Tohoku University and the Great East Japan Earthquake Our Role, Responsibility and Mission Susumu SATOMI President, Tohoku University 1

The Great East Japan Earthquake: Outline Multi hazards Mega Earthquake, Mega Tsunami and Nuclear Power Plant Accident Sendai Sendai City 11 March, 2011 at 14:46 JST Magnitude (Richter Scale): M 9.0 Total flooded area: 561 km2 Dead or missing: approx Total damage: approx. 210 billion USD Outside 80km radius Fukushima Dai Dai Ichi Ich NPP 2 Nuclear Power Pla 2

Damage Situation of Tohoku University Tohoku University located in the disaster affected area was significantly damaged Fatalities: 3 students (died off campus in tsunami) Damage to buildings: 5,63 million USD (roughly estimated) Damage to facilities: 4,43 million USD (roughly estimated) Lifeline: Electricity, water, gas, disconnected for a long period Many valuable cells/samples were lost in biology research labs (deep freezer stopped due to electric power outage) 3

Tohoku University s Strength Displayed in the Disaster 1 Disseminating information as an earthquake expert 2 Maintaining healthcare for the region Tohoku University Hospital 3 Carrying out activities handling radiation as experts 4 Providing robot engineering technology 5 Student vitality and dedication volunteer activities in the disaster areas 6 Disseminating and archiving information on the disaster 4

2 Maintaining healthcare for the region Tohoku University Hospital Securing medicine, medical materials and food (for Tohoku University Hospital, supporting hospitals) Accepting patients from hospitals in the disaster area, transporting patients to hospitals outside the prefecture Dispatching doctors / nurses to core hospitals in the disaster area and providing medical supplies At the Tohoku University Hospital Emergency Headquarter Transporting medical supplies Accepting patients brought in by air ambulance 5

5 Student vitality and dedication volunteer activities in the disaster areas Conducting various activities in areas which suffered enormous damage Established a support office for student volunteer activities on campus Departing for the disaster area Sorting relief supplies Students cleaning out a house 6

TOHOKU University As an education and research institute in the disaster area, fulfilling its leading role to contribute to the regeneration and revitalization of Japan 7

Establishment of the International Research Institute of Disaster Science (IRIDeS) Established in April, 2012 Using the lessons learned and experiences from the historical/global great disaster Pursuing of countermeasures against low frequency mega disasters Becoming a foundation stone of disaster mitigation management and sciences Research Division of Human and Social Response Research Division of Regional and Urban Reconstruction Research Division of Disaster Risk Research Division of Natural Disaster Science Division of Intelligence Management and Public Collaboration Research Division of Disaster Medical Relief 8

9

Training of medical staff capable to contribute to community health care with Tohoku University Hospital at its core Establishment of an advanced medical system in the disaster affected areas including a Biobank and a platform for medical information (1)Establishment of the Community Health Care Training Center 1Equipped with cutting edge simulators 2Training staff on health care/ practical disaster medicine (2)Promotion of the Tohoku Medical Megabank Project Project for the Reconstruction of Community Health Care 1Reconstruction of Community Health Care Institutions 2Construction of a Community Health Care Information Collaboration Platform 3Establishment of a Biobank based on large scale cohort studies 10

Project for Environmental Energy Promotion of disaster resilient advanced city planning based on R&D of next generation energy for the reconstruction of Tohoku Promotion of R&D of ocean renewable energy including wave energy and microalgal biomass energy Construction of an energy management system combining regional renewable energy and mobile vehicles 11

ICT Reconstruction Project The Great East Japan Earthquake revealed the vulnerability of our information communication technology (ICT) including disruption of communication lines, information gathering incapability and the lack of information dissemination Establishment of the Tohoku University Research Organization of Electrical Communication in October, 2011 and the ICT Research Center for Disaster resistance in January, Aiming for the formation of a center to develop and demonstrate disaster resilient ICT infrastructure. Transmission Media and Hardware Services and Software Transmission capacity handling rapid traffic growth Data disaster protection, Wide area distributed cloud storage ICT medical support and agent system Ultra low power consumption devices Adaptive and dependable communication link even in disasters Traffic congestion control Never die network Network Layers Collaboration with local governments and universities in Tohoku area All Japan network Industry academygovernment collaboration Global collaboration network 12

Tohoku Marine Science Project In the wake of the Great East Japan Earthquake, the sea areas rich fishing grounds were greatly influenced (accumulation of masses of debris, sand and silt, diffusion of heavy oil and radioactive material) For reconstruction of fisheries industries, and the revitalization of the region, an cooperation of the Atmosphere and Ocean Research Institute (AORI) of Univ. of Tokyo and the Japan Agency for Marine Earth Science and Technology (JAMSTEC), with Tohoku University in its center, conduct a survey and research on the impact on marine environment / ecosystem. Natural Environment Marine Products Production / Processing Otsuchi Onagawa FC Sendai City 13

Industry University Collaboration Development Project for Reconstruction Aiming for the revitalization of the regional economy, industryuniversity collaboration projects are conducted Tohoku University strongly promotes the technology transfer of our university in collaboration with regional industrial associations, local governments and central governments such as MEXT, METI 1Open Innovation center for Materials Field 2Project for R&D of Next generation Automobiles 3Project for formation of Medical Equipment Industrial Cluster 4Open Use of Experimental Equipment 5Technological Seeds & Needs Matching 14
