In the meantime, the definite project structure has formed, working groups have teamed up and the key tasks have been tackled. Since the most palpable progress has been made in components 2 and component 3, No 2 of the ECO4LOG newsletter concentrates on these two work packages. However, a number of dissemination activities have aroused interest for the ECO4LOG project and representatives of the transport sector have entered into the discussion. One of the tops of the last six months was the ECO4LOG-workshop held in December in Wildau. For all those, who missed the first issue, you will find some information about ECO4LOG on page 2. 2 ECO4LOG project The ECO4LOG project contributes to the development of intermodal connectivity of in Eastern border regions of the EU (Interreg Area East). In this region strong increases in good flows are expected. Investment in infrastructure solely will not be sufficient to cover future transport flows in the so called ECO4LOG transport corridor. Just the efficient use of all means of transport and the strengthening of intermodality combined with intelligent IT-solutions can provide sustainable solutions for future developments in the transport sector. Axes of Economic Development ECO4LOG Transport Corridor Development of goods flows in the investigation area (ECO4LOG Corridor) Due to missing infrastructure and suitable interfaces the market of the intermodal goods transport in the border crossing traffic to and from the new EU member states is very poor. ECO4LOG intends to strengthen transnational co-operations between logistics partners by Providing improved informational and managerial structures. In the frame-work of the ECO4LOG project, five work packages are designed to promote the use of intermodal networks and facilities. The main objectives of these five components are shown in the figure below. Component 1 Administration, Advisory Board Component 2 Analysis of the actual situation in the cluster region: Cargo flows Infrastructure Carriers, service providers, terminal operators Component 4 Analysís and benchmarking of terminal services, intermodal services and IT-services. Recommendations for the redesign of terminal services, liner concepts, co-operation strategies and the implementation of IT-tools. Component 3 Development of a strategic decision support system for intermodal logistics chains (IT-Tool) Component 5 Evaluation of Impacts for the Partner Regions (economy, labor market traffic, environment) Recommendation for future developments Components of the ECO4LOG project: Objectives and Contents 2

3 The project partners involved in component 2 analyse infrastructure, transport flows and logistics service providers in the ECO4LOG corridor. This contains an examination of best practice in these services as well as sustainable business models for 4th party logistics service providers. First Results Component 2 The work package 2.1 concentrates on data collection for component 3. In package 2.2, data for all surface transport modes and flows (NUTS 2) are being collected. As a result a status quo and forecast report on cargo flows and intermodal potentials is expected. Benchmarks of main traffic relations will help to identify key regions and to align further research and investment activities. An in depth evaluation of current practises and trends (2.4., 2.3) will lead to recommendations on future developments (2.5) and service improvements. Work packages of Component 2 During the last six months the research activities focused on the description of the traffic network and on intermodal nodes infrastructure. The study was performed by component leader TINA Vienna, who has ample knowledge and data in this field. Results of a pilot study indicate that intermodal traffic in the corridor is considerably low, especially in north-south direction. As a starting point, all existing container block trains (with free capacities) are considered as a backbone network. The stepwise completion seems to be a feasible strategy for intermodal services development. Data research on traffic flows and forecasts has shown that data will be according to NST/R. Most shippers do not feel up to organising intermodal logistics chains because of the lack of information about infrastructure, carriers and administration procedures. Especially when it comes to entering new geographical markets, they often fall back to road haulage. 5 Based on an examination of current management practices and an outlook on up-coming requirements in this market segments, the tool shall complement the ship-ping and information systems currently used. It will be at logistics chain organizers and logistics service providers disposal to support their strategic decision making. In order to meet the requirements of both groups, there are two distinct sets of features being developed: a) planning functions that can be used by shippers and freight forwarders and b) evaluation functions that supply statistical data to carriers and providers of additional logistics services. However the core of the ECO4LOG Toolset is going to be a Logistics Chain Generator, which provides the user with alternative intermodal routes between source and destination. Transshipment point port of Enns data (rail/ road conditions, capacities, restrictions etc.), costs, journey and trans-shipment times will be considered. The routing calculation will be based on different sets of criteria such as costs, journey times and external effects. Selected logistics chains or details of chain segments can be displayed in a GIS module as well. Information on road capacities, bottlenecks and restriction will be shown. Supported by this key information, shippers and forwarders will be able to choose competitive alternatives to road haulage. Goods flows, Matching of offer and demand Customer s requirements Strategic decision support system: Structure and features of an intermodal freight information platform On the basis of data on infrastructure and intermodal services provided by C2 and C4, a 3-layer network for intermodal routing is being modelled. Data such as geographical and infrastructure Further information about service providers (service portfolio, assets, geographical competencies, opening hours, booking facilities, timetables and sailing lists) will be accessible. 5

6 Finally, data about cargo flows and characteristics of transported goods will be made available to logistics service providers so that the can align their offer to costumers requirements. ECO4LOG- Workshop A major challenge when developing an innovative software tool, is its applicability in real operation. Considerable efforts are necessary to keep pace with the evolution in logistics practice and to adapt the program s features to current business processes. That is why the main interest of the ECO4LOG workshop, held the 10th December 2004 in Wildau, was to identify practical needs in business operations of logistics chains organisers. Representatives of internationally active freight forwarders, operators of intermodal terminals and regional development agencies engaged in a very productive dialogue about the planned features of the ECO4LOG tool. The debate led to important results for the development of the ECO4LOG software. Generally, the potential of he tool as to the support of strategic decisions and the development of intermodal networks was considered very high. Several potential areas of application were identified: Discussion at the ECO4LOG workshop Rail transshipment by portal frame (above) and by wheel loader (below) Shippers and carriers need a support when entering new markets or for the design of their hinterland connections. Operators of intermodal terminals are looking for facilities to boost their marketing strategies. Public organizations would dispose of a facility to enhance the economical development of transit regions. Key results of the workshop are incorporated in the software specification and will be considered during the ongoing programming. A first running version of the software will be presented in summer After further adjustments to users needs, the tool will be available for on-road tests by September Freight forwarders, logistics service providers, transport operators and operators of terminals who are interested in joining the working group are still welcome. 6

7 The ECO4LOG-team used the back-ground of scientific meetings and trade shows to launch the project in order to expand the inter-change of ideas between scientists and practitioners. The 21st BVL Congress Berlin, Oktober 2004, offered the first big opportunity to pre-sent ECO4LOG to logistics specialists. Lead partner TFH Wildau and W&H Management Consultants jointly submitted objectives and contents of ECO4LOG to experts opinion and chatted about challenges of intermodal transport in the Eastern part of the European Union. During the German-polish symposium LOGTRANS2004 in Frankfurt/Oder, the CCI Project Company Ltd. informed freight forwarders and shippers about opportunities created by ECO4LOG. Dissemination activities The expert meeting of the Regional BVL Group Berlin/ Brandenburg held in Wildau the 2nd December focussed on impacts of EU enlargement and challenges for the transport sector. Prof. Sonntag concentrated in his presentation on Component 3 and the software tool ECO4LOG. In the following debate the need for new information structures in intermodal transport as a key topic as well as features of the ECO4LOG tool. The focus of the Management of Manufacturing Systems Conference in Presòv, Slowakia, was mainly a scientific one. Prof. Sonntag gave a general overview about research objectives of ECO4LOG. Prof. Modrak from the Technical University of Košice underlined the political importance of intermodal connectivity between Western and Eastern EU regions.
