3 Introduction This document has been prepared with the aim of achieving consistency in quality, appearance and standards and to give guidance in the selection and specification of products. It is not intended that these documents be used as substitutes for fully detailed project specifications. Consultants/Contractors shall develop their project specific documentation in line with these documents. Where deviation from this document is proposed written approval of this departure shall be approved jointly by the Imperial College Estates Engineering Manager and Building Services Manager. This document is to be updated during Summer 2005 hence any agreed deviations should be sent to the document editor (as noted on the cover sheet of this document) for consideration and inclusion within the next revision. The end beneficiary will be Imperial College, its staff and students. This information is classed as work in progress.. Any comments and contributions will be welcome.

8 Performance Criteria Performance Standards Selection Guide The performance of the Fire Alarm Equipment is in accordance with the requirements of the Imperial College Chief Fire Officer and the Estates Engineering Manager to align with the long-term fire alarm systems strategy of Imperial College London. Key requirements of this strategy are The need for College fire safety personnel to instantly understand the status of a panel in an emergency situation The ability to network the Fire Alarm Equipment in the longer term Additional College requirements include: Compliance with regulatory requirements Multi Protocol Modular concept Simple, robust design Intuitive to use Easy to maintain Low cost to maintain & hold spares Easy to expand Easy to install Easy to configure It is also recognised that the existing older fire alarm equipment within the College campuses has exceeded its life span and has become difficult and costly to maintain. The above requirements led the College to identify appropriate manufacturers four years ago in 2000 and, following price comparisons, select single sources on all core elements. These sources have been detailed in the draft Technical Policy Statements F12 Fire Alarms & Detection Systems Equipment Schedule that is attached. The equipment performance standard required by Imperial College London is implicitly defined in the suppliers and ranges described in draft Technical Policy Statement F12. Note that this is an uncontrolled copy. The latest version is obtainable via the College s internet site as described in the Imperial College London Project Management Procedures.

9 Standard Performance Specification for Fire Alarms Detection Systems Equipment The relevant specification criteria which follow include. Fire Alarm / Access Control Interface. Fire Alarm Levels Automatic Detection. Automatic Fire Detection In Academic Buildings. Fire Alarm. F 13 Fire Alarms Detection and Cabling System. The Technical Policy Statement F 13 Fire Alarms Detection and Cabling System was created as a result of this standardisation programme.

10 Standard Performance Specification for Fire Alarm and Detection Systems Fire Alarm Control and Indicating Panels Addressable Panels shall be selected from the Morley ZX5e range, complete with internal power supply unit and Yasa battery. All panels to be selected to operate using devices from the Apollo Discovery protocol. Conventional Panels shall be selected from the Morley M1/M2/M4/EM8 range complete with internal power supply unit and Yasa battery. All panels to be selected to operate using devices from the Apollo Series 60 range. Devices For Use in Addressable Systems Point Detectors Point detection devices shall be selected from the Apollo XP 95 range. Prior to selecting devices, the designer shall consult with the College Chief Fire Officer and Estates Engineering Manager with regard to the possible application of Discovery devices from within the XP95 range. Manual Call Points Manual call points shall be selected from the Apollo XP 95 range. Input/Output Units Input/Output units shall be selected from the Apollo XP 95 range. Devices for Use In Conventional Systems Point Detectors Point detection devices shall be selected from the Apollo Series 60 range. Manual Call Points Manual call points shall be selected from the Morley WR range.

11 Relay Units Relay units shall be selected from the Morley range. Beam Detectors Beam detectors shall be selected from the Morley detection range complete with associated power supply unit. Sounders Voice Enhanced Voice enhanced sounders shall be selected from the Vimpex Voice Enhanced range, complete with associated control equipment. Bells Bells shall be selected from the Fulleon electronic range. Beacons Beacons shall be selected from the Fulleon Xenon range complete with a red lens. Magnetic Door Retainers Magnetic door retainers shall be selected from the Vimpex 24 volt range, complete with associated power supply unit. Plant Override Test Switch Key operated plant override test switches shall be selected from the Haes System switch range. Manual Break Glass Override Switch (Magnetically retained secure doors) Manual break glass override switches shall be coloured green, and shall release the associated door by operating a clear plastic element. Switches shall be as Fulleon CKM/TO/P/G. Speech Dialler Speech diallers shall be fitted to all fire alarm systems in buildings remote from the South Kensington Campus. Speech diallers shall be as Vimpex range.

12 Vibrating Pillows Where vibrating pillows are required to alert sleeping occupants with a hearing disability, these shall be as agreed with ICL fire officer. NOTE. The contents of this Technical Policy Statement shall be treated as confidential and shall not be disclosed to any suppliers of fire alarm equipment or their agents.

13 Component and Supplier Information Imperial College London has commenced an initiative to introduce supply chain management on all future capital projects undertaken throughout its property portfolio. This section details the work undertaken to date and provides guidance of proposed components and suppliers as at July 2004 (although the lists and names are not exhaustive). Components were selected following a review of the College s indicative capital spend plan over the next two years. Category Teams made up from the College s Framework partners were responsible for then taking these forward into Standard Specifications and also formulating Purchasing Strategies to best buy the components appropriately in the market place. All specifications, components and proposed suppliers should align with the latest needs of the Estates Department and be formally signed off at each appropriate stage by the College to ensure that they are technically compliant and compatible with the College s requirements and internal purchasing policies. 14 Market Evaluation The Technical Policy Statement, F12 Fire Alarm & Detection Systems Equipment Schedule, identifies appropriate manufacturers to obtain single source elements. These are: Morley Apollo Vimpex Fulleon Haes The College has stipulated that future installations use Morley control equipment with Apollo protocol. Other advantages in choosing the above manufacturers were their good quality, user friendliness, guaranteed replacement parts and that software update are readily available. Morley and Apollo are both part of global companies and are considered as leaders within the fire alarm industry. In addition the control panels manufactured by Morley can be maintained and configured by any recognized fire alarm company unlike other manufacturers that require specialist software programming. Imperial College London requires that its main and M&E contractors comply with their aim to standardize the fire alarm and detection systems equipment. Historically Elecro Ltd has been used by the College s main and M&E contractors as their preferred fire alarm installer on the College Estate. Hence Elecro Ltd has installed all such equipment over the last 3 to 4 years (excluding the Tanaka, Faculty Building and Pembridge Building) and have therefore developed knowledge of existing and new fire alarm systems throughout the College campuses. On behalf of the College, Elecro Ltd agreed preferential equipment rates with the selected manufacturers in Yr and these prices have remained unchanged since then. It is believed that due to the limited annual spend of the College on fire alarm equipment then substantial discounts will not be achieved.

15 Supplier and Installer Review & Recommendations Potential Suppliers/Installers The following list may become the preferred suppliers: Morley Apollo Vimpex Fulleon Haes The Morley fire alarm panel can be expanded making it both simple & cost effective. Final networking of all Morley fire alarm systems will enable the systems to be monitored for one central location making identification of fire/fault location much easier. Networking of the Morley Systems will enable the Chief Fire Officer to be aware of the systems undergoing maintenance or modification and thus facilitate Health & Safety issues.

16 Contractors As detailed in previous page Elecro Ltd are the preferred installation contractor.

17 Suppliers The College has stipulated that future installations use Morley control equipment with Apollo protocol. Proposed Strategy for Procurement Key Recommendations Component prices agreed by the suppliers with Elecro Ltd are to be made available to both other potential Fire Alarm and Detection Systems installers and to the appropriate maintenance contractors. These prices will be the base level that other potential installers will be required to match. Where manufacturer prices agreed with Elecro Ltd prove high in comparison to other installers then action is to be taken by Elecro Ltd to try and renegotiate prices appropriately. Elecro Ltd to procure Fire Alarm and Detection Systems for Imperial College London projects on behalf of other contractors and /or maintenance providers when requested. Carry out continued maintaining of the suppliers and a performance appraisal at project completions to ensure value for money.

18 Memorandum of Understanding A Memorandum of Understanding or Partnering Charter may be established with the suppliers and installers and key issues to be included should be;- The pre-agreed schedule detailing product types, delivery period and price. Method of inspection and sign off on delivery. Key person within each organization to be the point of contact for all Imperial College works. Protection during delivery. Establish agreed response times for dealing with defects. After sales service and advice. Response times in submitting prices from receipt of enquiry. Minimum delivery period for materials. Base rates, fixed price period and pre-agreed RPI increase. Warranty period Pre-agreed discounts for the following year s prices if supply exceeds expectations.
