3 1 Introduction The public sector is increasingly aware of the potential value to be gained from analysing its data effectively. Many parts of government generate and collect vast quantities of data through their everyday activities, such as managing benefits payments, tax collection, NHS patient care, recording traffic data and issuing official documents. As well as structured data residing in managed databases, this data increasingly includes unstructured or semi-structured data such as multimedia images, documents, s and machine sensor data. Data volumes will only increase as more departments embrace digital channels and further fuel the Big Data phenomenon. BAE Systems Applied Intelligence develops and runs cloud based reporting and analytics services, specialising in helping customers extract actionable intelligence and insight from complex, high volume, rapidly changing and growing data sources. Our hot-housing and collaborative methods are at the heart of our approach to delivering reporting and analytics solutions, whereby we work with our customers to rapidly develop prototypes and KPIs (Key Performance Indicators) using an iterative approach. We conduct data discovery workshops using Applied Intelligence s onsite secure data processing and analytics facilities, to support data discovery use cases, data source assessments and key performance indicators (KPI) definitions. We also have experience of delivering services and products to navigate the opportunities presented by Big Data using cloud based architectures which provide scalable, distributed processing and storage and parallel processing. Our experience includes requirements capture, data extract, profiling and loading, system prototyping, development and customisation, integration and testing, deployment and ongoing user support. We are experienced users of open source Big Data technologies, for example Hadoop, Accumulo, and Lucene. For storage and processing we have used the Apache Hadoop products including the Hadoop distributed file system, MapReduce analytics, and distributed key-value stores (HBase, Mongo DB) to underpin our enterprise Big Data solutions. 4 2 Service Overview 2.1 Rapid Reporting Delivery Services Approach We accelerate the delivery of KPI reporting for cloud based services. Our rapid KPI delivery service uses our Test & Learn approach an agile method for jointly developing requirements and designs for building cloud based reports and KPIs. The approach consists of a series of intensive workshops with the relevant stakeholders in your organisation, including subject matter experts, data modellers, business analysts and data analysts. It is a rapid approach to progress through the Requirements, Data Analysis and Design phase in parallel, continually evolving KPI report design and openly sharing across stakeholders. Our approach comprises: User Research & Insight Understand end user personas through user community workshops and user group segmentations Data Landscape & Assessment Understand sources of data and quality to determine feasibility of use Data Visualisation Requirements Collect reporting and visualisation requirements Develop data visualisation tool recommendation (where applicable) Data Entity Mapping Map data entities within datasets to visualisation entities within dashboard mock-up We can also implement commercial, off the shelf data visualisation tools such as Tableau and Qlikview to support intuitive reporting for operational, tactical or strategic decision makers, and set up the required processes and data to enable non-technical users to access and drill down on KPIs and other key reports. This service is part of our Accelerating Data Value framework. 5 2.2 Data Discovery & Exploitation Services Approach We specialise in the identification of complex behaviour patterns and predicting future events through data, and provide a service to undertake data discovery work on our customer s behalf, using their data. We conduct initial data discovery workshops using Detica s facilities, to define the objectives for analysis and exploitation of the data. We typically take copies of our customers data sets, and host them either in our secure IL3 data processing facilities or in the cloud, depending on the sensitivity and classification level of the data. We then analyse the data using a combination of Detica proprietary and open-source tools for insight, working collaboratively with business subject matter experts to test uses cases or identify new ones. Our data discovery and exploitation services incorporate Big Data analytics using cloud based architectures which provide scalable, distributed processing and storage and parallel processing. We are experienced users of open source Big Data technologies e.g. Hadoop, Accumulo and Lucene. For storage and processing we have used the Apache Hadoop products including the Hadoop distributed file system, MapReduce analytics, and distributed key-value stores (HBase, Accumulo) to underpin our cloud-based Big Data solutions. The key data analytics use cases we provide involve data mining, profiling and segmentation with predictive analytics for risk profiling of businesses and individuals, tracing individuals and companies, data matching and payment patterns as well as behaviour analysis. We also provide data based hypothesis testing, running analytics over customers data to validate the key hypotheses that the department wishes to test using its data. This often significantly de-risks investment in major design programmes and can offers early opportunities for self-funding projects. This service is part of our Accelerating Data Value framework. 6 3 Service Scope 3.1 Business Analysis Applied Intelligence s business Design Authority activities help to shape the solution and directly support the delivery of business outcomes. A design authority is responsible for ensuring a solution meets goals, needs and specifications, by defining and employing technical strategies, architecture standards and design methodologies. Working in conjunction with project teams, The Applied Intelligence Design Authority takes an endto-end view of the design and, using a business focused perspective, ensures that the program will deliver business value. 3.2 Design and Development 3.3 Testing Applied Intelligence Business Analysts are highly skilled at investigating business situations, identifying and evaluating options for improvements to business systems and defining and ensuring effective implementation of information systems. Our core services offers include business or user requirements definition, the gathering of non-functional and functional system requirements, process engineering, root cause analysis, SWOT analysis, vendor assessment, functional modelling and managing scope. These services naturally complement broader activities such as building business cases, benefits management and organisational design. Applied Intelligence can work with the Customer to develop a test strategy covering system integration testing, operational acceptance testing and user acceptance testing. We can then work with the Customer s testing managers to complete the testing phases plus (if appropriate) data migration prior to go live. Applied Intelligence applies a risk based approach to testing, mitigating risk early through appropriate proportional use of the testing resource. Early mitigation of defects in the development life cycle, saves time, reducing project risk and aids assurance of a timely delivery and return on investment. 3.4 MI and Reporting MI reports can be provided, including providing access via an easy-to-use visual front end, through which a number of standard and custom reports can be generated. Such reports can provide insight on team performance and efficiency, as well as current workload and throughput. We can work with you to identify the key pieces of data to capture, as well as to optimise your reporting procedures. 3.5 Incident Management We can offer an online, Customer facing, Incident Management system providing a simple method to report and monitor the status of any incident. Incident management in a multi-supplier environment is often complex when the cause of incident is unclear and service restoration can be problematic. Established mature processes, behaviours and methodologies for managing this complexity are an essential feature of an effective incident management service. We react to the incident to restore quality of service within the target time, advising on appropriate work-arounds where feasible during fix time. Data Analytics Services Page 5 of 12

7 3.6 Data Recovery, Conversion and Migration We assist our customers in the migration of data from legacy operational or analytical solutions to new data driven solutions, covering the all the data management principles such as data governance, data architecture and metadata management. 3.7 Data Quality We assist our customers in creating a joined up method for achieving the resolution of Data Quality problems (clean, correct, complete), both organisationally and technically, and in measuring the results delivered. We do this by first understanding how data works within the customer organisation, then measuring whether the data works properly in support of the organisation s objectives. Where data issues are impacting the business, we help our customers to make an informed decision on priorities and where improvements should begin. Data Analytics Services Page 6 of 12

8 4 Technical Requirements No specific services have been offered within these definitions for the provision of a technical environment that will enable the delivery of Data Analytics services. These details and any additional costs will need to be defined on a case by case basis with each customer as the requirements for networking, tooling, licencing, connectivity, infrastructure and facilities will vary for different project. 9 5 Service Delivery 5.1 Service Management Not applicable 5.2 Service Levels Not applicable 5.3 Service Levels Not applicable 5.4 Information Assurance All of our staff working for Government customers hold appropriate levels of security clearance. Typically this is SC and a significant number hold DV. We have extensive experience in scoping, designing, delivering and supporting systems at all Impact Levels from IL0 to IL6+. We are also highly experienced in gaining appropriate accreditation for such systems. At the heart of our capability is our team of CLAS consultants, one of the largest such pools of CLAS consultants in the UK. Our Information Assurance capabilities support both our internal requirements for appropriate security controls and those of our customers. Applied Intelligence s secure data processing facilities are accredited to hold data at IL3, where we are required to hold customer data to support data discovery and analytics work on our premises. All Applied Intelligence s operations based in the UK are certificated to ISO9001 (Quality windows) and ISO27001 (Information Security Management), and we can fully demonstrate application to day-to-day operational and business processes. We are committed to supporting the principles and implementation of the standard and helping our customers gain the accreditation for live services. 5.5 Backup/Restore & Disaster Recovery Disaster recovery services ensure that our Customers IT investments are protected against service interruptions, including large scale disasters, by the development, implementation, and testing of disaster recovery plans. This can involve distributing, the software component of the service across multiple nodes, with failover technology implemented in the software stack to ensure resiliency in the event of failure. The service can be fully managed, with all backup and restore processes handled securely by Applied Intelligence. 5.6 Data Restoration/Service Migration As part of the implementation process we can conduct extensive work with the Customer to ensure existing systems and workflows can be moved away from legacy systems, as part of the BAE Systems Life Cycle Management process 5.7 Trial Services Not applicable. 10 5.8 On/Off-boarding Not applicable. 5.9 Training We can provide full training services. There are three main ways that users and administrators can be up-skilled in the application of a new system or solution. The first is via direct, on-site training delivered to the users and administrators of the service. There are different levels available depending on the exact solution required, and range from one day courses to a five day courses and can be carried out on site or off site. The second is via self-study methods, such as remote tutorials, guide books and software manuals. This can be combined with on-site training if required. We also offer a third method, which is via an extensive train the trainer programme, with nominated members of the Customer s staff becoming experts in the service and are then able to train the rest of their team Exit and Transition Management We can produce and maintain a satisfactory exit strategy and exit plan to describe how they would co-operate with the Customer to facilitate an orderly exit from the contract. Such a plan can include an approach to exit management governance, roles and responsibilities, risks associated with exit and agreed approaches to manage these so as not to impact business operations, and requirements for security/confidentiality during exit. 11 6 Commercial Arrangements 6.1 Pricing Please refer to our BAE Systems Applied Intelligence Data Analytics Services Pricing document for pricing for the services offered in this Service Definition document The terms contained in the BAE Systems Applied Intelligence Terms & Conditions (the Terms ) are herein incorporated into this document. 6.2 Ordering and Invoicing Process We will invoice monthly in arrears, and on acceptance of milestones (please refer to the Terms). 6.3 Customer Responsibilities The Customer s support will aid the successful delivery of G-Cloud Services (please refer to the Terms). 6.4 Termination Terms The Customer may terminate without cause on 30 Working Days written notice. The Supplier may terminate without cause on 45 Working Days written notice. 6.5 Financial Recompense Model for Not Meeting Service Levels Please refer to the BAE Systems Applied Intelligence Data Analytics Services Pricing Document. 6.6 Supply Chain Dependent on the Customer s requirements, we may use sub-contractors in the performance of these G-Cloud Services. We continuously monitor, review and revise our supply chain for the purpose of successful G-Cloud Service delivery. 6.7 Integrated G-Cloud Service Delivery We have many G-Cloud Service offerings. As required by the Customer, we will integrate, manage and deliver complimentary G-Cloud Service offerings to form part of this G-Cloud Service to meet Customer service requirements.
