5 Introducing the OIE Representations 178 OIE Members in 2012 The OIE maintains Representations (Regional and sub regional) in all five regions OIE is subject to authority of the World Assembly of Delegates, comprising Delegates of all Members Delegate is appointed by the Government of the Member Country or Territory and represents it on the World Assembly

6 Introducing the OIE Governance structure of the OIE The Director General The OIE is managed by the OIE Headquarters in Paris, placed under the responsibility of a Director General elected by secret ballot by the World Assembly of Delegates. In 2010, Dr Bernard Vallat was elected Director General of the World Organisation for Animal Health for a third five-year term.

8 Introducing the OIE Members responsibility OIE Members are responsible for setting and adoption of international standards and participate actively in the standard setting process Requests for standards, review of standards and other advice also come to the OIE from the SPS Committee. 8

10 Standard setting for Animal Welfare A new Mandate The OIE was created in 1924 The 4th Strategic Plan extended the OIE s mandate to To prevent the spread of animal diseases throughout the world The improvement of animal health worldwide

11 Standard setting for Animal Welfare Fifth Strategic Plan Animal welfare: a strategic commitment by the OIE Animal health is a key component of animal welfare The OIE is recognised worldwide as the leader in developing international standards on animal welfare

14 Standard setting for Animal Welfare Difference standards setting for AW In 2002 Members mandated the OIE to develop guidelines on animal welfare as part of its standard setting work program Animal welfare is NOT covered by the SPS Agreement It is covered by the WTO Technical Barriers to Trade Agreement which has different legal provisions to the SPS Agreement.
