3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. What the service could do better The service has identified that they will further develop the learning garden, including children and parents in the process. What the service has done since the last inspection Improvements made since the last inspection include: The transition process to Primary 1 has been further developed and improved taking into account parent feedback. Parents continue to be involved in the development of the outside play area. Conclusion The service has a relaxed and friendly atmosphere and continues to develop close links with the local primary school enabling children to enjoy a comfortable transition to Primary 1. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at The Care Inspectorate will award grades for services based on findings of inspections. Grades for this service may change after this inspection if we have to take enforcement action to make the service improve, or if we uphold or partially uphold a complaint that we investigate. This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve its service, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reforms (Scotland) Act 2010 and Regulations or Orders made under the Act, or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Inspectorate. The service is situated in rural Aberdeenshire within the village of Lumphanan. The service is registered to provide a care service to a maximum of 20 children, from two years to those not yet attending primary school. The service currently operates morning sessions, Monday to Friday during term time. The aims of the service include: To provide a happy, healthy, safe and stimulating environment for all children. To encourage each child to develop to their full potential through child centred, active learning. 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection, which took place between 8:50am and 2.15pm on 19 November 2012 and 7.50am and 12.30pm on 20 November. Inspector Karen Provan carried out the inspection. As requested by us, the service sent us an annual return the service also sent us a self-assessment form. Four completed questionnaires were returned to the Care Inspectorate before the inspection. In this inspection, we gathered evidence from various sources, including the relevant sections of policies, procedures, records and other documents, including: * evidence from the service's most recent self assessment * health and safety records * accident and incident records * complaints records * questionnaires that had been returned to the Care Inspectorate by parents of children who use the service * service photographs of activities * children's profile folders * children's mind maps * newsletters and 'notes' issued to parents * classroom displays * discussions with various people, including,? the manager? the nursery practitioner? the children? the parents of the children who use the service * observing how staff work * examining equipment and the indoor and outdoor environment. 8 Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection report continued Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 What the service has done to meet any recommendations we made at our last inspection There were no recommendations made at the last inspection. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a fully completed self-assessment document from the service. We were satisfied with the way the service had completed this and with the relevant information they had given us for each of the headings that we grade them under. The service identified what they thought they did well, some areas for development and any changes they planned. Taking the views of people using the care service into account There were five children present during the first morning of inspection and three children during the second day. The children were observed enjoying a range of activities including time spent in Lumphanan Primary 1. The children were happy to chat with the inspector and include the inspector in their activities. Children's comments included: * "I'm drawing a mouse hole...it's a big mouse...now I'm going to cut it out...i'm going to be careful" * "I'm just doing my work...my helicopters are all broken, we're going to have to fix them" * "My work is a pilot...i fly the shuttle to the Shetlands" The Hut - Lumphanan Preschool, page 9 of 27

10 Taking carers' views into account Four questionnaires were returned to us before the inspection. When parents were asked about the overall quality of the services their child receives in the service: * Three parents indicated that they were very satisfied and one indicated that they were satisfied. The comments we received included: Inspection report continued * "The Hut is ensuring that the children's transition from pre to primary school is an easy and stress free process by liaising closely with the staff and children of Lumphanan Primary. I applaud them for the effort they put into this process". * "Excellent service - my child loves playgroup and is always keen to attend". * "The staff are very child centred and it's a lovely facility indoors and out". * "The Hut provides an excellent stimulating and learning experience for the children, allowing them to explore and develop their own ideas and confidently approach new ones. 11 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths Not all the Quality Statements within this Theme were inspected on this occasion. The findings are based on inspection of Quality Statements 1 and 3. Discussion with staff, children, parents and documentary evidence indicated that the service had very good evidence to show how they involved children and parents in developing and assessing the quality of care and support provided by the service. Staff welcomed children and their families into the nursery at the beginning of the session and discussed each child's session with their parents when they arrived to collect the child. Parents told us that they found the daily chats really good and that they were kept well informed abut their child's time in playgroup. Parents confirmed that a confidential meeting could be arranged should this be required. Parents were aware of the children's Individual Learning Journey Folders which were available to view in the classroom. The folders contained examples of the children's work which they had chosen to add, regular observations undertaken by staff and photographs of activities, all of which staff evaluated and then used to develop the forward planning for the individual children and the activities. Staff had very good knowledge of the children in their care and throughout the session encouraged the children to make choices and contribute their ideas. Children could choose from a range of resources which were attractively displayed mainly at child's eye level. The storage boxes showed pictures and a description of the contents. Parents were encouraged to give feedback about the overall quality of the service in a The Hut - Lumphanan Preschool, page 11 of 27

12 number of ways which included: * Informal conversation on a daily basis. * By returning various service questionnaires which, over several months covered all aspects of the service for example settling in, transition and outside space. * By attending committee meetings or becoming a committee member. * During information events. Should they wish parents had the opportunity to become involved in rota duty and outings and parents had been fully involved in the development of the garden area. It was clear from discussion with the children, staff, parents and examination of the relevant documentation that children's and parents' contributions together with staff evaluation influenced the forward planning for the individual child and the service. Of the Care Inspectorate questionnaires returned three parents strongly agreed and one agreed that the staff asked for their child's views about the activities and outings and used them to plan future activities. Two parents strongly agreed and two parents agreed that staff shared information about their child's learning with them and their child. Areas for improvement The service identified in their self assessment document that they would continue to consult their children and parents about the proposed garden improvements. The service should continue to monitor and maintain the very high standards of quality. They should ensure they are rigorous in identifying any areas for improvement and implementing action plans to address these. Discussion with staff, children, parents and documentary evidence indicated that the service had very good evidence to show how children's health and wellbeing needs are met. 13 Staff were observed to promote the health, wellbeing and safety of the children in their care and encouraged the children to be kind to each other with friendships being encouraged and supported. Staff knew individual children well and were observed to effectively promote positive behaviour, with children and staff demonstrating mutually respectful relationships. Before starting with the service the parents shared comprehensive information about the individual needs of their child with staff. This information included likes, dislikes, medical information, any allergies/preferences and any concerns the parent may have. This information then helped to support the settling-in process and the forward planning for the individual child. Parents told us that they found the induction process very comprehensive and that it put them and their child at ease. Parents commented that one of the reasons they came to this pre-school was because of the really good transition programme to primary school. The service had very effective links with the primary school which included regular visits to the school throughout the year, a 'buddy' system which promoted support of the younger children by children from the primary and regular visits by school children to the pre-school. Staff and parents had regular contact; this ensured appropriate support of each child. Staff were observed to encourage and praise children in an effective manner which extended each child's learning and supported children to explore and experiment. Staff and children were observed to practice appropriate infection control procedures during snack preparation and before toileting. There were effective cleaning schedules in place and the environment was observed to be clean and tidy. Children showed an awareness of safety issues which included regularly mopping the wet floor around the water tray. One child commented, "Well it's in case you slip". The children enjoyed healthy snack items and staff and children demonstrated an appropriate awareness of healthy eating. The children were actively involved in the snack process and discussed the various snack items whilst they were cutting and grating. Parents met with staff on a regular basis to discuss their child's individual needs and their child's progress and development. A written report was produced at the end of the academic year on which parents were invited to comment. The report included development in each of the curricular areas, strengths, interests and next steps. Parents were aware that a confidential meeting could be arranged if required but those spoken with found that the regular conversations at the beginning and end of The Hut - Lumphanan Preschool, page 13 of 27

14 the session were sufficient. The service had established links with outside agencies and Individual Learning Plans were completed, when required, for children with additional support needs. Accidents and incidents were appropriately recorded and shared with parents. Records demonstrated that staff had an effective knowledge of the administration of first aid. Of the Care Inspectorate questionnaires returned three parents strongly agreed and one parent agreed that the staff had worked with them and their child to develop an individual education and support programme for their child and that their child regularly gets fresh air and energetic physical play. Please refer to Theme 1 Statement 1 for further information relative to this statement. Areas for improvement The children were not currently involved with the national tooth brushing initiative. The manager advised that, at one point, they had asked parents what they would prefer. The parents had thought that during a two and a half hour session this would take too much time and they were happy to promote toothbrushing at home. The Childsmile daily supervised tooth brushing programme is an initiative to help improve the oral health of children in Scotland. Parents and children could be asked for their views at the beginning of each academic year. See Recommendation 1. Service strengths Not all the Quality Statements within this Theme were inspected on this occasion. The findings are based on inspection of Quality Statements 1 and 2. Discussion with staff, children, parents and documentary evidence indicated that the service had very good evidence to show how they involved children and parents in assessing and improving the quality of the environment within the service. Of the Care Inspectorate questionnaires returned four parents strongly agreed that there was enough space for the children to play and get involved in a range of activities. 16 Evidence indicated that the service had a very good approach to making the environment safe and ensuring the children are protected. The Hut is purpose built accommodation for the pre-school group. The building was erected with the support of the children's parents and the community. The building comprised of an entrance hall, cloakroom, toilets, classroom and storage. A member of staff monitored children and families entering and leaving the nursery building at the beginning and end of each session, ensuring all children left with a responsible adult. All visitors were required to sign in and out and parents signed their own children in and out on the class register which was available at the entrance. Notice boards at the entrance and outside the cloakroom showed service, local and national information which included a welcome notice, minutes of the most recent committee meeting, the October newsletter, complaints policy, comments book and information about the Curriculum for Excellence. A policy had been developed for outdoor play which incorporated risk/benefit assessment of the activities available and the environment. Children and staff demonstrated an appropriate awareness of safety issues within the classroom areas. Children mopped up the water on the floor around the water tray when it became too wet. The room was well organised and managed, making best use of the space available. Resources were stored in clear plastic boxes which showed a picture and details of the contents. The resources were easily accessible to the children and allowed them independent choice of a range of activities. The presentation of the environment was stimulating with displays at child's eye level where possible. There was a selection of children's work, printed text, photographs, posters and displays which showed activities the children had been involved with for example growing things, fire safety, and a frosty morning in the learning garden. The children had access to a secure outdoor play space immediately outside the building which included wooden climbing frames and other equipment which encouraged physical exercise. The outdoor space had been developed with the help of the children and their families and the learning garden included a sensory area, story bench, music stand and a selection of equipment and natural resources which encouraged the children to explore and experiment. The service was planning to further develop the outdoor areas to make best use of the space available. Staff completed regular updates to their child protection training and demonstrated appropriate knowledge about keeping children safe. The Hut - Lumphanan Preschool, page 16 of 27

17 Of the Care Inspectorate questionnaires returned four parents strongly agreed that the service is a safe, secure, hygienic, smoke free, pleasant and stimulating environment. Areas for improvement The service did not have written risk assessments for the premises or outings which recorded how staff had reviewed and assessed the associated risks/benefits. 19 Discussion with staff, children, parents and documentary evidence indicated that the service had very good evidence to support how they ensured a professional, trained and motivated workforce, which operated to National Care Standards, legislation and best practice. The service maintained the correct staff: child ratios in line with the National Care Standards and their conditions of registration. The deployment of staff provided continuity for the children and the service; the manager and nursery practitioner had been with the service for a number of years. All staff had undertaken an initial induction and staff were suitably qualified for the positions they held and registered with the appropriate professional body. The manager was working towards a BA Childhood Practice and the practitioner had achieved SVQ 4 Management qualification. Staff demonstrated an awareness of their responsibility to ensure minimum hours of continuous professional development (CPD) in order to meet the conditions of registration with the Scottish Social Services Council (SSSC). CPD records for both staff were examined showing records of the most recent training attended, this included a creativity workshop, pre-school education workshop and observation recording and assessment. Records indicated that staff maintained up to date core training in child protection, food hygiene and first aid and demonstrated appropriate knowledge and practice during inspection. We observed staff practice to reflect current best practice guidance. Staff demonstrated an awareness of children's individual needs. Staff encouraged children to explore their own ideas and supported them to extend their learning. The service had links with an Early Years Co-ordinating teacher and an Aberdeenshire Council Development Worker who regularly visited the setting to support the service and the staff. Records demonstrated that observation of practice informed improvement of the service and staff development. Parents told us that staff are "very child-centred" and that "the transition programme to primary one was one of the reasons that I chose this pre-school". Documentation showed that members of the committee conducted effective annual staff reviews during which staff performance and development was discussed. Staff and the committee had regular review and planning meetings when all aspects of the service were discussed and action points recorded and actioned. 22 service had very good evidence of quality assurance systems and processes which involved everyone with an interest in the service in assessing the quality of the service provided. The service had developed an appropriate statement of aims and objectives and complaints policy and procedure which were discussed with parents during induction and copies made available on the service notice boards and in the parent information booklet. The service utilised quality assurance models which included: * Aberdeenshire Council quality assurance programme. * Child at the Centre 2. Discussion with children, parents and staff, observation during inspection and examination of relevant documentation showed that assessment and improvement of the service was ongoing throughout the year. It was clear that, where possible, staff and the committee took action on issues raised or suggestions received. Feedback gathered during the year was also taken into account when completing the annual Council improvement plan. This included: * Feedback from parents following the return of questionnaires and evaluation forms during the year. * Annual audit completed by staff, committee, Early Years Co-ordinating teacher and Development Worker. * Informal feedback received from children, staff and parents throughout the year. * Feedback from regulatory bodies - Care Inspectorate, Education Scotland. Parents and staff confirmed the service open door policy and parents spoken with commented that they were more comfortable discussing any concern, queries or suggestions with staff or the committee than using the Suggestion Box in the entrance hall. The service was in the process of reviewing and further developing their policies and procedure taking into account feedback from anyone with an interest in the service. Enforcements We have taken no enforcement action against this care service since the last inspection. Additional Information Action Plan Failure to submit an appropriate action plan within the required timescale, including any agreed extension, where requirements and recommendations have been made, will result in SCSWIS re-grading the Quality Statement within the Management and Leadership Theme as unsatisfactory (1).
