3 Carmen School Special project of CARMEN network Generic name for series of training and public health activities that build a partnership between Schools or Departments of Public Health (SPH), Public Health Agencies and Ministries of Health (MOH) at the country level.

4 Objectives Long term Support development of necessary competencies of public health workers and communities to confront the challenges of NCD prevention health promotion and NCD management initiatives. Strengthen the collaboration between SPH, public health agencies and MOH Short term Development, implementation, and evaluation of training courses on integrated NCD prevention and control( primary health care professionals, community workers, and community leaders) Establishment of technical exchange program with Preventive Research Centers (PRC) in the United States to support continuous improvement of the CARMEN School. Creation of full CARMEN school program, with modular composition to be attended ( virtually or in person) as a full CARMEN school part of continuous education or attended separately

10 Evaluation (2007, 2008): Evaluation of short courses: Training courses were well received and assessed by public health professionals as substantial support to the continues education and preparation in the area of prevention of NCDs. Important contribution to success of the model is the commitment and collaboration between Ministry of Health and other governmental and non-governmental organizations, including overall training regulatory institutions to ensure greater institutionalization and a commitment to continuing the training. important favorable factor was tying the training with national health promotion policies and primary health care models

11 Evaluation ( 2010): Assessment of training needs of NCD programs managers and their collaborators( on line in Dec 2009): Participants:146 NCD managers & collaborators Response rate: 72% Gender: M( 60.2%) F (39.8%) Average age: 39 Profile: MD 58%; MSc 66%; 19%PhD; 49% specialists

15 Conclusion & UN HLM Declaration implementation requires from countries greater capacity in all aspects of NC prevention and control Global and Regional Plan of Action on NCDs outlines building capacity as one of key intervention for better response.
