2 Background: Stockton Geographic Information System (GIS) was established in 1988 to provide electronic mapping services to City departments Replaced an assortment of paper maps and manual mapping processes Customers include: City Clerk, Code Enforcement, Community Development, Economic Development, Fire, Municipal Utilities, Police and Public Works June 19, 2012, GIS Technology Roadmap identified as a priority project in the Citywide Technology Strategic Plan
3 What is GIS? Technology which combines digital geographic data and business information to generate maps and reports Stores layers of information that can be linked together by geography Modern business intelligence tool for visual decision makers Not just maps - also hardware, software, data, skilled personnel and management of the technology

8 Present situation: Review of GIS programs is needed to assess the strengths, weaknesses and opportunities over the short and long term. GIS Technology Roadmap will: Identify where GIS will be a critical component for future investments in other technology projects Recommend integration of new GIS products Create staff efficiencies and enhance citizen access Modernize GIS to prepare for new projects identified in the Citywide Technology Strategic Plan (CTSP)
9 Present situation: Review of GIS programs is needed to assess the strengths, weaknesses and opportunities over the short and long term. GIS Technology Roadmap will: Confirm system upgrades are necessary to continue high level support for City systems and interfaces Illustrate where GIS improvements are a critical component for current and future investments in City technology Recommend GIS products to help drive business decision processes Improve staff efficiencies and enhance citizen access Modernize GIS to prepare for new projects identified in the Citywide Technology Strategic Plan (CTSP)

11 Time line: Release RFP February 12, 2013 Proposals due March 15, 2013 Review and selection of Proposals March 2013 Council approval of contract with successful proposer April 2013 GIS Technology Roadmap development May 2013 Presentation to GIS user groups June 2013
12 Recommendation: Adopt a resolution approving findings that support and justify exceptions to the competitive bidding process. Authorize the issuance of a Request for Proposal ( RFP") to hire a consultant to provide services to the City's Information Technology Division for the preparation of a Geographic Information System Technology Roadmap.
