Subject-matter of the order: Subject-matter of the order is development, delivery, installation, servicing, and problem-shooting on the internet web site and its mobile version in domain in English language. Subject-matter of the order is a delivery of a comprehensive licensed redaction system with a possibility to insert texts, photos, animated pictures, documents, presentations, videos. The delivery includes also a training of the user s staff for all activities being performed with a redaction system and a user guide to the redaction system in English language by the delivery deadline. A programmer will work based on information provided by the purchaser. Minimum required level of quality must be higher or comparable with an existing web site with amending an e-learning block. E-learning must be independent, placed on the site being developed. Its structure should be comparable with a referred e-learning on An SSL (https) connection is needed from a defined level. The SSL certificate must be issued by a world-known certification agency for two year period Technical parameters of the server, where a designed web site is to be run: OS SUSE Linux, an installation by a purchaser is requested Apache 2.x, php 5, My SQL 5, The web site as well as backup will be placed on the purchaser s server Required features of the redaction system:
2 XHTML and CSS, Full variability and functionality of the administrated web site with a support for web browsers, Adjustable access rights of users, system of filters, Adjustable publishing of the contents, Audit of a visit rate in administrators mode for particular articles, Mobile version of the web site a price is to be determined separately User interface: RSS channel, Transparent multi-level tree-like structure of sub-levels, Division of functionality of the system into modules, 100 % compatibility with MS Internet Explorer, support of alternative internet Mozilla Firefox, Opera, Safari browsers Description of a required web site: Web site in English language with graphical design. An access to a protected part (https) is allowed after a registration and login. A protected part must provide two different levels devoted for external users and an administrator Registration: copying of the code or captcha is needed after a registration. An applicant for an access fills in a registration form with data. Some items in a registration form can be determined through a scrolling list, from which a selection is made. Such lists must be adjustable by an administrator. The administrator receives an with a registration form upon registration. After an approval process (apart from a system) the administrator defines an operating cycle of the user (active inactive, from - till). Subsequently the user receives by a notification on his activation together with a generated password or with a denial of an access to the web site. The administrator anytime can edit data from a registration form. In the database of users there is a possibility to filtrate all items, which are provided in a registration form based on a stated criterion for selection. The result of selection can be exported to the MS Excel Unified position of navigation elements General, informative sub-layers are posted in a horizontally and they are accessible for everybody (Home, Officials, About us, Courses, COI, Contact us, Terms of reference, Info service, FAQ, Catalogue (Armored suits, Disruptive equipment, Blast fragmentation attenuators, Demolition materials, Diagnostic equipment, EOD tools, Storage and transportation, CBRN, RCV). Administrator loads up the data into a catalogue part. The administrator must be allowed to create additional sub-layers (as min. 4) in each above mentioned items. Pictures, structured information and a description with a min. capacity of 50 MB are required in particular sub-layers (sub-menus) Specialized sub-layers are posted vertically and they require from a user to login. All above mentioned sub-layers must have a possibility to create and to browse additional sub-menus. Contents of particular sub-menu will be formed by texts with pdf, jpg, ppt, xls, annexes, videos and pictures. Division of particular items in more details: EOD events (included in a calendar), NATO D&T presentations a possibility to include documents, presentations, videos. Photo Gallery particular albums of photos, Forum divided into topics. A possibility for users to contribute into communication with their points of views. The administrator is allowed to edit them or to delete them.
3 Training, Doctrines and Standardization, Lessons Learned, Mission and Vision. There must be a possibility to create additional embedded sub-items (as min. 4) for all above mentioned items E-learning module. Registration of the e-learning users, creation of user s account. Possibility to define lecturers (5 persons) particular courses may have separate lecturers. The system administrator defines particular lecturers, he grants them an authority to manage a certain course and he grants him the login data. Possibility to define particular study topics (courses) the administrator defines topics (course) and he allocates a lecturer, who is then a manager of the contents of the course. Possibility to define study materials a lecturer of the course defines study materials in form of sub-layers, in which it is possible to include texts, to load pictures or files up. Among particular sub-layers there should be a possibility to define a mandatory sequence, it means, that a student is to pass through parts 1, 2 and 3 in order to reach part 4. An automatic evaluation of a study progress from total 100 % of materials when a student has so far passed e.g. 70%. Possibility to define tests the course ends with a test after having studied all study materials. The lecturer of the course has a possibility to define several tests, related to a given course. He defines its importance (weight) for each question (number of points, which the student can obtain by a correct response to this question). In total he can obtain a certain number of points (or percents). The lecturer of the course defines a minimum number of points (percents) needed for a successful graduation of the course. Stochastic selection defines which of all tests is allocated and shown to a particular student. The student performs a test in a given time limit. The system gives a notice that a test is to be done in a certain time limit. It is supposed that each question has only one correct answer. The result of the test is sent to the attendant of the course as well as to the lecturer. If the student obtains a sufficient number of points (percents), which are required to graduate from the course, the student prints himself a certificate on a successful graduation from the course (a predefined print set, to which certain data from the registration form of the attendant are transmitted name, surname, rank, country, a result achieved in the test). The results of particular tests done by the student are saved with his name in the database. It is possible to define a time limit for each test, during with the test is to be finished. If the student does not respond all questions in a time limit, the test is locked after elapsing of a time limit and it will be considered as a failed attempt for a test. The lecturer of the course may give to a student an authority to pass another test, however the system registers a number of the tests carried out as well as their results. Possibility to define students (20 persons) student logs into the e-learning course through his contact form data from a contact form are saved in the database. The lecturer of the course consults with a responsible staff an issue of the legitimacy of the requirement to attend the course apart from the e-learning system. If the participation of a particular student will be approved as a legitimate, the lecturer of the course will create an access account for a particular student for a particular course and the data will be automatically sent to this contact address. The lecturer of a particular course can define students only for his course. The lecturer of the course manages study materials, tests and students only in the course, for which he is a custodian. Administrator of the system is entitled to manage a content of any course; he is entitled to hold up or to cancel browsing of the course or to cancel some of them or all of them. Date of delivery: in accordance with dates stated in point Deadlines for works execution 7. Description of the subject-matter of the call for an order: in accordance with specifications mentioned in point Scope of the offer: for whole subject-matter of the order 9. Deadline for submission of a price offer: A contestant inserts a price offer into a separate non-transparent envelope. 5 The offers are to be delivered to the address of the public purchaser: a) By mail: EODCOE, Olbrachtova 5, Trenčín, b) In person: EODCOE, Olbrachtova 5, Trenčín, room Nr. 111 workplace of an administrative security (registry), in period from 7, 00-9, 00; 13, 00-14,45hours. The deadline for offer submission expires on 19. September 2011 at 10:00 hours. An offer submitted after this deadline will not be accepted and will be given back to the contestant. 10. Evaluation of the offers: The offers will be evaluated by three-member board designated to evaluate the offers as the latest by 22. September 2011 without a participation of contestants. After the evaluation of the submitted price offers, without delay, all contestants, whose offers were evaluated, will be informed in written or electronically about the result of evaluation of offers and a successful contestant will be informed, that his offer is accepted. Unsuccessful contestant will be informed, that he failed and about reasons why his offer was not accepted. 11. Terms of a participation: - A certificate on undertaking an original or an officially proved copy, or an officially proved copy on a registration in a list of businessmen in accordance with 128 section 1 Act. 25/2006 Code on a public procurement in a valid wording. - References on as min. three similar orders with a statement about the customer s web site and his telephone / contact. 12. Required commercial terms of delivery of the subject-matter of the offer: - an ordered subject of the offer is to be delivered to the address: Olbrachtova 5, Trenčín, tel.: , , - a price offer is to be expressed in Euros with VAT in line with point 2, whereby the prices must be final ones and must be valid within 6 months from submission of a price offer, - all secondary costs (as shipment, mail) must be included in the price, - an invoice will be drawn together with a dispatch note in two copies after a delivery of the subject-matter of the offer, - no advance payment is provided for a delivery of the subject-matter of the offer, the payment will be settled after a proper fulfillment of the subject-matter of the order and its handing over on the place of fulfillment within 30 days after a receipt of the invoice, - The invoice is to be delivered within 10 days after an over handing of the subject-matter of the offer to the address: Olbrachtova 5, Trenčín. The invoice must contain a dispatch note, confirmed by an authorized representative of the purchaser, - Warranty for a subject-matter of the offer and application of claims in accordance with valid legal regulations of the SR. 13. Offer contents: - Voucher proving fulfillment of terms for participation in line with point 11 of this bidding, - a price offer, developed in line with Annex 1 the call, which must be signed by a statutory body of the contestant, or by a person entitled to act on behalf of the contestant (in such case the authorization to act must by proved by an original or by a copy of plenary powers), - Statement of the contestant, that he agrees with terms of the promulgator for a delivery of a required product or services mentioned in a call No. EOD CoE-27-xxx/2011, the statement must be signed by a statutory body of the contestant, or by a person authorized to act on behalf of the contestant (the authorization must by proved by an original, or by a proved copy of plenary powers).

Requirements for a submission of a price offer: The offered goods must meet all parameters mentioned in the description of the subject-matter of the offer (point 2) which serves at the same time as a background for development of a price offer. The final price must include transportation costs, product installation costs, including its testing during testing operation, training of staff and delivery of operation papers and manual in 2 copies as minimum and a required servicing as requested in point 2. A price offer will be expressed without VAT and with VAT in Euros. 15. Criteria for an evaluation of the offers: The lowest total price 16. Additional information of the public purchaser: - The public purchaser reserves a right to sign a contract (an order) with a contestant placed in the next place following a successful contestant, if for various reasons (e.g. unsatisfactory results of a testing operation, unsatisfactory quality of an offered product or other failure in meeting conditions and requirements by point 2 etc), the contract (an order) is not signed, or a contestant resigns, - The public purchaser reserves a right to change or to specify requirements for a product being purchased and its parameters also during the testing operation, - The tender takes place in accordance with special regulations of an international organization (SOP and FAPs), - it is not possible to submit a claim for a remedy, nor protest against the decision made by a public procurer in stating a call for a price offer for a low price order by the valid Act on tenders, - the public purchaser will establish a three-member evaluation board, - all contestants, whose offers were evaluated, will be informed without delay (5 days after an opening of offers at latest) about the result of the evaluation of the offers, a successful contestant will be informed, that his offer has been accepted, unsuccessful contestants will be informed about their failure and reasons why their offers were not accepted, - the public purchaser is also entitled to publish a price offer of a successful contestant on his web site, - Information and specifications relating technical issues and specifications are provided by: C.Eng.
