5 Ladies and Gentlemen, e population of a million, two modern sea ports with four container terminals, more than twenty schools of higher education, several dozen international firms of the hi-tech sector, wide beaches, amber, and millions of tourists is is the picture of the dynamically developing Gdańsk Metropolitan Area. e Metropolis embraces the neighbouring and closely cooperating local communities of the Pomeranian Voivodship, which have volunteered to share the challenge of solving the problems accompanying the dynamic development of the Gdańsk Metropolitan Area. e need to take action to consolidate cooperation between individual local authorities, pointed to in public and medial debates resulted in the formation of the Council of the Bay of Gdańsk Metropolis in e Council members represent eleven local authorities, and further communities aspire to join in. Perceiving new opportunities arising thanks to integration of the local authorities around the issues of improving the quality of the living conditions, developing the infrastructure, and taking effective actions to attract new investors and jobs, we have created one of the quickest developing regions in Poland. Open to cooperation with other local authorities, the community competes successfully with other similar metropolises in Poland and abroad, and plays an increasingly prominent role in the social and economic development of Poland and the Baltic Sea Region. is is where the young and creative generation for whom internal administrative borders have long ceased to exist, lives, studies, and works. We have built the sense of unity through modernisation and integration of the internal communication system, location of centres of research, and quick urbanisation of the towns and communes comprising the Metropolis. Human capital, high quality of life, and efficient services provided to the residents and investors are but a few of the competitive advantages the Metropolis has to offer today. In addition, the area is worth particular attention because of its rich history, extensive cultural diversity, its unusual location and natural environment which once attracted humans to settle in the area and today add up to the unquestioned tourist values of the Metropolis. Our combined potential pertains to winning over new businesses, and these in turn raise our own and the investors position on the economic map of Poland and the united Europe. e success stories and satisfaction of the international investors speak best of the attractiveness of the Gdańsk Metropolitan Area for the investment purposes. In recognition of the role entrusted to the Council of the Bay of Gdańsk Metropolis and in consideration of the social and economic advantages of the costal communes we have decided to present their synthetic picture to you in this Atlas of the Gdańsk Metropolitan Area. When compiling this description of the social and economic phenomena we identified a number of attributes which add up to constitute the competitive edge of the Gdańsk Metropolitan Area over other regions in Poland. anks to fluent cooperation with the Poviats and Communes members of the Metropolis we have managed to create an interesting compendium of facts useful to the investors and residents. Let us take this opportunity to express our gratitude to all who provided us with information and the necessary materials without which this first edition of the Atlas could not have been put together. 8 GDAŃSK METROPOLITAN AREA AMBER GEM OF THE NORTH The Gdańsk Metropolitan Area is the quickest developing urbanised sub-region of Northern Poland and a well-established centre of integration processes in the Baltic region. The Metropolis aspires to the role of the key link in the chain of the transport routes leading from the countries of Northern Europe to the countries of Central and Eastern Europe and other countries on the Mediterranean Sea. Favourable location, many young, well educated and highly qualified inhabitants, a robust academic base, a wealth of sites of historic significance, and the highly inviting and pollution-free natural environment attract new inhabitants and investors to the Metropolis. Geographically, the Gdańsk Metropolitan Area covers 11 local administrative areas members of the Council of the Bay of Gdańsk Metropolis, including three cities enjoying the status of the poviat, i.e. Gdańsk, Gdynia, and Sopot, eight municipalities, one municipal/rural commune, and two rural communes. The thus structured Metropolis noticeably undergoes many dynamic integration processes, which bring fruit fostering steady social and economic development achieved consistent with the sustained development principle. Population of the Gdańsk Metropolitan Area Gdańsk The Gdańsk Metropolitan Area stretches over 1007 sq.km and has inhabitants. The three centrally located cities group 80% of the population, out of which Gdańsk accounts for almost 49%, Gdynia for ca. 27%, and Sopot for ca. 4%. The average density of the population in the Metropolis is 939 people per square kilometre, which is as much as eight times the average of the whole Pomeranian region, Poland, and European Union. 10 GDAŃSK METROPOLITAN AREA AMBER GEM OF THE NORTH ECONOMIC STRUCTURE OF THE POPULATION A characteristic feature of the Gdańsk Metropolitan Area is the favourable age structure of its population which enhances the developmental potential of the whole Pomeranian region. Agriculture, hunting, forestry, and fishery have a marginal share in the Gross Added Value. The share of the industry and building is also diminishing giving way to the sector of broadly understood services. Table 2. This high position among other highly urbanised Polish areas is, among others, the effect of the high potential inherent in the local economy and the growing entrepreneurship among the inhabitants of the Metropolis

The budget expenditure figure was PLN 2.44 billion. The debt of the local authorities totalled PLN million. The budget revenue per head ranged from close to PLN 4.2 thousand in Sopot to more than PLN 1.9 thousand in Reda. The budget expenditure per head, on the other hand, ranged from almost PLN 3.6 thousand in Sopot to nearly PLN 1.9 thousand in Reda. The figures prove best that the local authorities follow a carefully constructed financial policy taking proper advantage of the good economic conditions. In recent years the expenditure of the local authorities has to a growing extent been allocated to infrastructural investments co-financed from the EU funds

14 METROPOLIS OPEN TO THE WORLD The Gdańsk Metropolitan Area is the main transport node in Northern Poland. The node components are: two modern seaports (Gdańsk and Gdynia), the Gdańsk Lech Wałęsa international airport, the system of four international routes running across the area, plus provincial roads of importance for the regional and national development, an expanded railway node with four crossing railway routes subjects of the AGC international agreements. Thanks to the investments financed from the state budget and local funds, the projects co-financed by the European Union and private investors, accessibility of the Metropolis to transport is improving in both national and European scales. Improving too is the internal transport coherence. SEA TRANSPORT The attractiveness of the Metropolis seaports is the function of the modern reloading terminals suited to service line and tramp vessels, and the multitude of established transport lines. The ports of the Metropolis offer regular lines to approximately 90 seaports in over 40 countries world-wide. 15 METROPOLIS OPEN TO THE WORLD The seaports of the Gdańsk Metropolitan Area have many modern reloading terminals suited to service all cargo groups. The major installations include three ferry terminals, two ro-ro terminals, four container terminals (one in construction), fruit handling terminals, specialist bases fit for handling bulk cargo such as corn, fertilisers, sulphur, crude oil, and gas, and terminals servicing car carriers. Both ports can also take cruisers. Thanks to the investments in modern reloading terminals the ports of Gdańsk and Gdynia can handle any sort of cargo in import, export, and international transit. 16 METROPOLIS OPEN TO THE WORLD AIR TRANSPORT The Gdańsk airport is the second Polish airport after Okęcie in Warsaw, which holds all certificates necessary to receive the largest passenger and cargo craft. The Lech Wałęsa Airport located within the borders of the Gdańsk Metropolitan Area ranks among the most important and quickest developing airports in Poland. National carriers, low-cost liners, and charter carriers offer flights to about 30 domestic and international destinations. Table 3. Cargo is taken by passenger liners, and dealt with by domestic and international operators, including: LOT Cargo, Lufthansa Cargo, British Airways, SAS, DHL, and TNT. The arrangements allow for swift forwarding of cargo and valuable mail to any place in the world. ROAD AND RAILWAY TRANSPORT The area of the Metropolis lies on two international transport corridors of key importance to road transit: Corridor IA (Helsinki-Tallinn-Riga-Kaliningrad-Gdańsk), which is a branch of Corridor I (Helsinki-Tallinn-Riga-Kaunas-Warsaw), Corridor VI (Gdańsk-Katowice-Żylina) linking Scandinavia to Central and Eastern Europe, and the Mediterranean countries. A network of international and national roads links the region to Southern Europe via Slovakia (E-75, E-77), Eastern Europe via Kaliningrad (E-22), and Western Europe via Germany (E-28). The A-1 motorway, currently in construction, is of strategic importance for the development of the Metropolis. The A-1, being a section of the VI European Transport Corridor, will link the region to southern Poland and Europe. Alongside the motorway, two double-carriageway projects are now being considered: the S5 road to link the Gdańsk Metropolitan Area to Poznań and Wrocław, and an express road to connect the cities lying on the southern coast of the Baltic Sea, from Hamburg to Tallinn. 18 METROPOLIS OPEN TO THE WORLD Map of transit roads running through the Gdańsk Metropolitan Area Map of transit railway lines running through the Gdańsk Metropolitan Area The Metropolis is the point where 4 major international railway lines, all integrally included in pan-european transport corridors, cross: via Szczecin to the German border, via Warsaw and Kraków to the Czech and Slovak borders, via Bydgoszcz, Łódź, and Katowice to the western and southern borders, via Olsztyn to Kaliningrad, or via Białystok to Belarus. The configuration of the railway network in the Metropolis ensures direct access to the reloading terminals of the port, major plants, and many attractive investment sites

20 EDUCATION MATCHING THE EUROPEAN STANDARDS With the view of ensuring the proper level of education and vocational qualifications, the Metropolis supports an extensive system of public and non-public secondary schools. Their task is to prepare graduates of junior high-schools [gymnasiums] to continue studies at schools of university level, and equip them with practical skills in the broad array of the vocations in demand in the Metropolis and region. SCHOOLS OF HIGHER EDUCATION The Gdańsk Metropolitan Area is home to many public and non-public schools of higher education which, together with academic and research institutes, exert a significant formative impact on the developmental potential of the entire Northern Poland. The largest public schools of higher education are: the University of Gdańsk, Gdańsk University of Technology, Medical University, Maritime University, and the Academy of Physical Education and Sport. The major non-public schools include: the Gdańsk Higher School of Humanities, Higher School of Management in Gdańsk, Higher School of Finance and Accountancy in Sopot, Higher School of Banking in Gdańsk, and Higher School of Administration and Business in Gdynia. The number of higher school graduates of various fields in the Gdańsk Metropolitan Area in the academic year of 2006/2007 reached 16.3 thousand. The population of students continuing their education in the same period was 88.3 thousand, with the academic staff composed of 5.1 thousand teachers. Graph 14. The Metropolis is home to the following institutes: institutes of science and research of the Polish Academy of Sciences (PAN), Institute of Fluid-Flow Machinery, Institute of Hydraulic Engineering Construction, Institute of Mathematics, Institute of Oceanology. 28 SUCCESSFUL ECONOMY COMPETITIVE ECONOMY The last ten-or-so years have witnessed huge transformation in the economy of the Gdańsk Metropolitan Area. The major changes have occurred in its structure, now dominated by the private sector. Privately owned businesses represent an absolute majority, especially in building and services, and employ over 80 percent of the people working in the Metropolis enterprise sector. The local industry is still dominated by traditional trades, i.e. ship-building, and petrochemical, chemical, and food industries. The role of amber-working, a highly specific trade, in the economy of the Metropolis is also far from marginal. The share of knowledge-based sectors such as electronics, tele-informatics, or cosmetic and pharmaceutical production is on a steady increase too. The Metropolis is steadily gaining in status as the location of technologically advanced services, i.e. information technology, accounting, and finance. The well developed business environment pertains to the growth of the Metropolis economy. Representatives of small, medium size, and large businesses can choose from hundreds of firms offering advisory and accounting services, real property administration, and a whole range of legal, financial, and insurance services. 31 SUCCESSFUL ECONOMY INNOVATIVE ECONOMY Together with the Pomeranian region the Gdańsk Metropolitan Area ranks among the top Polish regions in terms of the number of the locally-based high-tech businesses: high-tech industries: LCD TV set manufacturing, RTV set manufacturing No. 1 in Poland pharmaceutical production No. 2 in Poland. Knowledge-based and high-tech services: database building (IT) No. 1 in Poland, technical examinations and analyses No. 2 in Poland, other financial mediation No. 3 in Poland. The Gdańsk Metropolitan Area comes second in Poland in terms of the number of hightech businesses per 1 million inhabitants (49 enterprises). The dynamic development of the high-tech sector is achieved through the inflow of investments from international concerns, Polish firms transferring their own know-how, and the existence of university schools which educate highly specialist professionals. PPNT is now managed by the City s budgetary unit: Gdynia Innovation Centre. The mission of the Pomeranian Science and Technology Park is to develop the Pomeranian region by creating the forum and conditions for partnership cooperation between science and industry and lead to the setting up and development of technology and knowledge-based ventures. Since 2004 the Centre has run the Pomeranian Incubator of Innovation and Entrepreneurship grouping new businesses. Today, about 60 innovation firms are operating within the PPNT. In 2005 the Park set up the Biotechnology and Environmental Preservation Laboratory. The task defined for PPNT is to create favourable conditions for the pursuance of pro- jects based on highly advanced technologies in the spheres of: biotechnology, environment protection, information technology, industrial design. 32 SUCCESSFUL ECONOMY FOREIGN INVESTMENTS The coastal Metropolis is an exceptionally attractive location to run a business. Good transport links, qualified personnel, attractive land fit for investments (also in special economic zones), and proximity of higher schools start the list of the main factors which incline domestic and foreign investors to engage their capital in this very pocket of the country. The Gdańsk Metropolitan Area and the whole Pomeranian region rank among the five Polish regions the foreign investors find most attractive. The Pomeranian Voivodship has more than 3.5 thousand businesses with foreign equity participation. The region captures about 13% of the foreign investments coming to Poland. Table 14.
