1 ORGANIZATION OF AMERICAN STATES (OAS) INTER-AMERICAN COMMITTEE ON PORTS (CIP) TENTH EXECUTIVE BOARD MEETING (CECIP) Buenos Aires, Argentina March 23-27, 2009 NEWSLETTER 1. The Inter-American Commission on Ports (CIP) of the Organization of American States (OAS) has as its objective to serve as permanent Inter-American forum of the Member States of the Organization, for the strengthening of hemispherical cooperation in the area of port sector development, with active participation and collaboration of the private sector. 2. The Executive Board of the CIP (CECIP) and objectives of the meeting: The CECIP is the organ responsible for executing the Committee's policies and resolutions. The Executive Board holds regular and special meetings and is comprised of representatives from 15 Member States. The Executive Board elected for the period is compromised by Mexico (President) and Barbados, El Salvador, United States and Uruguay (vice-presidents); as well as Argentina, Brazil, Chile, Dominican Republic, Ecuador, Guatemala, Jamaica, Panama, Peru, and Venezuela. The Executive Board of the CIP has held its regular meetings in Buenos Aires (1999), Barbados (2000), Santo Domingo (2001), Montevideo (2002), Puerto La Cruz (2003), Managua (2004), Houston (2005), Guayaquil (2006), Lima (2007), and a special meeting in Puerto La Cruz (2006). The Tenth Executive Board Meeting of the CIP has as immediate objectives to implement the resolutions and mandates that the CIP has approved at its Fifth Meeting (Brazil, 2007), through evaluating the execution of the 2008 Work Plan of CECIP (adopted in Lima, 2007) and the adoption of their respective 2009 Work Plan. 3. The Subcommittees of the CECIP: In order to facilitate the execution of the CECIP Working Plan, the Executive Board has twelve (12) Subcommittees which are: (i) (ii) (iii) (iv) Subcommittee on Policy and Coordination presided by Mexico and integrated by Barbados, El Salvador, United States and Uruguay. Subcommittee on Cargo Services presided by Brazil and integrated by Barbados, Bolivia, Chile, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Jamaica, Mexico, Nicaragua, Peru, Saint Lucia, Suriname, Uruguay, United States and Venezuela. Subcommittee on Ship Services presided by Argentina and integrated by Barbados, Brazil, Chile, Ecuador, El Salvador, Jamaica, Mexico, United States and Venezuela. Subcommittee on Port Security presided by the United States and integrated by Argentina, Bahamas, Barbados, Brazil, Canada, Chile, 1

Subcommittee on Statistics, Costs, and Tariffs, presided by Peru and integrated by Argentina, Barbados, Chile, Costa Rica, Ecuador, El Salvador, Guatemala, Suriname, Uruguay and Venezuela. Subcommittee on Port Development for Cruise Ships presided by Barbados and integrated by Argentina, Bahamas, Chile, Costa Rica, Dominican Republic, Ecuador, Honduras, Jamaica, Mexico, Nicaragua, and Trinidad and Tobago. Subcommittee on the Participation of Woman in the Port Sector presided by the Dominican Republic and integrated by Argentina, Bahamas, Ecuador, Guatemala, El Salvador, Mexico, Nicaragua, Panama, Suriname, Uruguay, and Venezuela. Subcommittee on River and Lake Ports presided by Paraguay and integrated by Argentina, Brazil, Colombia, Peru and Uruguay. The twelve (12) Subcommittees will meet on this occasion. The Executive Board and Subcommittee meetings are open for the participation of representatives and advisors of OAS Member States, Observer States, international, national, and regional organizations, associate members of the TAG and guests. 4. The Technical Advisory Groups (TAG) of the CIP. They are advisory groups that are established by the Commission through the initiative of a group of countries and which provides technical advices on specific aspects of the hemispheric port-sector. They are integrated by specialists of the Member States and associated members, 2

3 particularly from the private sector. For the period, the CIP has created the following TAG: (i) TAG on Logistics and Competitiveness presided by Mexico and integrated by Barbados, Bolivia, Brazil, Chile, Costa Rica, Ecuador, El Salvador, Honduras, Guatemala, Jamaica, Nicaragua, Peru, Saint Lucia, Suriname, United States, Uruguay and Venezuela. Draft Agenda and Rules of Procedure of the Meeting: The draft agenda of the Tenth Executive Board Meeting was prepared by the Office of the Chair in coordination with the CIP Secretariat and the host Country. Currency exchange can be processed without restrictions in banks, and hotels. 17. Airport: The arrival to Buenos Aires is through the International Airport "Ezeiza Ministro Pistarini" located in the Ezeiza area, 34km from Buenos Aires. Another option would be through the Aeroparque Jorge Newbery, 2 Km from the city. 9 25. Information about Buenos Aires: It is geographically located on the southern shore of the Río de la Plata and on the southeastern coast of the South American continent. Greater Buenos Aires, the metropolitan area, is the third largest city in Latin America, the second in South America, and it counts with a population of around 13 million. The city is also the main cultural center in Argentina-one of the most important in Latin America. The city has numerous museums, theaters and libraries. Also the academic activity stands out, since some of the most important universities in Argentina are located in the capital. Buenos Aires was chosen by UNESCO as the City of Design in
