2 Dual Enrollment Program Eastern Connecticut State University/Quinebaug Valley Community College Hartford Public High School seniors who demonstrate the ability to succeed in college despite very challenging economic, family, and community conditions are identified by HPHS counselors. Students enroll full time at QVCC, take one class at Eastern and live on Eastern s campus. When their performance in classes at QVCC makes them admissible to Eastern they become full-time Eastern students.
3 Two primary goals for the Dual Enrollment Program Increase representation of Latino and Black students on campus in order to reduce racial/ethnic gaps in educational attainment and income. Enhance success of Latino and Black students at Eastern by creating critical mass

7 Critical Mass it is clear that there must be enough Hispanic students on campus to form a community within a community. As they are accepted as equals in a majority culture, Hispanic students need a cultural place of their own that partially replaces the sense of family that characterizes their home communities the tipping point is reached when there is a sense among Hispanic students of welcome-ness on campus sufficient to validate their culture and to ensure that they are having a visible impact on campus life.
