1 OFFICIAL PROCEEDINGS OF THE CITY COMMISSION OF THE CITY OF SCOTTVILLE, MICHIGAN The 1364 th Regular Commission Meeting of the Scottville City Commission was held on October 19, 2015 and called to order at 5:30 p.m. by Mayor Maki. Clerk Howe administered the Oath of Office to Commissioner At- Large Bruce Krieger. Roll Call was taken with the following members present: Commissioners Connie Duncil Ann Genson Edward Hahn David Johnson Bruce Krieger Richard L. Maki Marcy M. Spencer Also in attendance were City Manager Williams, Clerk Howe, DDA Events and Marketing Coordinator Melissa Keefer, Chief Riley and Attorney Thompson. APPROVAL OF THE BILLS Krieger asked about the bills from Charter Business. Williams stated the bill for $ was for phones and internet and did not include cable, which was in the amount of $ Krieger asked about the bill from CSX. Williams stated it was for the right-of-way that CSX owns, but the city maintains. She noted this been paid annually by the city for many years way before she became city manager. Krieger asked how many lift stations the city maintains. Williams stated there were two; one on Fifth Street and the second on Scottville Road by the Life EMS building. Krieger asked if we pay Larson s Landscaping on a monthly basis. Williams stated yes we do.
2 Hahn asked if we still pay a cable bill to Charter once the park is shut down. Williams stated we pay a reduced rate during the off-season, which is cheaper than paying reconnection fees. Motion, by Johnson and seconded by Duncil, to approve the bills in the amount of $36, Motion carried. HEARING OF THE CITIZENS Butch Claveau stated he liked the way things looked. COMMUNICATIONS Williams stated the Mason County Rural Fire Authority minutes were submitted for review. REPORTS CITY MANAGER Williams stated trick-or-treating would be held 6-8 p.m. on October 31. Williams reminded everyone of the work session scheduled for Monday, October 26 th at 5:00 p.m. The rate schedule for the upcoming water project will be discussed. CITY ATTORNEY Thompson stated he has been working with the planning commission regarding amending the sidewalk ordinance. Williams noted a copy of the sidewalk ordinance was submitted to the ordinance committee for review. POLICE DEPARTMENT Chief Riley was in attendance. No reports were available. TREASURER S REPORT Williams stated the monthly financial reports were submitted for review.
3 DDA Keefer stated the Scottville Connection meeting and the Community Vision meeting were recently held to discuss where Scottville is now, where they want to be in the future and how to get there. A followup meeting will be held in November. ADDITIONS AND DELETIONS TO THE AGENDA None. OLD BUSINESS Williams stated there has been an issue with not enough seats to accommodate everyone who attends the commission meetings. She noted along with ordering more chairs and rearranging the commission room, she thinks that problem will be resolved. Hahn stated the 5:30 p.m. start time for the commission meetings is not convenient for residents to attend and made a motion to change the start time to 7:00 p.m. Krieger seconded the motion only for the purpose to open the floor up for discussion. Williams stated when the meetings were moved from a later start time to an earlier start time they saw an increase in attendance. After the commissioners discussed what start times they prefer it was decided to poll the residents and ask them how they feel about the issue. A survey will be sent out in the next newsletter asking for their feedback and then a decision will be made at a future commission meeting whether to change the start time or not. Motion to move the start time to 7:00 p.m. was defeated 6-1. NEW BUSINESS Williams stated she recently met with Tim McKay from Blarney Castle, who informed her that they plan on repaving their parking lot. She noted that Bean Road gets heavy use from the Mason County Road Commission, the Gourmet Mushroom plant and the vehicles entering and exiting the gas station, which results in a lot wear and tear on Bean Road. Williams submitted pictures of the condition of Bean Road and noted there has been very little maintenance work done to the road over the last several years. Mr. McKay stated Blarney Castle has made arrangements with Rieth-Riley to repave the parking lot, but there is an issue that unless improvements are done to the portion of Bean Road that is adjacent to Blarney Castle s property the surface of the parking lot will not hold up like it should. McKay stated he received a quote from Rieth-Riley on the cost to improve that portion of the road, which would be $5,900. McKay stated they want to complete the work before winter and he knows there is
4 not enough money in the budget to take on the project this size this fiscal year, but Blarney Castle is willing to foot the cost of the whole bill and then allow the city to submit a letter of intent to pay them back during the next fiscal year. Discussion followed and Hahn recommended that Williams contact the Mason County Road Commission and ask them if they would be willing to help pay for the cost to pave the road. Williams would also look into reclassifying the road so she can get additional funding. Motion, by Genson and seconded by Spencer, to make improvements to Bean Road as presented. Motion carried. HEARING OF THE CITIZENS Butch Claveau stated he believes the reason there has been an increase in attendance of people at the commission meetings because they want to see a change. Sally Cole stated she appreciates all the time and effort the DPW gives to make Scottville a better place for everyone. COMMISSIONERS REPORTS AND COMMENTS Genson stated she attended the DDA Vision Meeting and was disappointed that more commissioners did not attend the meeting. Genson noted a complaint she hears on a regular basis is the angle of the parking spaces in the business district and asked why they cannot be redone. Williams stated it is due to the cost, which would be approximately $12,000 to grind the old lines off and repaint new lines. ADJOURN It was moved by Duncil and seconded by Spencer to adjourn.
