2 FOREWORD It is a great honour and an immense pleasure for CIES to launch its first ever distance learning FIFA/CIES course for sports administrators in cooperation with the University of South Africa (UNISA). For more than ten years our institute, which benefits from the financial support of FIFA, has developed a great number of projects with the purpose of reaching a better understanding of the multiple aspects of sport and of football in particular. This is why CIES has carried out extensive research in the fields of law, economics and sociology. It also has created a Master s Degree in Management, Law and Humanities of Sport, in which more than 180 students from 68 countries have already participated. CIES is also the trustee of the famous João Havelange Research Scholarship which is open to universities from all over the world. In the age when sport has become whether for good or bad one of the key actors of society, it is vital to continue our efforts so that it can retain its power of attraction and its dignity. Remarkable sporting achievement and their economic implications must preserve unwavering ethics. The FIFA/CIES course meets this objective. Our arrival in South Africa and our cooperation with UNISA demonstrate our will to offer the future sports administrators of this country and of all the English speaking countries in Africa working tools in such varied fields as communication, law, finance, management, marketing and sports events organisation. The important thing is that these instruments have to be adapted to local realities in order to keep all their efficiency. It will be the role of UNISA to ensure that this is the case. As the ambitious programme launched by FIFA proclaims, it is a good idea to "Win in Africa with Africa", so that the FIFA World Cup South Africa 2010 leaves a concrete and fruitful heritage to be bestowed on future generations. Jean-Louis Juvet CIES President CIES IN AFRICA The University of South Africa (UNISA), in association with the International Centre for Sport Studies (CIES) and with the support of FIFA, is proud to offer this Certificate in Sport Management to interested persons in South Africa and other countries in Africa. The University was selected by FIFA and CIES as the sole distance learning education provider of this qualification to Africa. UNIVERSITY OF SOUTH AFRICA (UNISA) The University of South Africa was founded in 1873 as the University of the Cape of Good Hope as a purely examining body for other institutions. It affords equal education and employment opportunities to qualified persons regardless of race, gender, sex, ethnic or social origin, colour, sexual orientation, age, disability, religion, conscience, belief, culture or language. Average age of a registered student: 30 years Learning Centres are situated in: Cape Town, Durban, Polokwane (Pietersburg), Johannesburg, Bloemfontein, Nelspruit, Kimberley and Umtata. With the merging of Vista University s Distance Unit as well as Technikon SA, the new comprehensive UNISA has greater reach, additional learning centres, access to tutor support and a full 24 hour online learning environment. In addition, UNISA has a strong footprint on the entire African continent. Collaborative relationships have been established with many learning institutions across Africa. This enables UNISA to reach the desired target market as envisaged by CIES and FIFA. WORLD CLASS ACCREDITATION On 12 January 2002 the University of South Africa was accredited by the Accrediting Commission of the Distance Education and Training Council (DETC) in the United States. The accreditation means that a prestigious international Accrediting Commission has concluded that Unisa is a quality distance education institution that sets attainable educational outcomes for its academic programmes, provides materials and services to enable students to reach those objectives and has the capacity to continue to provide these services in future. pg. 1
3 UNISA s qualifications are comparable to those of other institutions in the USA and elsewhere in the world that have been accredited by DETC. The accreditation is valid for a five-year period after which the institution is re-evaluated. DETC is aware of the current merger plans and will be kept up to date. Unisa sought accreditation for a number of reasons including: Desire for national and international benchmarking of the quality of its teaching and services. An external source of stimulation to improve services, programmes and staff. Benefits to its graduates of having a degree from a university accredited in the US. The possibility of attracting US students because of the accreditation. PROGRAMME DELIVERY Delivery method: 1. Comprehensive study guide and materials pack for each module. 2. Lecturer/tutor on call via distance learning. 3. One day seminar on each module at UNISA s regional office in Durban. Assessment 1. A comprehensive assignment/portfolio for each module to be handed in. 2. A three hour examination in each module at the student s nearest town or exam venue. 3. The assignments/summative assessment will carry a weight of 40% and the examination will carry a weight of 60%. Certification Students receive a certificate from UNISA. Accreditation All modules are registered with the South African Qualifications Authority at NQF level 6 with a total of 72 credits (12 per module). COURSE OBJECTIVES UNISA and CIES have the following objectives: To provide a learning/training programme that will facilitate the effective transfer of knowledge and skills within the Sports Management environment. To provide a learning/training programme that is integrated, flexible and is designed around both CIES and individual needs, with emphasis on leading edge management practice. To provide a learning/training programme that is competency based, recognizes previous experience and education and integrated with existing educational frameworks such as the National Qualifications Framework (NQF), the South African Qualifications Authority (SAQA) and the relevant Sector Education and Training Authority (SETA). ADMISSION REQUIREMENTS Senior certificate or equivalent qualification. Persons not in posession of such a qualification will be considered for admission on the basis of work experience within the sports and related industries and on the basis of other formal qualifications obtained. TARGET AUDIENCE Candidates within sporting bodies and federations located in the English speaking countries in Africa. Open access to individuals who qualify to study the Sports Management Programme, provided that these candidates are not already serviced by existing agreements and markets. PROGRAMME STRUCTURE The following considerations are important to the programme: 1. All modules have clearly identified competencies which have to be achieved by students upon completion. 2. The duration of the programme is 12 months. 3. All modules are registered with the Council for Higher Education (CHE) and recorded at the South African Qualifi cations Authority SAQA) and with a NQF levels of 6. pg. 2
4 4. All modules carry certification by the University of South Africa. 5. Our aim is to provide multiple entry and exit points for students with staggered block training in 6-month segments (semester). 6. We would also support Recognition of Prior Learning (RPL) when students are selected for these programmes. This would be done on an equal status exemption basis. 7. We would adopt a blended learning approach which is the benchmark for global training in sports industries. This would entail: Distance learning Structured, self development Experiential learning and practical work based assignment Discussion groups (day seminar) PROGRAMME CONTENT The following modules would form the core curriculum: Management Principles within the Sports Industry Business Communication Business Accounting, Risk & Finance in Sports Organisations Human Resource Management within Sports Organisations Law and the Organisation of Sports in South Africa Marketing, Branding and Event Management in Sports All of the above module have 12 credits each (total 72 credits) All of the above modules are will be registered at NQF Level 6. MODULE CONTENT Module : management principles within sports organisations Introduction to General Management The Evolution of the Management Theory-Managing in a Changing Environment Managerial Decision Making Organizational Change Goal Setting-Planning Organizational Design-Authority Power and Job Design Leadership Motivation Groups-Controlling. Specific topics relating to the Sports Industry. Case studies applicable to the Sports Industry. Module: business accounting, risk & finance in sports industries The use of financial information in managerial decision making Financial reports for management Financial statement analysis Cost behavior and profit Volume decisions Management control of costs and efficiency Managing finance Setting budgets Achieving budgets Management of working capital Investment alternatives and project evaluation Finance sources and costs Strategic decisions involving finance Capital budgeting for major sporting events Risk management for major sports events. Module: human resource management within sports organisations The foundation and challenges of human resource management Workforce diversity and regulatory challenges Job analysis Job design Employee recruitment Employee selection Employee induction Internal staffing Performance appraisal and performance management Employee training, management development and career management Compensation systems and benefits Health and Safety Trade Unions Collective bargaining and grievance procedure Discipline, counseling and dismissal. Module: law and the organisation of sports The structure of sports organisations in South Africa The funding of sports in South Africa Various types of sporting entities The legal considerations when forming sports bodies and entities Commercial entities eg. SAFA (Pty) Ltd. The process of bidding for rights Television and media rights Sponsorship agreements. Module: marketing, branding and event management Marketing concepts with the sports management industry Branding elements within sports Determining the value of a brand How to market major sporting events The process of event management-planning and hosting an event flow Charting an event Event preparation. All the above topics will be taught within the context of Sports Management and the case studies will reflect such. ARTICULATION TOWARDS THE B.COMM. DEGREE Upon completion of the above programme, the candidate is entitled to claim credits on the B.Com degree or other undergraduate degrees at UNISA as follows: (The candidate will have to satisfy entry requirements for such degrees.) 6 RULES AND GENERAL INFORMATION Closing Date for Applications 15 February 2008 Fees The full fee of R6 000 (year 2008) must be paid prior to commencement of the course. No refunds are allowed for cancellation once the course has started. Selection procedure The CBM will contact applicants for a personal interview after the closing date for applications. The candidates will be informed of the decisions of the CBM two weeks prior to the commencement of the course, at the latest. The decisions of the CBM are final.
