2 2 Aims : describe the training programs organised for all components of veterinary services by ENSV Discuss about possibilities to support veterinary services training among REMESA s member countries Possible support from ENSV or partners

3 3 Who has to be trained? OIE definition of veterinary services : Governmental and non-governmental organisations that implement animal health and welfare measures and other standards and recommendations of the OIE Codes in the territory Good governance of veterinary services requires training of all components

7 7 1. ENSV overview Created in 1973 Located in Lyon Lyon Since 2004 is an OIE collaborating Centre for the training of Official veterinarians. A joint venture between the French government and VetAgro Sup (higher education) Specific mission as school dedicated to VPH Interface between Public and Private sector

ENSV statutory training of official veterinarians.1 French Veterinary Public Health Inspectors (ISPV) (civil servants) have to be trained at the ENSV, during one year, before taking their first posi7on. Allow compliance with interna7onal norma7ve requirements : standards of the OIE, the WTO... and obviously the EU regula7on

ENSV statutory training of official veterinarians.3 Ensuring skills in public law/administration/policies No internal teachers, but large network of external trainers (> 150) To guarantee a multi-disciplinary approach of public action for VPH To prepare to veterinary governance To avoid only on the job training

Necessity of lifelong learning Method : Residential short term courses (3 to 5 days) Annual influx : 600 to 700 trainees 45 to 50 sessions Technical, institutional and legal inputs Knowledges but also specific professional skills (ability to carry out actions; capacity to adapt to a new situation...) Continuous innovation to adapt to new needs of veterinary services

ENSV continuing education for mandated veterinarians.1 Private veterinarians are eyes and ears of administration they should be wide open and well «connected» Goals of the training : «prevention is better than cure» Updating knowledges / Capacity building for specific actions in VPH Raising awareness on VPH Regulatory reminders Collect information on difficulties met Strenghtening relationships between private veterinarians and administration Network building linked with global field surveillance of animal diseases Reinforcing the OIE notion of «veterinary services» among private veteriarian professionals

ENSV continuing education for mandated veterinarians.2 Since 2008 Co-organised with veterinary technical professional organisation (SNGTV) Mixed pedagocial ingeneering Logistical organisation by ENSV Various technical and practical topics : Mandated veterinarian : from animal health to public health Veterinary medicinal products and public health Emerging and exotic major diseases Autopsy and samples in poultry Tuberculosis control : the role of the mandated veterinarian Surveillance of abortion in ruminants

ENSV continuing education for mandated veterinarians.4 In the field, ½ or 1 day training course Annual influx : to 200 sessions /year trainees - 12 topics / year related with current sanitary issues and local sanitary contexts A mixed training team : one private veterinarian/practitioner (technical topics) + one official veterinarian (administrative and legal matters) Mandated veterinarians paid for participation Continuous training compulsory Possible support from France to structure a mixed- network between VS and private veterinarians

ENSV training for professionals Agro-food industrials : workshops on export rules with FranceAgriMer Mixed public : professionals and veterinary inspectors Content : international business context, SPS rules, regulations and certification for export, multicultural approach FNGDS (sanitary breeders organisations Federation) : training for managers on sanitary context and governance foreseen Laboratories : future action?

ENSV International activities.1 As OIE collaborating centre for the training of official veterinarians Since 1995, 70 non-french official veterinarians trained for one year at ENSV 6 months training / 4 months internship Students from : Algeria, Morocco, Lebanon, Tunisia, Madagascar, Senegal, Poland, Romania Possible a[endance for foreign french- speaking official vets

ENSV International activities.2 Training of official veterinarians English-speaking summer course : June 2014 / Food safety : 5 weeks June - July 2015 / Animal Health and welfare : 3 weeks Week 1 : Framework and concepts Week 2 : Tools for sanitary risk assessment and management Week 3 : Interna7onal and European Governance Possible grants from MAAF and OIE to a[end this course for REMESA

ENSV International activities.3 Capacity building in training and pedagogical engineering Participation in EU twinning for veterinary services (Tunisia, Morocco, Egypt, Algeria) as member of FVI OIE twining of collaborating centres (EISMV-Dakar) Morocco official veterinarians training (IAV/ ONSSA) Network of official veterinarians training centres (Algeria, Tunisia, Morocco, France) With the support of
