The interested organizations are requested to submit sealed proposals, in the prescribed formats along with a Covering Letter, and completed in all respect, to this Ministry at the following address so as to reach latest by 3.30 P.M. on 19 th October The technical bids will be opened at 4.00 P.M. same day, by a Tender Opening Committee in Conference Room No. 108, 1 st floor, Block-14, CGO Complex New Delhi, and the representatives of the bidders organisations could be present on the opening date/time. I / We hereby submit our offer in full compliance with terms & conditions of the above RFP. A blank copy of the RFP duly signed on each page is also submitted as a proof of our acceptance of all specifications as well as terms & conditions and accept all risks and responsibilities directly or indirectly connected with the performance of the RFP. 5 Part-I Scope of Work and Deliverables 1. Brief note of Solar Lighting System Website The Ministry has set a target of installing 200 MWp for off-grid and decentralized solar systems upto March 2013 under the first Phase of Jawaharlal Nehru National Solar Mission (JNNSM). The Ministry has issued detailed guidelines to facilitate the implementation of the Scheme and is providing Central Financial Assistance(CFA) in the form of capital subsidy and interest subsidy to individuals and non-commercial entities for the off-grid solar photovoltaic lighting and other similar systems. The Ministry is implementing a capital subsidy scheme through NABARD. This arrangement enables manufacturers and system integrators to reach out to a large rural client base seamlessly. These systems would largely be for lighting and meeting other small electrical needs. It is expected that as the relationship between banks, clients and manufacturers builds, the manufacturers would innovate with other product applications as per demand of the market and the paying capacity. This is one of the objectives of the Ministry and would lead to product innovation and with a strong system of accountability for quality and O&M. The website should contain the following sections:- 1. SPV Manufacturers empanelled under lighting programme (off Grid ) Name of contact person, complete address, telephone/fax and other information of all manufacturers Type of products (Solar lanterns, home lights, Street lighting systems, etc.) with tentative prices for each manufacturer. Photographs of products, if available. Details of Dealer network of all manufacturers (Pan India) 2. Off Grid Scheme through State Nodal Agencies Information on the Off-grid Solar Applications Scheme including Central Financial Assistance (CFA) availability for different category of beneficiaries. Contact details of Key personnel from State Nodal Agencies (SNA) for availing CFA.

6 3. Capital Subsidy Scheme being implemented through NABARD. Brief information about the Capital Subsidy scheme implemented by NABARD. List of Regional Rural Banks with Contact details of concerned persons for availing subsidy and loan. Contact details of key officials of NABARD and MNRE concerned with the scheme. 4. Grievances Redressal. Format for submitting grievance with all necessary required details. Automated allocation of grievance no. and date of submission. 5. Link to concerned important websites 2. Scope of Work & Deliverables 2.1 Functionality The new website should contain following minimum features and shall be hosted on NIC servers. Comply with all the requirements as stated in Guidelines for Indian Govt. Websites Version January 09. The website should be supported by popular web browsers i.e. IE7+, Mozilla 3+, Google Chrome 4.0+, Opera CMS based website having multi-administrative control with user defined workflow stages. Website should have bilingual support English and Hindi. MNRE will provide contents in English & Hindi. Hindi content will be for key pages only for approx % of total English content. The content uploaded on the website would be completely isolated and would have restricted access. Only admin users with certain rights to add/edit/update the content would be able to manipulate the content they own. A Feedback management system shall facilitate collection of feedback from visitors to the site in the predefined form. Availability of pictures and animation on home page and on some

7 internal pages Controlled depth of information: Desirable is 3 levels Full Text Searching There should be a download section to facilitate downloading of documents, brouchers, forms, etc available for download. Portal (India.gov.in) Other features (minimum) - Related websites - Website Policies (As per Guidelines for Indian Government Websites) - FAQ - Photo Gallery - News - Hit Counter - Site Map - Help - Contact us 2.2 Usability Home Page Homepage should be attractive and well-constructed, so that it makes a good first impression to all who visit the site Tag line should increase user s understanding of the site. Key topic areas should be presented in order of importance and should be easy to scan. Up-to-date news stories should be focused on the homepage. Homepage should clearly communicate the site's purpose, and show all major options available on the Web site. The majority of the homepage should be visible above the fold, and should contain a limited amount of prose text. Easy access to the homepage should be provided from every page in the site.

8 2.2.2 Page Layout All items should be appropriately aligned on the pages and layout should be consistent on all the related pages. Limit the amount of white space (areas without text, graphics, etc.) on pages that are used for scanning and searching. Style & colour scheme should be consistent across the site. Use a fluid layout that automatically adjusts the page size to monitor resolution settings that are 1024x768 pixels or higher Navigation A Web site s navigation scheme and features should allow users to find and access information effectively and efficiently. Navigation tabs should be located at the top of the page, and look like clickable versions of real-world tabs. The navigation elements should be clearly differentiated from each another and should be placed in a consistent way so that it can be easily located on each page. Site maps should be available with all the links of pages existing on the website and link for the site map should be clearly visible on the homepage Heading, Titles & Labels Headings should be used in their appropriate HTML order and heading levels should not be skipped. All pages should have category labels including links and clearly reflect the information contained within the category 2.3 Accessibility The website should be accessible to handicap persons including: - Persons having low/ no hearing capability, - Persons having no vision, low vision capability, color blindness, - Inability to use mouse. 9 2.4 Security Features The website should have the following security features: Compliance with Guidelines for Government of India Websites, Version January 09. Free from OWASP 2011 Top 10, Vulnerabilities A secure mechanism for multi-point administrators (different location with dynamic IPs) Captcha to be implemented to prevent password cracking tools. Protecting against DoS attack targeting application like locking of the application Secure mechanism of changing the password in lost/forgotten scenario. Audit trail should be enabled on the website, so that the administrator can see the successful and unsuccessful logon, with time, IP attempts on the website. Website should be able to generate mail Alert and also historical report in the security report viewable to the administrator containing the Time, IP address of attackers, the page under attack, and the parameter under attack with the attack values. The attacks may be identified by any change in the parameter value not available on the website. E.g. page.asp? parameter=2; If the value 2 gets changed to anything invalid number say N which does not produce proper view or it contains SQL Injection, XSS strings. There should be a provision of blocking any IP or Network by assigning IP Address range from accessing the pages of admin module of the website; also the main website. So that identified attackers can be blocked. The admin module, uploader module should be in separate folder so that HTTPS can be configured on the functionality that requires login action to be done. 2.5 Other Requirements In the control panel all the logs must be created so as to facilitate the tracking of modifications in website different administrators by central administrator.

10 Training to the MNRE administrators/content uploads should be provided. Proper user manuals in PDF format should be provided with deployment of the website. Manual should cover the steps to manage content & steps to upload content/images/video & other basic uploader sections. Similarly training would be given to administrator for the admin related sections in CMS. 3. Review and Acceptance testing The website development work will be reviewed during its development. MNRE will participate during reviews of design and implementation. MNRE shall carry out the acceptance testing w.r.t to scope of the work as given in the Part I of RFP. All defects found during review, compliance testing and security testing shall be fixed to the satisfaction of MNRE. 4. Deliverables Documentation covering User Interface Design, SRS and technical Design Report (TDR) of planned website (signoff of design document will result into coding phase). Newly developed Solar Lighting System Website (as per requirements stated above ) along with source code User manual for administration and management of website Training on administration, operation & maintenance of developed website Test Report w.r.t. the following: - Functionality - Compliance to WCAG 2.0 Level A - Security 5. Time schedule The estimated time for completion of the work is four months from the date of issue of work order. The bidder is required to be clearly indicating the stage wise time schedule in the proposal.

11 The development process will be reviewed regularly as per the time schedule Time taken by MNRE on account of reviews and testing will be additional. 6. Scope of AMC Work (for a period of 1 year) Maintaining compliance to Guidelines for Indian Government Websites, Version January 09 Bug fixing in delivered code/cms (if any) Maintaining compliance to Web content Accessibility Guidelines (WCAG 2.0) for minimum level A AMC rates and terms should be clearly quoted on Yearly Basis.

12 Part-II General Terms & Conditions 1. EARNEST MONEY DEPOSIT (EMD) The proposal/ bids must be accompanied by Earnest Money Deposit of Rs.20, 000/-. (Rs. Twenty Thousands only). Bids received without earnest money deposit (EMD) will not be entertained. The EMD shall be in the form of account payee Demand Draft or Fixed Deposit Receipt or Banker s Cheque or Bank Guarantee from any Nationalized/Commercial Bank in favor of DDO, MNRE, New Delhi. The EMD must be valid for six months from last date of submission of tenders. EMD through cheque is not acceptable. Earnest Money is liable to be forfeited and proposal is liable to be rejected, if the tenderer withdraw or amends impairs or derogates from the tender in any respect within the period of validity of the tender. The earnest money of the entire unsuccessful bidder will be returned as early as possible after the expiry of the period of the proposal validity and after issue of the purchase order. The EMD will be furnished by all bidders except those who are registered with Central Purchase Organization, NSIC. 2. PAYMENT TERMS The payment schedule for the Designing and implementation of Solar Lighting System Website will be as follows:- - After CMS and Homepage Layout approval : *30% - After User Acceptance Testing (UAT) : *40% - Hosting website at NIC : *30% *of the contract value Service Tax and/or any other tax, if applicable and intended to be claimed from the MNRE, must be specifically mentioned along with quoted price, failing which no such claim will be admitted on any ground at any stage. 2.1 If the organization is an NGO or other consultancy organization, thirty percent (30%) of the job amount will be released in advance on submission of a

13 Bank Guarantee of equivalent amount from a nationalized bank/ indemnity Bond, having a validity of twelve months. In case, it is a Central Govt. Organization/Institution/ Autonomous body, forty percent (40%) of the approved contract value will be released as advance along with sanction letter, without bank guarantee. 2.1 The payment of bills would be made on submission of bills in triplicate duly pre-receipted on a revenue stamp, normally within 30 days of submission and satisfactory progress/ completion of work. 3. Terms & Conditions 3.1 Submission of Bids /Proposals: The Bids /Proposals must be submitted within the specified time i.e. on or before 3.30 PM on 19 th October 2012 at MNRE address. The bids must be sent in sealed envelopes. Envelope should bear the inscription as RFP No.32/57/ /PVSE, subject and bid system i.e. two bid system. Refer important guidelines for submitting the proposal given in Part IV. 3.2 Validity of Quotes: The rates quoted should remain firm at least for four months from the last date of submission of the tender. 3.3 Delivery Time: The bidder must complete the work within four months from the date of issue of the work order. The orders must be executed within the stipulated time frame; otherwise the same is liable to be cancelled without any reference/ notice. MNRE also reserves the right of imposing penalty at its discretion, as given in succeeding para 4, 3.4 Incompleteness and Delays: MNRE shall not be liable for postal delays. The incomplete proposal or the proposal received after the due date and time of submission will not be considered. 3.5 Inspection and Testing: The bidder at his end will inspect and test the developed website. MNRE reserves the right to review the work at any stage and test the website before hosting. The bidder / developer shall carry out changes if required, to comply with the technical compliance to the scope of work, free of cost. 3.6 Performance Warranty: The website performance shall be monitored for a minimum period of ONE Year from the date of satisfactory hosting/installation. The bidder /developer rectify problems and carryout any

14 issue/ bugs in delivered application/code, during this period without delay free of cost. 3.7 Annual Maintenance Contract (AMC): Quotations should state also the cost of AMC for one year separately. The AMC s terms and conditions must be clearly specified such as scope of work, etc. AMC payments are normally made on half-yearly basis at the end of each six month period. The decision for award of AMC will be taken by MNRE at the end of expiry of Performance warranty. MNRE reserves the right to award or terminate the AMC at any time without assigning any reason. 3.8 Installation, Testing and Commissioning: After successful inspection and testing by the MNRE, the website shall be installed, tested and commissioned at NIC Delhi, free of charge. 3.9 Site Acceptance Tests: The website within the scope of work shall be as per specifications given. In case the whole website or any part thereof is found to be of inferior quality or not performing satisfactorily the same shall be developed or modified free of charge immediately Modification / Cancellation: The MNRE, reserves the right to alter/modify or reject work specifications at any stage without assigning any reason, before the placement of work order. 4. Delivery and Penalties: 4.1 The Designing and implementation of the website for this tender means uploading of developed website with post security audit/testing at MNRE/NIC server and successful demonstration of all activities defined in the scope of work. 4.2 Any delay beyond the quoted time schedule by the bidder, will attract a 0.5% of total value of work order per week of delay subject to a maximum of 5% of work order. Beyond that MNRE may cancel the work order and get unfinished work from alternate sources at the cost and risk of the defaulting bidder. 4.3 The bidder stands committed to fix all the functionalities deficiencies noticed and reported in the software in one warranty month from the date of acceptance of development application by MNRE. 4.4 The bidder would provide the system reference manual in one printed copy and two CDs to MNRE.

15 4.5 The source code would be delivered to MNRE in duplicate CDs. 4.6 After the job completion the bidder will not retain any copy of the website with them nor it be used by the bidders for any other purpose without the prior permission of MNRE. 4.7 The delays caused by following force majeure conditions such as war, riot to civil commotion, earthquake, natural disaster and restrictions imposed by government etc. will not call for penalty. However, if the conditions continue for more than one month, MNRE reserves the right to cancel the order without any obligation to compensate the bidder in any manner what so ever. 4.8 Hardware/Softwares/Hosting required for hosting environment would be provided by MNRE. 5. Disputes: Any dispute or difference whatsoever arising between the supplier /contractor and purchaser unless resolved amicably, shall be settled by a Court of Law having jurisdiction over New Delhi.

16 1. Minimum Eligibility Conditions Part-III Evaluation and Selection Procedure The bidder must have a legal identity. The organization s registration certificate (not in case of Govt. organization), Service Tax and income tax registration certificates are essential requirements. A copy of each should be enclosed. The organization s turnover for past three financial years shall not be less than Rs.1.00 crore per year. (Summarized sheet of turn-over of last three years certified by registered CA should be compulsorily enclosed) The bidder must have three years experience in the design, development and maintenance of website and web enabled applications and should have successfully completed projects using current methodologies. Also Attach copy of work orders & completion certificates as proof. At least three Government websites in compliance with the Guidelines for Indian Government Websites, 2009, in last 3 years having similar features as desired for Solar Lighting System Website. Specify the name(s) of such websites and Contact details of the organization. The bidder must provide methodology to execute the work in terms of design, brief on software, tools, technology to be used for the development including the qualifications of the proposed personnel to be assigned for designing and implementation of solar lighting systems Website. Evaluation of bids Technical bids will be opened first and examined by the Technical Evaluation Committee (TEC) formed in the Ministry. Financial bids will then be opened for those applicants only who are selected based on the following criteria to be adopted for the evaluation of technical bids:-- Sl. Technical bid will be opened on the same day at 4.00 PM on 19 th October 2012 at Ministry s Conference Room(108), Block-14, CGO Complex, New Delhi. However, financial bids will be opened only of those bidders whose technical bids would be complete in all respect as per tender notice and found by the TEC as technically qualified for short-listed Any offer containing both the technical and financial bids in the same envelop may be out-rightly rejected. The tender found incomplete in any respect will also be rejected. The Ministry reserves right to accept or reject any or all Expression of Interest (EoI) without assigning any reasons thereof. 18 Eligible applicant may be required to make a presentation of their credentials and the proposals before a Committee constituted by the Ministry for this purpose. The exact date, time and venue of the presentation will be intimated to the eligible applicants separately. It is proposed to award the job of designing the website to the selected organization by November 2012.

19 Part-IV Guidelines & Formats Guidelines for submitting the Proposals Proposals must be submitted for with scripting subject i.e. Design and Development of Solar Lighting System Website in sealed envelopes with proper RFP reference number written on each envelope. The envelopes should also be clearly scripted with proposal system type i.e. Two-Bid System The proposal under TWO Bid System need to be submitted in separate sealed envelopes for - EMD and Request for Proposal fee etc. - Technical proposal containing all technical details, - Financial proposal containing item-wise cost for all items quoted in the technical proposal Finally all the sealed envelopes must be sealed in ONE envelope. The proposal should contain full details of features to be build and implemented. Attach supporting documents (as applicable) as evidence of competence for carrying out the requisite work as described in scope of work. The Proposals must be submitted in Original. The /scan/photocopies of bids/proposal are not acceptable The bidders shall submit their proposals, in Original, duly ink signed by them on each page by Authorized signatory along with company seal & Date.
