspection process, we gathered evidence from various sources, including the following: We spoke with: - children - five parents - the manager - the depute manager - most childcare workers (informally) and questioned five childcare workers formally - the chef - the Curriculum, Care and Training Advisor. We looked at: - arrangements for involving children and parents/carers in improvements within the service - arrangements for the storage and administration of medication - arrangements for child protection - children's personal plans - arrangements for health and safety within the service - staffing qualifications and access to training - arrangements for involving children, parents and staff in self-evaluation and quality assurance - the environment and equipment. 8 Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection report continued Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 What the service has done to meet any recommendations we made at our last inspection At the last inspection we made five recommendations to improve standards within the nursery. The service submitted an action plan telling us how they would make these improvements. We found that action had been completed on four of these recommendations and some additional work was required for the remaining recommendation. We have reported on the progress made under the relevant quality statements. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The Care Inspectorate received a fully completed self assessment document from the service provider. We were satisfied with the way the service provider had completed this and with the relevant information they had given us for each heading that we grade them under. The service provider identified what they thought they did well, some areas for development and any changes they had planned. Kelvin Nursery, page 9 of 29

10 Taking the views of people using the care service into account During the inspection approximately 50 children aged between six months and five years were attending the nursery. We found that children were very happy and settled within the service. Children were confident in their play and in their interactions with staff and each other. Older children told us about what they enjoyed doing at the service. Children commented: "I like going into the garden." "I'm going to be playing today." "I like to paint." "I like drawing." "When I grow up I want to be a big sister but I won't be at nursery I'll be at school." Taking carers' views into account As mentioned earlier we sent 25 questionnaires to the nursery for distribution to parents/carers. Thirteen were completed and returned before the inspection. In the completed questionnaires, seven parents/carers strongly agreed and six agreed that overall, they were happy with the quality of care their children received in this service. Parents commented: "My child loves going to nursery which I take as an indication that he is well looked after. Staff listen to any concerns that I may have and act appropriately. I am very happy with Kelvin Nursery." "We are very happy with the level of care and support my child is given by his keyworker." During the inspection we spoke with five parents who confirmed a high level of satisfaction with the service and told us that they were confident if they made any suggestions for improvement that the manager and her staff would act upon them. We also telephoned one parent who expressed overall satisfaction with the service her child received. Kelvin Nursery, page 10 of 29

11 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the management team, staff and parents, observed and chatted with children who use the service and reviewed a range of supporting paperwork. There was a strong commitment to involving children and their parents/carers in assessing and improving the quality of the service overall which was detailed in the Partnership with Parents' Policy. Some examples of the methods of involvement in place included: Good use was made of questionnaires as a means of gathering parents'/carers' views and suggestions on a wide variety of topics about the nursery. Feedback from completed questionnaires was reported to parents through newsletters and wall displays and highlighted action taken as a result of parents' suggestions. A suggestion box was available for parents to make comments at any time. There were also blank 'Two Stars and a Wish' sheets available in the reception area. Parents could use these at any time to highlight two things they felt the nursery did well and one thing that could be improved. Staff told us that they relied on building good relationships and informal communication channels with parents to ensure that there was an open and mutual exchange of information about children. However, useful daily communication diaries were also in place for the younger children. Kelvin Nursery, page 11 of 29

12 The nursery also made use of social media to keep parents up-to-date on their children's progress and nursery developments, for example, text messaging and using the nursery website. At the last inspection we recommended that staff continued to develop systems to involve children in assessing and improving the quality of care and support. We found that good progress had been made in offering children opportunities to have their say. Staff told us that all activities were planned to suit children's individual interests, age and stages of development. Staff did this through observing and consulting children. Staff made good use of floor books to encourage children's thinking skills through talking together in a group which allowed children to be consulted and influence the learning taking place. Parents were regularly asked to complete Home Observation Sheets. These sheets were used to record parents' observations of their children's interests, which staff then used as part of their planning process. Throughout the inspection we saw children making choices. Most children chose what to play with and when they wanted to go out to play. Children chose when they wanted to have snack. We chatted with some of the children who told us that they could decide what activities they took part in. In the completed Care Inspectorate questionnaires: Inspection report continued Four parents strongly agreed and seven agreed that staff had worked with them and their children to develop individual education and support programmes for their children. One parent indicated that this question was not applicable; Three parents strongly agreed and nine agreed that staff regularly assessed their child's learning and development and used this to plan their next steps; Four parents strongly agreed and nine agreed that staff shared information about their children's learning with them and, where appropriate, their children; Four parents strongly agreed and nine agreed that they were kept informed about what is happening in the service, for example, through newsletters and information boards; One parent strongly agreed and six agreed that the staff asked for their children's views about the activities and outings and used them to plan future activities. Four parents did not know if this happened and two parents indicated that this statement was not applicable; Four parents strongly agreed and eight agreed that the service had involved them and their children in developing the service, for example asking for ideas and feedback. 13 Parents commented: "We have two children at the nursery and overall are happy with the staff, facilities and services. We are not sure whether or not the library is used. We are pleased with the time the children can play outdoors." "My child loves going to nursery which I take as an indication that he is well looked after. Always asking what we think even the children with the children's newsboard." "We were asked to vote on naming a fish, to questions we want asked at getting new staff members, so my child and family feel at home." "The service in Kelvin Nursery is good enough. I am quite satisfied and happy." Areas for improvement The service should continue to develop opportunities for children and parents/carers to be involved in assessing and improving the quality of the service overall. Staff should continue to ensure they are rigorous in identifying any areas for improvement and implementing action plans to address these. Service strengths At this inspection, for this statement, we focused on children's personal plans; child protection; infection control; accident and incident reporting; the arrangements for the storage and administration of medication; and the quality of children's experience at the centre. 14 We found that overall the service's performance was adequate in the areas covered by this statement. We concluded this after we spoke to the management team, staff and parents, observed and chatted with children who use the service and reviewed a range of supporting paperwork. A useful personal plan was in place for most children, which contained relevant information about their personal interests and care needs. At the last inspection we recommended that care plans were reviewed on a six monthly basis. We found that plans were now in place to review these plans with parents every six months. We noted that staff were actively pursuing parents to complete the last few outstanding care plans. Since the last inspection staff had been allocated time away from the playroom to carry out some paperwork, including familiarising themselves with care plans. During our discussions we found that staff knew children well and were familiar with their care routines. A file for each child containing their personal information was kept securely in the office. Each child also had a Personal Learning Plan (PLP) which was kept in their playroom. These were easily accessed to enable children to share their experiences at nursery with their parents. Safeguarding procedures were in place to assist staff to understand their responsibility to protect children from harm, abuse, bullying and neglect. We confirmed that staff had recently been trained in child protection and were able to tell us what steps should be followed if they had concerns about the wellbeing of children. An infection control policy was in place and appropriate guidance documents were available in each playroom for helping staff to prevent and control the spread of infection within the centre. During our inspection staff demonstrated good practice in relation to hand-washing and encouraging children to wash their own hands. Robust systems were in place for recording accidents and incidents and reporting these to parents. Most staff had been trained in first aid and first aid boxes were located throughout the centre. We were able to confirm that an accident form was appropriately completed for a child who had a minor accident during the inspection. At the last inspection we recommended that the medication policy and procedures were revised. We found that very good arrangements were now in place for the administration and storage of medication for children. An appropriate written policy and procedure was in place. Parents completed forms to consent to children receiving medication within the nursery. Staff were able to tell us about these procedures and we confirmed that they had been followed for children receiving medication at the time of inspection. Medication was stored securely in a box in the office. The depute manager had implemented an effective system for monitoring medication arrangements. Kelvin Nursery, page 14 of 29

15 Throughout the centre we found that children of all ages were happy and settled. During the inspection all children had the opportunity to play outdoors. Children enjoyed healthy snacks and a healthy lunch. Throughout the inspection children were engaged in a range of appropriate activities. In the completed Care Inspectorate questionnaires: Five parents strongly agreed and eight agreed that their children could experience and choose from a balanced range of activities; Nine parents strongly agreed and four agreed that their children had regular access to fresh air and energetic physical play; Five parents strongly agreed and seven agreed that the staff encouraged their children to form positive relationships with other children. One parent indicated that this was not applicable; Three parents strongly agreed and eight agreed that the service had a clear code of behaviour for children, and worked with the children to make sure they understood it. One parent did not know if this was the case and one parent indicated that this was not applicable; Six parents strongly agreed and six agreed that their children had the opportunity to sleep or rest when they needed to. One parent indicated that this was not applicable; Six parents strongly agreed and six agreed that the service provided a healthy and well-balanced diet which met their children's dietary and cultural needs; Eight parents strongly agreed and four agreed that they were confident that staff would protect their children from harm, abuse, bullying and neglect. One parent did not know if this was the case. Parents commented: "My child is in the baby room and has a fantastic keyworker, who really knows my child's likes, dislikes and abilities. She always demonstrates just how much she cares about my child and how she wanted to help them progress. All the nursery staff are highly professional yet also very friendly and caring. I rate them all very highly, but she is in a league of her own." Areas for improvement In the completed Care Inspectorate questionnaires one parent disagreed that staff had worked with them and their child to develop an individual education and support programme and disagreed that staff regularly assessed their child's learning and development and used this to plan their next steps. We found that this appeared to be the case for one group of children in the 3-5 playroom. Kelvin Nursery, page 15 of 29

16 Since the last inspection some children had been without a keyworker for periods of up to six months (see Recommendation 1). This corresponded with gaps in their PLPs where there were no recorded observations or assessment of their development for similar periods. During our inspection we looked at sixteen PLPs and found that there were issues with the quality of all sixteen of these. Some were missing forms or signatures, others had observations recorded but staff had not made an evaluation of children's learning or highlighted next steps for learning (see Recommendation 2). At the previous inspection we recommended that all parents had the opportunity to be involved in the room transfer process, to ensure that relevant information about children was shared. While we found that some progress had been made in this respect, we noted that Room Transfer sheets were not always being completed and/ or signed by parents. We felt that the manager needed to continue to monitor staff to ensure that this process was embedded into their practice (see Recommendation 3). Some staff told us that they felt that additional training in Curriculum for Excellence and Pre Birth to Three would help them to plan more effectively for children. The manager was already aware of this and was making arrangements to support staff to access relevant training. * Although safeguarding procedures had been put in place, they had been written in England with some reference to Scottish legislation and best practice. Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the management team, staff and parents, observed and chatted with children who use the service and reviewed a range of supporting paperwork. Parents and children had been asked to make suggestions and comments to help develop the outdoor area. Parents had been asked to assist staff to build an eco-greenhouse. For details of strengths see Quality Theme 1, Statement 1. In the completed Care Inspectorate questionnaires: Ten parents strongly agreed and three agreed that the service was a safe, secure, hygienic, smoke free, pleasant and stimulating environment; Eleven parents strongly agreed and two agreed that there was enough space for their children to play and get involved in a range of activities; Ten parents strongly agreed and two agreed that the service had a suitable range of equipment, toys and materials for the children. 19 Grade awarded for this statement: 5 - Very Good Number of requirements: 0 Number of recommendations: 0 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths Kelvin Nursery was situated within purpose built accommodation in the West of Scotland Science Park in Maryhill. The accommodation for children comprised of four separate playrooms, toilets and changing facilities. There was a very large reception area comprising of a kitchen area and dining area for children. Three of the playrooms had adjoining outdoor play areas to offer children opportunities for outdoor play and learning. During our inspection all playrooms were clean, bright and safe and equipped with appropriate furniture and fittings. Playrooms were laid out to make good use of the space available. There was an appropriate range of play material available to support children. Staff confirmed there were appropriate arrangements in place for cleaning and maintaining the play equipment. There was a secure door entry system at the main entrance to the nursery to ensure that children were secure at all times. Appropriate health and safety arrangements had been put in place to ensure that the centre was a safe environment for children and staff. A member of staff had been identified as the official health and safety representative and was waiting to attend formal training. There was a robust risk assessment process in place to ensure that children were protected from hazards both within the centre, in the outdoor play areas and on outings. Areas for improvement Inspection report continued During our inspection we felt that some of the playrooms could be more effectively set up to be more attractive to children and to provide additional challenge and stimulation (see Recommendation 1). For example, the home corner and dressing up area in the 3-5 playroom could be improved and the table and chair in the Tweenie Room were too big for the children (we noted that smaller ones had been ordered). In the completed Care Inspectorate questionnaires one parent disagreed that the service had a suitable range of equipment, toys and materials for the children. Some areas of the curriculum did not appear to be well represented within the playrooms, for example, small world, transport, science and ICT. An inventory was in place but staff had not kept it up-to-date (see Recommendation 2). This made it more difficult for staff to plan and assess what resources were available. 20 We found that the nursery was using swing top bins, in place of the pedal bins recommended in line with infection control best practice guidance. The nursery manager should ensure that the cleaning schedules in place are extended to include the tops of these bins. Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the management team, staff and parents, observed and chatted with children who use the service and reviewed a range of supporting paperwork. In the completed Care Inspectorate questionnaires: Six parents strongly agreed and seven agreed that they were confident that staff had the skills and experience to care for their children and support their learning and development; Six strongly agreed and six agreed that they were confident that there were always enough staff to provide a good quality of care; Eight parents strongly agreed and five agreed that their children appeared happy and confident with the staff; Eight parents strongly agreed and five agreed that the staff treated their children fairly and with respect. Parents commented: "All staff friendly and helpful. My child loves the nursery and is given a big welcome from the nursery entrance door by the manager right through to the rooms he is in and has been in". Areas for improvement In the completed Care Inspectorate questionnaires one parent disagreed that they were confident that there were always enough staff to provide a good quality of care. 22 However, we confirmed at the inspection that there were sufficient numbers of staff to meet the required adult: child ratio at all times. The service should continue to develop opportunities for children and parents/carers to be involved in assessing and improving the quality of the service overall. Staff should continue to ensure they are rigorous in identifying any areas for improvement and implementing action plans to address these. Grade awarded for this statement: 5 - Very Good Number of requirements: 0 Number of recommendations: 0 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths Inspection report continued We found that all care staff held an appropriate childcare qualification and had been registered with the Scottish Social Services Council to work within the centre. A staff development policy was in place to confirm the centre's commitment to ensuring that staff received appropriate support and training to carry out their roles effectively. Staff told us that they had very good access to training. We checked the staff training records and found that staff had recently attended training in a range of subjects. Staff met regularly as a team to discuss issues relating to the centre and the children. Staff were able to contribute to the agenda for these meetings and a note of the meeting was recorded and made available to them for reference. During the inspection we observed that staff were working well together as a team. Staff had developed very good relationships with each other and were supportive of each other. Most staff told us that they felt well supported in their roles, by management and their colleagues, and that they were confident in the management team's ability to deal with any concerns or issues raised. Staff were consulted on all changes proposed for the centre. A staff appraisal scheme was in place and we were able to confirm that appraisals were being carried out. These appraisals were being used to identify areas for staff development and practice issues. Throughout the inspection we found staff interaction with children was very good. Staff were kind and gentle in their interactions. Any issues around children's behaviour were tackled sensitively and effectively. Kelvin Nursery, page 22 of 29

23 Staff used appropriate questioning techniques to extend children's learning and offered encouragement and guidance where appropriate. 24 Quality Theme 4: Quality of Management and Leadership Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the management and leadership of the service. Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the management team, staff and parents, observed and chatted with children who use the service and reviewed a range of supporting paperwork. As mentioned earlier, in the completed Care Inspectorate questionnaires four parents strongly agreed and eight agreed that the service had involved them and their children in developing the service, for example asking for ideas and feedback. Areas for improvement The service should continue to develop opportunities for children and parents/carers to be involved in assessing and improving the quality of the service overall. Staff should continue to ensure they are rigorous in identifying any areas for improvement and implementing action plans to address these. 25 The manager had developed an Improvement Plan, which identified the improvement priorities of the centre. This has been done in conjunction with staff, parents and children. Staff had been involved in developing focus improvement plans within their playrooms. We noted that these contained achievable targets for improvement. The nursery received regular visits from representatives of the service provider, including the Childcare, Curriculum and Training Adviser, who visited the nursery to carry out quality audits and provide feedback to management and staff. A Complaints Procedure was in place and had been made available to parents to let them know how to make any complaints about the standards and quality within the service. Areas for improvement Given the issues that arose during the inspection around the application of keyworking and PLP procedures, we felt the manager should implement more robust procedures to carry out regular monitoring of staff practice within playrooms and use the outcomes of this to inform the self evaluation and staff development processes. This should include a detailed calendar with monitoring timescales. The manager had already recognised that this was an area for improvement within the nursery and was in the process of creating these procedures.
