2 Robert Beck, Treasure Island Director, reported on on-island events including the cancellation of the Treasure Island Flea due to weather concerns, a Restoration Advisory Board meeting, and a Winter Wellness Event that provided free flu shots and blood pressure/blood sugar tests. There was a fire over Thanksgiving weekend in the old bowling alley. DTSC has concurred with both FOST 4 and the FOST 1 amendment clearing the way for property transfer. The closing is anticipated to be around the end of January. TICD submitted the Street Scape Master Plan to the TIDA and City agencies for review on December 1. The Infrastructure and Transportation Committee will hold first meeting in January. An Arts Commission MOU will be brought to the January board meeting. Tom Decaigny, Director of Cultural Affairs with the Arts Commission, made comments. Fernando Mendoza with DPW was recognized for his years of service on Treasure Island. Mr. Mendoza made comments. Director Dunlop thanked Mr. Mendoza. Director Mazzola requested to receive notification when a new TIDA Director is being sworn in. Director Richardson, on behalf of the Commission, thanked Mr. Beck for his work. 4. Communications From and Received by TIDA There was no discussion on Communications by Directors. 5. Ongoing Business by Board of Directors There was no discussion on Ongoing Business by Directors. 6. CONSENT AGENDA a. Approving the Minutes of the November 19, 2014 Special Meeting There was no public comment on Consent Agenda. Director Mazzola moved the consent agenda. Director Dunlop seconded the motion. This item passed unanimously. 7. Resolution Approving the Election of Officers of the Treasure Island Development Authority, as Nominated by the Ad Hoc Nomination Committee, to Serve a Twelve (12) month Term of Office Commencing January 1, 2014 and ending December 31, 2015 Director Samaha presented the Ad Hoc Nomination Committee recommendations. The nominations were Director Tsen to serve as President, Director Mazolla to serve as Vice President, Director Sahama to serve as Secretary, and Director Dunlop to serve as CFO.
3 Director Richardson moved the item. Director Dunlop seconded the motion. This item passed unanimously. Director Tsen and Director Dunlop thanked Director Richardson for her commitment the last two years as President. Sherry Williams, TIHDI, congratulated Director Tsen and acknowledged the work Director Richardson has done as President. 8. Update on Utility Master Plan Todd Adair, BKF presented on the utility plan schedule. Final revisions will be in February and City review in March. Construction will begin the first quarter of The TICD team and TIDA staff have been meeting regularly with City agencies, including the PUC on storm water and sewer design requirements, and the Bureau of Streets and Mapping at DPW for the Navy transfer process, State transfer process, and subdivision process. Adair presented on the proposed potable water distribution, recycled water distribution, storm drain system, sanitary sewer system, electrical distribution, natural gas, communication system, and the proposed automated waste collection system. Low water pressure master plan: Existing systems will be entirely replaced with new systems. On Treasure Island, recycled water system will be used for non-potable uses and as a secondary water source for fire uses. The storm and sewer pump stations have been reduced by 10 stations and the team is seeking to reduce the number of stations further. Parts of the existing island subject to flooding will be raised. Director Richardson, Director Dunlop, made comments. Director Kositsky made comments about master meters used in supportive housing. Director Tsen asked if BKF was in conversation with BCDC regarding sea level rise. Director Richardson requested a timeline of the system improvements. 9. Presentation on Draft Streetscape Master Plan Kevin Conger, CMG, presented on updated Draft Streetscape Master Plan, which has been submitted to the City for review and comment. Comments will be received from the City on January 9 th. Civic Design Review approval will be sought in early January. TIDA approval will be sought at the February meeting. Mr. Conger presented design changes of the Draft Streetscape Master Plan and reviewed the structure of the document. There has been a lot of coordination and meetings with City Departments, Planning, PUC, DPW, MTA, Mayor s Office of Disability, SF Fire, and AC Transit.
4 Conger reviewed the design revisions of the intermodal transit hub. The bicycle network has been revised to reduce conflict with the buses. The shared public way was revised to be fully compliant with accessibility guidelines. Director Richardson commented on accessibility and water transportation. 10. Discussion of Future Agenda Items by Directors There was no discussion of Future Agenda Items by Directors. 11. Adjourn 2:55pm Relevant documents such as resolutions, staff summaries, leases, subleases are available at the Treasure Island Development Authority Office, One Avenue of the Palms, Second Floor, Treasure Island, and the Government Information Center at the Main Library, 100 Larkin Street. Public comment is taken on each item on the agenda. If any materials related to an item on this agenda have been distributed to the TIDA Board of Directors after distribution of the agenda packet, those materials are available for public inspection at Treasure Island Development Authority, Building One, 2nd Floor, One Ave. of Palms, San Francisco, CA during normal office hours. Disability Access The Treasure Island Development Authority holds its regular meetings at San Francisco City Hall. City Hall is accessible to persons using wheelchairs and others with disabilities. Assistive listening devices are available upon request. Agendas are available in large print. Materials in alternative formats and/or American Sign Language interpreters will be made available upon request. MUNI bus lines serving the area are the 47 Van Ness, 9 San Bruno, and the 6, 7, 71 Haight/ Noriega. Accessible curbside parking is available on 1 Dr. Carlton B. Goodlett Place and Grove Street.
