2 FOREWORD CIES IN AFRICA It is a great honour and an immense pleasure for the Centre International d Etude du Sport (CIES) to launch the third edition of its first ever distance learning FIFA/CIES Programme in Sports Management in cooperation with the University of South Africa (UNISA). For more than ten years our institute, which benefits from the financial support of FIFA, has developed a great number of projects with the purpose of reaching a better understanding of the multiple aspects of sport and of football in particular. This is why CIES has carried out extensive research in the fields of law, economics and sociology. It also has created a Master s Degree in Management, Law and Humanities of Sport, in which more than 240 students from 80 countries have already participated. Furthermore CIES is the trustee of the famous João Havelange Research Scholarship which is open to students from all over the world. In the age when sport has become one of the key actors of society, it is vital to continue our efforts so that it can retain its power of attraction and its dignity. Remarkable sporting achievements and their economic implications must preserve unwavering ethics. The FIFA/CIES programme meets this objective. Our arrival in South Africa and our cooperation with UNISA demonstrate our will to offer the future sports administrators of this country and of all the English speaking countries in Africa working tools in such varied fields as communication, law, finance, management, marketing, sponsorship and sports events organisation. The important thing is that these instruments have to be adapted to local realities in order to keep all their efficiency. It will be the role of UNISA to ensure that this is the case. As the ambitious programme launched by FIFA proclaims, it is a good idea to Win in Africa with Africa, so that the FIFA World Cup South Africa 2010 leaves a concrete and fruitful heritage to be bestowed on future generations. Bertrand Reeb CIES President The University of South Africa (UNISA), in association with the Centre International d Etude du Sport (CIES) and with the support of FIFA, is proud to offer this FIFA/CIES Certificate in Sport Management to interested persons in South Africa and other countries in Africa. The University was selected by FIFA and CIES as the sole distance learning education provider of this qualification to Africa. CIES and UNISA have identified the Sports Administration/Management sector as the starting point for this intervention. The programme contains at least the following: 72 credits with a Level 6 equivalence. 6 modules within functional management areas in the sports management industry. THE OBJECTIVE CIES and UNISA have the following objectives: provide a learning/training programme that will facilitate the effective transfer of knowledge and skills within the sports management environment. provide a learning/training programme that is integrated, flexible and designed around both the learner and the individual needs, with an emphasis on leading edge management practice. provide a learning/training programme that is competency based, recognizes previous experience / education and is integrated with existing educational frameworks such as the National Qualifications Framework (NQF), the relevant Sector Education and Training Authority (SETA). UNIVERSITY OF SOUTH AFRICA (UNISA) INTRODUCTION The University of South Africa was founded in 1873 as the University of the Cape of Good Hope. It affords equal education and employment opportunities to qualified persons regardless of race, gender, sex, ethnic or social origin, colour, sexual orientation, age, disability, religion, conscience, belief, culture or language. Average age of a registered student: 30 years. Learning Centres are situated in: Cape Town, Durban, Polokwane (Pietersburg), Johannesburg, Bloemfontein, Nelspruit, Kimberley and Umtata. With the merging of Vista University s Distance Unit as well as Technikon SA, the new comprehensive UNISA has greater reach, additional learning centres, access to tutor support and a full 24 hour online learning environment. In addition, UNISA has a strong footprint on the entire African continent. Collaborative relationships have been established with many learning institutions across Africa. This would enable UNISA to reach the desired target market as envisaged by CIES and FIFA. THE TARGET GROUP UNISA and CIES want this programme to be structured at the following levels: Candidates within sporting bodies and federations located in the English speaking countries in Africa. Open access to individuals who qualify to study the FIFA/CIES Sports Management Programme, provided that these candidates are not already serviced by existing agreements and markets.

3 WORLD CLASS ACCREDITATION On 12 January 2002 the University of South Africa was accredited by the Accrediting Commission of the Distance Education and Training Council (DETC) in the United States. The accreditation means that a prestigious international Accrediting Commission has concluded that UNISA is a quality distance education institution that sets attainable educational outcomes for its academic programmes, provides materials and services to enable students to reach those objectives and has the capacity to continue to provide these services in future. UNISA s qualifications are comparable to those of other institutions in the USA and elsewhere in the world that have been accredited by DETC. UNISA may use the DETC seal on its material which should enable the institution to attract more students. The accreditation is valid for a five-year period after which the institution is re-evaluated. DETC is aware of the current merger plans and will be kept up to date. THE CENTRE FOR BUSINESS MANAGEMENT (UNISA) The Centre for Business Management was established in 1988 to assist the University of South Africa in the execution of its responsibility to the community in education, research and community service: Support the responsibility that the University bears towards the community in the South African business world. Present introductory, pragmatic, non-degree tuition in the management sciences in accordance with the needs of the business community. Undertake task research for the business world and/or research on the management sciences. Undertake community service. Perform the task primarily through the medium of distance education. In its endeavour to execute the above, the Centre accepts the fundamental philosophy of partners in education. This is based on the underlying principle that management education, especially continuing management education, is the responsibility of the University as well as the business community. The Centre strives to execute its task with dedicated administrative staff, academic staff of the Department of Business Management, and with the support from other University service departments. UNISA sought accreditation for a number of reasons including: Desire for national and international benchmarking of the quality of its teaching and services, An external source of stimulation to improve services, programmes and staff, Benefits to its graduates of having a degree from a university accredited in the US and The possibility of attracting US students because of the accreditation. PROGRAMME STRUCTURE: A PREAMBLE The following considerations are important to the programme proposed: 1. All modules have clearly identified competencies which have to be achieved by learners upon completion. 2. The duration of the programme is 12 months. 3. All modules carry certification by UNISA and endorsed by CIES. 4. We would adopt a blended learning approach which is the benchmark for global training in sports industries. This would entail: Distance learning Structured, self development Experiential learning and practical work based assignment Discussion groups (day seminar) Preambule structure FEES AND APPLICATION PROCEDURE The programme fees for 2010 is R6000,00. This translates into R1000 per module. You must register for 3 modules in semester one (May- November 2010) and the remaining 3 modules will be registered in the semester January-June 2011). The schedule is indicated below. Closing date for new candidates : Tuesday, 26 February 2010 Interviews with CIES and UNISA staff First week in March 2010 Telephonic interviews Will be announced Acceptance of candidates and final registration 23 March 2010 Studies commence 01 April 2010

ADMISSION REQUIREMENTS Senior certificate or equivalent qualification. Persons not in possession of such a qualification will be considered for admission on the basis of work experience and other formal qualifications obtained. In addition, a suitability statement must be completed by all candidates. In addition, prospective candidates must undergo a telephonic interview as well prior to successful admission. FURTHER STUDY OPPORTUNITIES Candidates may embark on degree studies at UNISA and obtain exemptions from certain modules depending on the modules completed on the programme. In addition, candidates may continue with non-degree programmes in specialized areas of management with the Centre for Business Management. LANGUAGE OF INSTRUCTION English TEACHING METHOD Through distance learning. Lecturers communicate with students by means of study guides, tutorials letters and assignments. A week long study school (contact sessions) will be held once during each semester for students at the main campus in Pretoria or at any of UNISA s regional centres around South Africa (depending on enrolment). Comprehensive study guide and materials pack for each module. 2. Lecturer/tutor on call via distance learning. 3. One day seminar on each module at UNISA's offices or UNISA s regional office in Durban. Assessment: 1. A comprehensive assignment/portfolio for each module to be handed in. and A two hour examination in each module at the employee s nearest town or exam venue. Exams are written in October/November of 2010 and May/June of The assignments/summative assessment will carry a weight of 30% and the examination will carry a weight of 70%. Certification: 1. Successful candidates will receive a certificate from UNISA and countersigned by CIES. Accreditation: 1. All modules are conducted under the professional auspices of CIES in Switzerland.
