2 How was the collaboration initiated Initiated through a French/Japan frame agreement between DGAC and METI About enabling technologies bricks for hypersonic aeronautic. First MOU signed in 2005 and renewed in 2008 and > direct contact with relevant entities on the topic : JAXA, JADC, IHI Research exchanges for instance on high temperature structural materials. EC funded from 2005 several cooperation programmes with ESA leadership LAPCAT Concepts and propulsion ATTLAS development of high temperature and lightweight materials. 3 How was the collaboration initiated An agreement was signed in 2009 between ONERA and JAXA on scramjet propulsion. The activity is focused on supersonic combustion modeling, and on the development of the methodology for scramjet testing using short duration high enthalpy facilities. DRL is also cooperating with JAXA on these facilities Followed by the SUNJET contract from EC, signed in 2011, to build-up ad-hoc EU-Japan cooperation in areas of mutual benefit, propose win-win R&T roadmaps/cooperation have a mutual understanding of administrative mechanisms and barriers and suggest ways to overcome blocking points Page 3

4 How was the collaboration initiated Followed by a cooperation project in the frame of FP7 call 5 to go further in hypersonic technologies investigations. HIKARI: HIgh speed Key technologies for future Air transport - Research & Innovation cooperation scheme EADS Leader Partners : AIRBUS, ASTRIUM,CIRA, CNRS, DLR, EASN, ESA, MBDA, NRL, ONERA, Oxford Economics, IHI, JADC, JAXA, U. Tokyo Focused on selected key technologies for hypersonic and market analysis. Next cooperation will be for an Hypersonic flight test in the frame of FP7 call6 (by end of May) with 2 non European countries. Page 4

5 What problems encountered? With Japan network: difficulty to speak directly with the persons in entities in charge of the project. Example : one organisation is the focal point (JADC for instance on SUNJET Project), and this creates an information bottle next, and delay in consistent understanding between partners objectives. Time and process of decision making seems to be longer for these kind of projects in Japan than in Europe. Japan partners seems to wait for green light from there Ministry or focal point organisation before any out board communication on there intentions. When maturing research and entering more expensive demonstrator phases, the strategic objectives of partners becomes strong drivers. Page 5

6 How problems were overcome. Thanks to the help of METI, it became possible to talk directly to Japanese Participants for HIKARI proposal build up. It was by the way difficult to identify the relevant points of contact in organisations such as IHI, FHI, JAXA or JADC. Once first contact are made, it was easier to have more information. Several travels for meetings were necessary to build a trust and comprehension relationship. Then Visio conferencing was efficient enough. Despite tough contractual issues, some partners were decisively encouraged by METI to find a compromise in order not to jeopardize the Japan/Europe cooperation. Page 6

7 Added value of international cooperation in that field The supersonic/hypersonic research activity is a long term research scheme, and international cooperation is essential to: Gather the enabling expertises share budget and risk Prepare a disruptive business and operating model with the relevant stakeholder ( For instance: Japan is a potential main customer) Page 7
