3 1 Introduction The Care Inspectorate regulates care services in Scotland. Information in relation to all services is available on our website at Gillian McDonald is referred to as the childminder in this report and is registered to provide a care service to a maximum of 6 children under 16 years of age, at any one time. Of whom no more than 3 are of an age not yet attending primary school and of whom no more than 1 is less than 1 year of age. Overnight care will not be provided. Minded children cannot be cared for by persons other than those stated on the registration certificate. Numbers are inclusive of the children of the childminder's family and household. The service was provided from the childminder's home within a residential area of Rosyth close to the local school, local shops, schools, parks and other amenities. The areas used to provide the service were the living room, kitchen and bathroom. Children also had access to the rear garden. There were two minded children were present during the second inspection, aged three years. What we did during our inspection We compiled this report following an unannounced inspection, which took place between 9.00am and 11.00am on Monday 20th July The inspection was carried out by a Care Inspectorate Early Years Inspector. 4 Observations of the childminder and her interaction with the children Observations of the children at play Children's records of learning Health and safety records Certificate of registration Certificate of insurance Certificates of training Information on minded children Accident and incident documents Medication systems Examination of equipment, resources and the environment We assessed practice through looking at how the childminder provided positive outcomes for children using the SHANARRI (Safe, Healthy, Achieving, Nurtured, Active, Respected, Responsible and Included) wellbeing outcomes which were developed by the Scottish Government. Information on SHANARRI can be found at Views of people using the service The children present were seen to be very happy in the childminder's care. They were enjoying free play with the activities available followed by a snack at the kitchen table. Both children were very comfortable in the childminder's care and spoke briefly to the inspector. Children's comments can be found in the main body of the report. We issued four care standards questionnaires to the childminder to hand out to the parents of the children who used her service. All four completed questionnaires were returned to us. The responses from these demonstrated that they all 'strongly agreed' that overall they were happy with the quality of care their child received. Three parents added additional comments, which demonstrated they were very satisfied with the level of care provided. These can be seen below: 'Gillian is an excellent childminder and I always feel safe leaving my child with her and know she will have had a great day. In addition to this she is always very flexible and understands our needs as working parents.' 'Gillian is a very experienced childminder. I have no concerns at leaving my child in her care. He thoroughly enjoys it, when he is there. She is also very flexible page 4 of 15

5 around the hours than my child is looked after and her contract reflects this. I am always aware of the costs and activities that are planned. Overall - great childminder with great attitude!' 'Gillian is a wonderful childminder and person. She takes time to inform me of all the goings on of my child's day. If my child has been unwell or off she calls me to check how she is. Gillian makes herself available for me to ask her for advice even if she on a day off or my child is not in her care. She is patient and compassionate and I trust her with my child whole heartedly. In interviewed several childminder's before deciding on Gillian. She put me at ease and my child instantly warmed to her. She texts me pictures in the day of their activities and keeps me up to date with any new foods she tries or experiences they have.' Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. The childminder submitted a fully completed self assessment to us before the inspection took place. We were satisfied with the information provided which included areas of strength and areas for further development. What the service did well Children were supported to be healthy through the provision of healthy meals and snacks and lots of opportunity for active physical play. The childminder made very good use of the local and wider community to extend children's experiences. The children present were very happy and had developed strong relationships with the childminder. The children were achieving as the childminder knew them well and supported their learning and development through a wide range of appropriate play materials and very good conversations and questioning. What the service could do better We have made 2 recommendations within this report for best practice. These focused on Six monthly reviews of care plans page 5 of 15

6 Review of the child protection policy and refreshing knowledge of current child protection approaches. The childminder should now address these to improve outcomes for children in relation to keeping children safe and supporting children to achieve. 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good 5 - Very Good 3 Quality of care and support Findings from the inspection Interactions between the childminder and the children were lovely and it was clear that the childminder enjoyed her work with children and had developed close relationships with the children. We noted positive exchanges between the childminder and the children, which supported them to feel nurtured. Parent comments within the returned questionnaires confirmed these positive relationships. The settling in period was flexible and based on child and parent needs to ensure that children felt safe and secure in their new environment. The settling in process also took account of parent's anxieties when leaving their child for the first time. Parents told us how they were sent texts and photographs throughout their child's day of the activities they were involved in. page 6 of 15

7 Discussion with the childminder confirmed that she had a very good awareness of child development and why it was important to observe children in play situations. For instance, she was working with one child in supporting colour recognition. She also discussed supporting children with their independence skills in dressing, in preparation for attending nursery. The childminder provided lunches, snacks and drinks throughout the day as necessary. Meals were eaten at the kitchen table and she supported the social aspect of this time of day. Meals were seen to be healthy and nutritious. The childminder knew the children's likes and dislikes and catered for this whilst ensuring a healthy balanced menu. She confirmed she did not visit fast food outlets with minded children. Children enjoyed a snack of banana, bread sticks and cheese during the inspection. They told us "I like carrots in my soup and I like vegetables and I like turnip". The children were given choices on every aspect of their play throughout the inspection and we saw that they were consulted on other aspects including snacks and outings taken. The childminder advised that she used mind mapping with children to gather their views, for example, for the summer plan. Children's resources were easily accessible meaning they were able to influence the daily provision, which promoted independent choice. This demonstrated that children were respected and included. Children's physical wellbeing was actively promoted and they benefited from opportunities to exercise and be positively occupied and stimulated. This was because they were given daily opportunities to participate in outdoor play and be physically active. The childminder shared how they regularly visited local parks along with parks and centres further afield. She also shared how she felt children's behaviour was improved when provided with regular opportunities for fresh air and exercise. She therefore took the children on walks, such as over the Forth bridge, visited the beach in all weathers and encouraged active play indoors. We saw how the children present were supported to dance with the provision of their preferred music during the inspection. The childminder made some use of local resources such as the toddler group she was the treasurer for. She visited twice a week with the children. This provided opportunities to socialise with larger groups of children. The childminder showed good knowledge of the next steps needed to extend page 7 of 15

8 individual children's development and how she could provide for this. She was recording children's development using the SHANARRI wellbeing indicators. She should now begin recording the possible next steps for children's development. Grade The quality of care and support is graded 5 - Very Good Requirements Number of requirements - 0 Recommendations Number of recommendations - 0 Childminder inspection report 4 Quality of environment Findings from the inspection A range of policies and procedures to promote health and safety had been developed. These were shared with parents at the start of placement and were used by the childminder to ensure that the home was safe and suitable for use as a childminding premises. We looked around all of the parts of the childminder's home used by minded children. We could see that they were clean, tidy, well maintained and comfortable. A large toy cupboard was easily accessible for children. Resources were seen to be appropriate to children's age and stage of development and in good condition. Very good infection control procedures helped to reduce the spread of infection within the service. We noted that the childminder had passed a recent environmental health inspection. Encouraging children to wash their hands and chatting to children about the importance of this increased their awareness of good hygiene practice. This helped them learn how bugs and germs were spread. The safety of the home had been assessed through a range of written risk assessments. These had been regularly reviewed and updated. The range of risk assessments were effective in ensuring children's on going safety. page 8 of 15

9 Appropriate car restraints were seen to be in place, including booster seats and the use of seatbelts. Although the childminder confirmed that she did not use the car often, preferring walking and public transport. These steps however, helped to minimise any risks and promote the safety of the children at these times/during outings in the car. Fire drills were regularly practised and fire safety equipment was in place such as fire alarms and blanket. This had a positive impact on children's safety. Records of fire drills were recorded and children told us they practised these saying, "I go out that door, then go home". The childminder confirmed that she ensured a drill was completed when new children started to ensure they were familiar with this routine for their continued safety. The childminder had put in place an evacuation plan and identified a place of safety in the event of extended evacuation from the house. She identified a nearby childminder and had shared this information with parents. Children's continued safety was enhanced as the childminder had reflected on possible emergency situations. The childminder had previous training in first aid and held a first aid kit and accident book. This meant that children's injuries could be dealt with quickly and appropriately. Information was then passed to parents who signed to confirm they had been informed of any injuries. This supported continuity of children's wellbeing. Children's continued health and safety was supported through the completion of permission forms for a variety of events and practices including outings and the taking of photographs. The childminder told us how she was careful about photographs taken in group situations such as soft play centres. She therefore requested other parent's permission as their child might be in the background. Medication forms need to be more robust to ensure all appropriate information is gathered and signed by the parent prior to administration. This should include confirmation by the parent that they have given the first dose of any new medication and confirm no adverse effects. 10 Grade The quality of environment is graded 5 - Very Good Requirements Number of requirements - 0 Recommendations Number of recommendations - 0 Childminder inspection report 5 Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection Children were cared for by an experienced and competent carer. The childminder was qualified to an SVQ level 2 qualification in 'early years care and education and had experience of working with a wide age range of children. It was evident that the childminder drew upon this training in her work with the children. Contracts for each child were in place. We found all families using the service had been issued with a contract to ensure that the terms of the childcare placement were agreed. These were reviewed after the first six months and then annually. To support her in appraising her service she actively sought and took account of the views of parents through the use of questionnaires and daily discussions. She told us that she had only recently begun issuing a settling in questionnaire. We looked at the questionnaires and found them to ask a good range of general questions. Responses from parents were very positive. Children were also issued with questionnaires to support further evaluation of the service. Children's questionnaires were supportive and we found the childminder had acted upon page 10 of 15

11 feedback received. For example, one child had asked for 'more books for people my age'. The childminder had since used the library regularly to support this. The childminder kept abreast of developments in childcare and legislation. She told us about recent training accessed on infection control, food hygiene and child protection. She also used the internet to carry out research and had visited the 'hub' section of our website. In addition to this, she advised that her insurance company also sent her information regarding legislation. She was proactive in identifying her training needs and was currently sourcing her next first aid course. This knowledge and training supported her to ensure that practice was appropriate to keeping children safe, healthy and achieving. We found that children were protected by the setting's good administrative systems. The service was well organised because most records were maintained clearly and were readily available to the inspector. The childminder had already advised parents of her upcoming retirement and provided parents with a range of information within a booklet about her service when they started. This included copies of all policies. We found that information held on children was not being reviewed and updated in line with current legislation. The regular review of personal plan information would ensure that current information was held at all times for the continued wellbeing of the child. See recommendation one. We discussed child protection signs and symptoms with the childminder and advised that she re-visit her previous training to refresh her knowledge. She should then update her child protection policy to ensure it includes the relevant contact details and reflects current guidance. See recommendation two. We noticed the old inspection certificate was displayed. We told the childminder to replace this with the current one, which could be accessed via the eforms system. We advised the childminder about registration with the information commissioner office if she held any information on children on electronic devices including photographs and parents contact details on a mobile phone.
