CGL has been primarily focused on judicial, law enforcement and correction facilities since Public-Private Partnerships Hunt is a nationally recognized leader in the most successful public-private partnership program in the United States, the Military Housing Privatization Initiative (MHPI). In the course of our history, Hunt has been responsible for more than 70,000 total military homes built, totaling $5.5 billion in total development costs and more than $7 billion in construction costs. Hunt currently has an ownership interest in 39,299 military homes in 20 states in partnership with the Department of Defense. More than 1,500 of those homes are in Texas. Hunt focuses on social infrastructure, working with federal, state and local agencies to structure appropriate procurement contracts that meet their objectives, devising financing strategies and attracting investment capital to fund projects. The team will review justice system and court activities impacting jail bed space demand, develop inmate population projections, and establish the number and type of correctional beds needed now and in the future. The team will also evaluate booking and jail operations, staffing, health care, inmate services, program delivery, inmate classification and bed utilization. The study will culminate in recommendations for improved operations and will provide physical plant options for renovation, expansion, or new facility construction at the county's Corrections Campus in Del Valle and for the downtown jail. AETC II Military Family Housing Randolph, Goodfellow, Laughlin Air Force Bases These are three of the six bases included in the AETC II military housing privatization project and include more than 1,000 homes of various styles and sizes for members of the military and their families. The project is part of the Military Housing Privatization Initiative (MHPI), a P3 program administered through the Department of Defense. The entire project is on land owned by the United States Department of Defense and leased to the project owner under a 50-year unsubordinated ground lease. Under the MHPI program, Hunt and its affiliates signed a lease agreement with the government in October 2007, with total development costs for the three projects equaling $81.4 million. From the beginning, this project was fully developed with the end user in mind. Understanding the need for community connectivity and accessibility, the project includes jogging and walking trails, tot lots and playgrounds along with picnic areas, green spaces and sports courts. The team also recognized the need to offer a meeting place in which residents can entertain, network or just mingle with one another. To answer that need, three new state-of-the-art community centers were built that offer fitness centers, playrooms, community kitchens, conference center and family lounge areas. The facilities include leasing and office space, fitness center, children s playrooms, kitchen, conference center and family lounge area. The ever-popular centers have been the focus for this neighborhood, and residents have expressed their gratitude for building them. Dallas Municipal Courts and Police Station A Space Needs Guideline was prepared to aid in the development of the Master Plan for the renovation of the Dallas Courts Building. It included two optional space program needs estimates based on accommodating two different user agency preferences for their respective departments. The departments included in this analysis were the Dallas Municipal Court, its judiciary and support staff; the City Attorney s Office, Prosecution and Code Enforcement Sections; and the Department of Court and Detention Services.
4 Paso Federal Courthouse nt Elto Texas The new 278,000-square-foot courthouse in El Paso, Texas, is a major step toward enhancing the capabilities of the judicial system in this busy border city. Selected after a design competition, Antoine Predock Architect, with BPLW Architects & Engineers and CGLRicciGreene, designed a striking new image for the courts that refers to its dramatic setting at the foot of the Franklin Mountains. Composed primarily of district and magistrates courts and chambers, with associated support space, the building is designed to be LEED Silver rated, with numerous passive and active features to mitigate its environmental impact. Its public face is designed to be open and inviting to the public, yet provide state-of-the-art safety features. The massing approach frames the spectacular mountain views between a stone-clad courtroom block and a copper-clad nugget containing the jury assembly and circuit library. Fort Bend County Jail and Public Safety Facilities Dyess Family Housing Role: Developer/Owner El Paso Federal Courthouse Role: Designer The Fort Bend County Jail Study determined that the jail should expand to the south into the area currently occupied by the two buildings that house the Gus George Training Academy, county fire marshal, and the Fort Bend Sheriff s Office s (FBSO s) Human Resources, Internal Affairs, and Kids and Cops sections. The planning effort defined scope and design requirements for expanding and renovating portions of the existing Fort Bend County Jail to expand inmate capacity and backfill vacated areas with internal expansion of law enforcement functions in the existing building. Implementation of this project followed completion of the Gus George Training Academy and FBSO Annex and a new fire marshal s headquarters. After completing the plan and program, CGL was retained through the design and construction phases to act as the owner s representative, providing complete project oversight by managing construction, design, budgets, schedules, contractors and other services. Shortly after the construction project s completion, CGL was hired by the county to provide maintenance of the new facilities. s - Frisco, TheTexas Catherine Incorporating high design elements modeled after a boutique hotel, 214 Barton Springs will be a 19-story residential tower that will include nearly 300 luxury apartments. With nearly 10,000 square feet of amenity space, it will feature a hotel-style lobby with coffee bar, rooftop pool deck and fitness area, and sky lounge with indoor and outdoor spaces overlooking Lady Bird and downtown Austin. Affiliates of Hunt Companies, Inc., and StreetLights Residential have joined forces to deliver the new high-rise luxury apartment tower in late Fort Bend County Courthouse Assessment Role: Facilities Consultant Dyess Family Housing Role: Developer/Owner Harris County Joint Detainee Processing Center This detainee intake and processing center, to be jointly operated by the Harris County Sheriff's Office and the Houston Police Department, will be the central point of booking and processing for all new arrestees. The facility will include law enforcement work areas, a processing area designed to support an open booking concept, medical screening and 72-hour direct supervision housing for approximately The Catherine - Austin, Texas 500 inmates. Role: Developer The inclusion of city and county courtrooms and the use of video court will reduce the need for inmate movement outside of the facility, expediting the judicial process, while also decreasing the need to transport inmates to outside initial court hearings. He is responsible for establishing relationships with development and financial partners. Mr. Hunt began his career at Hunt in 1993 as a Project Developer for Hunt s construction division and was later appointed Vice President and subsequently Executive Vice President. Buddy Johns, CEO, CGL Management Group Buddy Johns, CEO of CGL Management Group, has 30+ years of experience in the construction and development industries. He has developed, built and managed more than 5 million square feet of industrial properties, including Class A flex, heavy industrial and correctional properties. He has six years of public accounting experience with Deloitte & Touche and is a Certified Public Accountant. In his most recent position as Managing Director of Project Development for Corrections Corporation of America, Mr. Johns was responsible for the development of more than 13,000 new beds. He was directly responsible for the development and construction of the 3,240-bed La Palma Correctional Center that was designed and built in less than 12 months. Mr. Johns specializes in corrections, justice and law enforcement facilities development, construction and finance. He is a member of the National Association of Industrial and Office Properties, International Corrections and Prisons Association, American Correctional Association and the Urban Land Institute Industrial Asset Management Council. He has been with CGL since 2010 and is based in Houston. Sinclair Cooper, Co-President/Public-Private Partnerships, Hunt Companies, Inc. Sinclair Cooper, Co-President of Hunt s public-private partnership division, oversees development activities on behalf of the Hunt Companies, including coordination of activities among all relevant Hunt Companies affiliates and external partners and stakeholders. As the Co-President of the public-private partnership, Mr. Cooper is responsible for targeting the development of institutional public-private opportunities wherever they exist in the United States in addition to managing the military housing privatization initiative business. Over the course of his 20+ year career in real estate development, Mr. Cooper has been involved in the analysis, planning, financing, development and construction of over 40 separate transactions, representing more than 9,400 units of housing and 2 million square feet of commercial/retail projects, collectively valued at over $2 billion. John Welborn, Executive Vice President, CGL Management Group John Welborn, Executive Vice President of CGL Management Group, has 25+ years of experience in the real estate development and construction industry. Mr. Welborn possesses a comprehensive knowledge and expertise in all phases of real estate development, with particular strengths in land assembly, predevelopment planning, project budgeting, conceptual design, construction management, property management and marketing. He served as the Project Manager on the $59 million Klaus Advanced Computing Building for the Georgia Institute of Technology.
