2 The potential exists to migrate towards Regional maintenance systems using a common resource base for the Middle East Region. Such an approach could include common procurement, shared use of track maintenance and recording machines and internet-based planning features. To assess the feasibility of such an approach it is worthwhile examining current best practices in Asset Management and establish the extent to which the railways in the region wish to develop this proposal. 3 An effective Asset Management Strategy needs to have regard to the following: Registering of Assets Inspection / Measurement / Monitoring Track Quality Improvement possibilities Bridges & Structures Maintenance (and other fixed infrastructure) Benchmarking existing practices against best-in-class Proposal Two day interaction workshop can be organised to clearly define the scope of the RAME needs in each of these areas through an exchange of experience between UIC HQ staff, UIC Project Managers and RAME experts. 6 Summary A two day workshop can be arranged in UIC HQ,Paris or at a location within the Middle East Region in A provisional budget of 50,000 Euros should be considered to include for: Expert preparation of all UIC material (UIC and European Members experts costs RAME members cost not included). Sourcing and engagement of industry experts in some fields. Course preparation, extranet workspace and invitations. Logistics (rooms, coffee, lunches, dinner) and printed material. Travel and hotel accommodation of speakers. Development of benchmarking tools required strong commitment to record information in an uniform manner and to share information with benchmarking group. The scope and success of any project in the Asset Management field will be highly dependant on these factors. Accordingly, it is appropriate to first establish the real needs and commitment of RAME members at an interaction workshop.
