1 FLSA Status = Exempt Network Engineer Probation Period = 12 Months Professional Band 4/Zone 3 Job Code = NETWORK ENGINEER Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To provide analytical support in the development, installation, implementation, testing, evaluation and administration of the City's networks and telecommunication systems; to install, configure, test and support a variety of network components and devices; to perform preventive maintenance on network segments and components; and to perform a variety of duties relative to assigned area of responsibility. DISTINGUISHING CHARACTERISTICS This is the full journey level class within the Network Engineer series. Employees within this class perform the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Network Engineer in that the latter performs the more difficult and responsible types of work assigned to positions within the series. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from higher level supervisory or management staff. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Perform a variety of analytical duties in the development, installation, integration, implementation, evaluation and administration of the City's computer internetworking systems, telecommunication hardware and software, and local area networks. 2. Install and configure network hardware, software and peripheral equipment; troubleshoot, diagnose and resolve server and networked devices hardware and software problems. 1 8/2004
2 3. Perform network system administration functions; monitor and add applications, users and devices; run server security procedures and capacity reports. 4. Provide support to network server administrative and maintenance operations; install and configure software; monitor and provide technical support for mainframe and Internet access; install and configure networked problems including modems, printers and scanners. 5. Investigate, analyze and resolve network-related problems; resolve compatibility problems; recommend and implement changes and improvements. 6. Monitor network security and performance; identify unauthorized access and potential security risks; participate in projects to enhance network security operations. 7. Measure volume and performance of network traffic; identify and make recommendations to improve network utilization and performance issues; assist in design strategies and recommendations to improve network performance. 8. Provide assistance on computer network and telecommunication projects; participate in evaluations of proposed network hardware to ensure compatibility with existing systems; install, evaluate and test system hardware and software; make recommendations on system changes. 9. Install and test new or upgraded voice communications hardware, software and services to include electronic telephone key systems and private branch exchanges (PBX); install equipment and software upgrades or replacements. 10. Measure volume and performance of network traffic; identify utilization and performance issues; recommend strategies and recommendations to improve network performance. 11. Perform technical writing duties in the development and production of system documentation, instructional and procedural manuals. 12. Contact vendors for components, technical reference and/or services required for network expansion and maintenance. 13. Assist in documenting changes, additions, deletions and revisions to network components, wiring and facilities; prepare status reports as required. Marginal Functions: 1. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of local and wide area networks. 2
3 2. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Principles and practices of computer science and information systems. Operations, service and activities of computer network and telecommunication systems. Operational characteristics of a variety of computer systems, applications, hardware and software. Methods and techniques of installing network hardware and software. Principles and practices of local area network administration. Principles, practices, methods and techniques used in local area network design, implementation and administration. Principles of report preparation. Operations, services and activities of local and wide area networks. Operational characteristics of a variety of computer systems, applications, hardware, software and peripheral equipment. Local area network protocols, routing equipment and wiring systems. Data communication standards, protocols, hardware, software and network management practices. Methods and techniques of evaluating network performance. Principles and practices of local area network security and administration. Methods and techniques of developing technical manuals and instructional materials. Principles and practices of troubleshooting network problems. Modern office procedures, methods and equipment including computers. Pertinent Federal, State and local codes, laws and regulations. Ability to: Provide analytical support to City computer network and telecommunication systems. Provide support to local area network administration. Apply principles, theories to current or proposed local area network systems. Evaluate, test, implement and support network and telecommunication systems. Analyze and resolve technical problems using logical and methodical processes. Install, trouble shoot, and upgrade network systems. Evaluate, test, implement and support local area network systems. Assist in network design and implementation activities. Respond to inquiries and requests from system users. Monitor and maintain local area networks. Communicate clearly and concisely, both orally and in writing. 3
4 Establish and maintain effective working relationships with those contacted in the course of work. Maintain mental capacity that allows for effective interaction and communication with others. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing and operating assigned equipment. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years of increasingly responsible experience in supporting local and wide area networks and telecommunication systems. Training: Bachelors degree from an accredited college or university with major course work in computer science, network engineering or a related field. WORKING CONDITIONS Environmental Conditions: Office environment; exposure to computer screens. 4
