Allowing children to make decisions in the service is important to staff and children. Children and parents are consulted about many aspects of the running of the service and their views are listened to and acted upon. What the service could do better The service must ensure care plans are in place for children who require additional support from the service and outside agencies. 5 1 About the service we inspected Inspection report The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. The Care Inspectorate has an important role to play in supporting this approach in inspecting care services for children. The Getting it Right for Every Child (GIRFEC) approach is underpinned by the principles of prevention and early intervention. It's a consistent way for people to work with all children and young people. The approach helps practitioners focus on what makes a positive difference for children and young people - and how they can act to deliver these improvements. Getting it right for every child is being threaded through all existing policy, practice, strategy and legislation affecting children, young people and their families. In Scotland, the Getting it right for every child (GIRFEC) approach puts wellbeing at the very heart of its approach. The eight 'indicators' of wellbeing that form the basis of GIRFEC are- safe, healthy, achieving, nurtured, active, respected, responsible and included - often referred to as 'SHANARRI'. Gorebridge Out of School Care operates from Gorebridge Primary school and has access to two playrooms, community room, gym hall and large outdoor play areas. They are registered to provide a care service to a maximum of 50 children at any one time aged from four years to 14 years. They also operate a breakfast club for a maximum of 30 children at St. Andrew's Primary School. The aims of the service are 'To provide a high quality, affordable out of school and holiday childcare service for parents and carers who require care before and after school'. page 5 of 24

6 Recommendations A recommendation is a statement that sets out actions that a care service provider should take to improve or develop the quality of the service, but where failure to do so would not directly result in enforcement. Recommendations are based on the National Care Standards, SSSC codes of practice and recognised good practice. These must also be outcomes-based and if the provider meets the recommendation this would improve outcomes for people receiving the service. Requirements A requirement is a statement which sets out what a care service must do to improve outcomes for people who use services and must be linked to a breach in the Public Services Reform (Scotland) Act 2010 (the "Act"), its regulations, or orders made under the Act, or a condition of registration. Requirements are enforceable in law. We make requirements where (a) there is evidence of poor outcomes for people using the service or (b) there is the potential for poor outcomes which would affect people's health, safety or welfare. 8 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection on Thursday 3 March We returned on Monday 14 March to complete the inspection. As requested by us the service sent us a completed annual return. We issued 24 care standards questionnaires to the service to distribute to families and 13 of these were returned before the inspection. During the inspection we gathered evidence from various sources, including the following: - Observations of staff working with children. - Observations of the resources available to children. - Observations of the environment used by the children. - Looking at relevant policies, procedures and documents. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. 9 Inspection Focus Areas (IFAs) Inspection report In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 10 The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. A self assessment was not requested at the time of this inspection. Taking the views of people using the care service into account During the inspection we chatted with several children who used the service. Children told us they found the staff friendly and helpful. They also told us they enjoyed meeting their friends and playing together. Taking carers' views into account Parents were clearly happy with the service they received. Their comments and feedback are included in this report. Additional comments were: 'Gorebridge Out of School Care is a great place. My child loves going there. My child loves the staff in there and has a good relationship with them and they get treated the same as all the other kids'. 'My child looks forward to after school club and appears extremely happy, confident and stimulated. I could not ask for more.' 'My child attends this service and is happy here. I feel confident that she is looked after. There are feedback forms available, although there needs to be regular newsletters I feel to keep updated'. page 10 of 24

12 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 3 We ensure that service users' health and wellbeing needs are met. Service Strengths At this inspection, we evaluated that the service was meeting this statement to a good standard. The relationship between staff and children was supportive, respectful and friendly with a lot of humour. Staff encouraged children to work cooperatively with each other, to behave acceptably and consider the consequences of their actions. The club's approach to positive behaviour management was clearly laid out for families and the children. The children were clear about the club's rules and were encouraged to be mannerly, helpful and to show kindness and consideration to each other. In our questionnaire, all parents confirmed that the service had a clear code of behaviour for children, and worked with their children to make sure they understood it. Children told us staff were 'fair', 'good fun' and that they 'listened'. A parent told us, 'The staff work extremely hard to maintain a positive and respectful behaviour of all the children and they succeed at this!' Children gave their ideas by speaking to staff and during group discussions and staff used these to make plans for play.. Plans were evaluated by both staff and children to make sure they were meeting children's needs and interests. page 12 of 24

13 Some children chose to play with construction toys or dolls while others took part in planned arts and crafts activities. These were planned for in consultation with the children which helped children to feel included. Children and their parents were completing log books with useful and informative information about the child. These log books would then form the basis of the child's personal plan and be updated at least every six months. We were encouraged to see the service had taken positive steps to meet legislation and to involve parents and children in this process. This enabled children to be included in planning for them and helped them feel respected by being listened to before decisions were made that affected them. We observed children's snack time routine within the club and found that it was a positive experience. Snack choices took account of children's dietary requirements. A parent told us, 'The snacks are healthy and my child participates in choices'. Areas for improvement No care plans were in place for children who were receiving additional support. Whilst the manager told us about the good practice of working together with other agencies to help support children, there were no records of this. Because of this there was the potential for children's needs not be met and staff to be inconsistent in their approach. See requirement one. Staff told us they didn't always read children's log books when they brought them back. In order for the log books to be meaningful, staff should read these with children when they have completed them. We will check the progress of this at the next inspection. A parent told us, 'At breakfast club, it would be good to brush teeth after eating'. We agreed that this would contribute to supporting children to have good dental health. We told the manager about the service of Childsmile (a Scotland-wide initiative to help improve the health of children's teeth, through the distribution of free dental packs and supervised tooth brushing programmes). The manager agreed to do action this. We will check the progress of this at the next inspection. page 13 of 24

14 Grade 4 - Good Requirements Number of requirements The provider must ensure that children who require additional support are fully supported. In order to achieve this the provider must ensure care plans are drawn up with relevant information for children with additional support needs. This is in order to comply with: The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011/SSI 210. Regulation 3 - A regulation with regard to providing a service which promotes quality and Regulation 4 (1)(a)(d) Welfare of Users. The provider must make proper provision for the health, welfare and safety of service users. We have also taken into account the National Care Standards for Early Education and Childcare up to the age of 16. Standard 6 - Support and development. 15 Quality Theme 2: Quality of Environment Grade awarded for this theme: 4 - Good Statement 3 The environment allows service users to have as positive a quality of life as possible. Service Strengths At this inspection we evaluated that the service was meeting this statement to a good standard. Children were encouraged to tidy up toys and resources and clean up after snack times. This helped ensure they were respectful of their environment in the service. Use of the school gym hall and outdoor space meant that children were able to be active whilst participating in a variety of games and sports. Appropriate assessments of risk were carried out in the rooms and outdoors. This helped minimise risk whilst providing children with an element of risky play. Staff told us children were kept safe by having the appropriate technical limitations and restrictions on what could be accessed on the internet. The manager had made good progress in establishing a relationship with a local supermarket to aid in teaching children about healthy eating and making links within the community. Areas for improvement At the inspection we noted some issue with the quality of toys on offer. For example some dolls were broken and in toy boxes we saw an assortment of items. This meant there was the potential for children's play opportunities to page 15 of 24

16 be limited. The children told us a 'slim pad' was broken and that they would like more toys to be on offer. Staff also told us they would like more toys in the service. See recommendation one. Grade 4 - Good Number of requirements - 0 Recommendations Number of recommendations - 1 Inspection report 1. Children should be able to access a suitable selection of resources that are in a good state of repair. In order to achieve this the provider should: - Carry out a tidy up of the resources and toy boxes. - Complete an inventory of resources to identify need. - Consult with children to find out what resources they would like. - Put in place systems for ensuring toy boxes are kept in a tidy and orderly manner. - Establish a procedure for reporting defects in toys and equipment. 17 Quality Theme 3: Quality of Staffing Grade awarded for this theme: 5 - Very Good Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service Strengths At this inspection we evaluated that the service was meeting this statement to a very good standard. Parents were complimentary of the staff team. Those who returned our care standards questionnaire confirmed that staff had the skills and experience to care for their child and support their learning and development. They also confirmed that staff treated their child fairly and with respect. A parent told us, 'The staff are always friendly and attentive to each child's needs'. To make sure they employed the right person to join their team, at interviews, management asked candidates questions to assess their qualities and experience. This meant that from the very start the service made sure that new staff members were suitable to join the team. Before starting to work in the service, new staff went through an 'induction'. The induction checklist showed us that new staff were given lots of information about their job and in particular what their role was in protecting children. A member of staff told us they felt their recent induction was helpful and thorough in preparing her for the job. The policies and procedures told staff about documents which were important to the work they did. This included the National Care Standards, The Curriculum for Excellence and The Scottish Social Services Council (SSSC) Codes of Practice. A matrix of staff training gave the manager oversight of staff training needs page 17 of 24

18 and helped ensure that staff training was updated on a regular basis. The 'whistle blowing' policy told staff about the importance of being confident to report any concerns they might have about other staff's practice or behaviour. Staff confirmed to us that they did feel able to speak to the manager about anything they were concerned about. The staff worked well together, with each member of the team sharing roles and responsibilities such as preparing snacks or setting up the play areas. This meant children enjoyed smoothly run sessions as all staff were clear about their roles and responsibilities. Staff told us they were happy in their work and felt a valued member of the team. This helped to create a friendly, happy place for staff to work and children to be cared for. We observed staff working with children and found that they were consistently kind, supportive and positive. This was confirmed by a parent who told us, 'The club is run professionally; the staff are supportive, caring and kind. My children are very happy there'. Staff praised children for being kind and helpful to each other and helped them where appropriate to negotiate their play. This very good practice helped children to feel respected and included. Staff received very good support in their roles through access to training, staff meetings and regular appraisals. Staff were aware of the National Care Standards and their responsibility to follow them to make sure children and parents received a good quality service. Areas for improvement The service should continue with the very good practice carried out in relation to this statement. 19 Quality Theme 4: Quality of Management and Leadership Grade awarded for this theme: 5 - Very Good Statement 2 We involve our workforce in determining the direction and future objectives of the service. Service Strengths At this inspection we evaluated that the service was meeting this statement to a very good standard. Staff support and supervision meetings helped staff reflect on their own performance and think about how it affected the children and the service. Staff had begun attending committee meetings. They told us how beneficial this had been in making them feel included in the decision-making, informed of future plans and having their opinions valued. Staff meetings were held which allowed staff to share information and discuss any issues which had arisen. The National Care Standards was discussed these meetings which was helpful in keeping staff involved in determining what would happen next in the service. Areas for improvement At the last inspection we recommended that staff were closely involved in the completion of the self assessment document. Because no self assessment was written to support this inspection, we were unable to evidence this. We have made this recommendation again. See recommendation one. page 19 of 24

This recommendation was made on 08 March 2013 This had not yet been completed. However, we were able to see that plans were in place to complete this piece of work. We have therefore concluded that we no longer needed to recommend the service continued with its planned development of systems and website to enhance the sharing of information. This recommendation had been met. 2. A monthly audit of accidents and incidents would inform staff of vulnerable locations and activities and allow targeted preventative measures to be taken. National Care Standards for early education and childcare up to the age of 16. Standard 2: A safe environment. This recommendation was made on 08 March 2013 page 21 of 24
