Opening Opportunities for Community College Transfer

1. WhoseInterests? Institutional interests Enrollment, financial, residential/commuter, diversity, local politics, mission National interests 60% postsecondary credential, 21 st Century workforce, equal opportunity, social justice Student interests

2. EducationalAttainment (2013) Lumina/Obama 60% goal: 40% No high school 29.7M 12.6% High school 70.0M 29.5% Some college 46.5M 19.6% Associate 22.2M 9.4% Bachelor 44.4M 18.7% Masters 17.6M 7.4% Professional/Doctoral 6.6M 2.8% 3

3. Enrollment (2013) All 4 Year 2 Year Private 4.0M 2.7M.04M Public 14.9M 6.7M 6.8M For profit 1.8M 1.2M.3M Total 20.6M 10.6M 7.2M

4. Enrollment Diversity Black 10% 15% Hispanic 4% 14% Asian/Pacific Islander 2% 6% Am Indian/Alaska Native 1% 1% White 84% 61% : Majority of K 12 public enrollment is non white (first time). 5

5. Community Colleges In Take : CC share of recent high school grads from 32% to 44% 95% open admissions Most diverse: age, race, income Most affordable: half of public 4 year cost Public community college graduation rate: 20% After three years: 45% not enrolled, 40% still enrolled, 16% earned degree 6

6. The 1,000+ Community Colleges Cities: 29% Rural: 29% Towns: 24% Suburbs: 18% 7

7. Higher Education Stratification Sector characteristics are also access barriers Highly selective: fixed capacity, less diversity Ratings and rankings reinforce selectivity Institutional factors reinforce stratification Credit transfer, APL, cost, aid policies, course availability, delivery modes, advising, faculty attitudes, institutional brand and strategic plan 8

8. Recession & Higher Ed Stratification Since 2000, family income down 5.5% Since : private colleges tuition up 41%; public 4 year 90%; public 2 year 42% Falling EFC s; more students with 0 EFC More tuition discounts, less NTR, budget cuts Income inequity mirrored in enrollment and demand inequity within stratified PSE 9

9. Access and Quality Public 4 year: High demand years: focus on quality (selectivity) Low demand years: focus on access (revenue) Private 4 year: High demand years: modest CC transfer efforts Low demand years: aggressive CC transfer efforts 10

10. Institutional Approaches Primary: 4 year institution s interests & needs Sector barriers remain in place Transfer student adjusts to new institution Thousands of private transitions / transactions Modest national scale and impact Each institution on its own facing similar problems 11

11. Systemic Possibilities? How else can we help increase community college degree completion rates and CC graduates bachelor degree completion? Example: offer bachelor degree completion programs on CC campuses. Go to the students. Consider: 4 year collaboratives, joint coordinators, customized tuition rates, dual admission, revenue sharing, community investment Do you think this would undercut or enhance number of transfer students to CIC institutions? 12

12. A Question Can we design, fund and implement new offcampus models that increase higher education capacity, opportunity and impact, and still increase the number of qualified transfer students to CIC institutions? 13
