3 Awais/Tender Doc/3 TECHNICAL SPECFICATION OF INTEGRATED SURVEILLANCE SYSTEM FOR BZU Bahauddin Zakariya University, Multan seeks solution for IP based Integrated Surveillance System (with 3MP, PTZ and PTZ intelligent cameras having night visibility, effective and efficient coverage and 32 channel NVR) having wireless / wired / hybrid connectivity to cover security of all sensitive points of the main campus with support of 24/ 7 functionality through UPS installation and LED lights with cameras wherever required along with remote access. The following international recognized brands would be encouraged and the bidder must provide an authorization letter for the same (Pelco, Sanyo, Panasonic, Zicom, AVTECH, Bosch, Sony, Samsung, hikevision, Brecom, LG, Avigilon, Aventura, Arlotto, Dmax, IPIXA, mobotix, Dahua). The interested vendors / consultants are encouraged to visit the site by contac ting Chief Security Officer, BZU Multan. The system should achieve following objectives to meet the requirements set by BZU: Coverage of all zones that require surveillance together with infrastructure for backup in case of failure at any location. Facial and number plate recognition with a high picture quality to enable identification of miscreants within the range of cameras. System availability 24/7 with the provision of remote access globally. Zooming, camera rotation and tracking options to enable rapid movement to pre set positions. Secure storage of all recordings. All equipment (Cameras/Devices) should be branded and resistant to environmental conditions. Establishment of Central Control Room, installation and configuration together with necessary security measurers. Continuous recording of all cameras in the system to enable live, real time recording. AT Campus training of university staff. On campus support for repair, maintenance and replacement of faulty equipment. Remote access Authorization mechanism for university personal.

All Departments/Hostels /Offices Entry and exit points only TERM AND CONDITIONS FOR EVALUATION OF FIRMS FOR EOI Bidders should have experience in wireless and optical fiber connectivity solutions at metropolitan level. Bidder should be able to demonstrate proposed solution to BZU Administration and ensure its connectivity to District Police Office. Bidders should have financial strength of more than 30 million PKR per year in last 03 year. Bidder shall sign an MOU regarding service contract to provide on-campus support (with at least 2 persons) and services for a period of 03 years extendable to another reasonable period. Bidders should be capable of submitting performance of ordered amount till agreement period. Bidder must submit letter from manufacturer indicating end of life (EOL) or Support Certificate for minimum 5 years. The bidder should be or related in the business of security surveillance solutions provider. Bidder must have executed IP Based Surveillance System projects. Copy of work orders should be attached. The firm must have at least 5 years of experience in similar domain. The bidder must have industry high standard certified engineers please attach degrees/company Profile.

The bidder should have own service Center, communication address and telephone numbers and preferably data center for back up, details for the same be provided. Attach details of litigation or arbitrations or black-listing if any, if none an affidavit of no arbitration and of never having been black-listed to be submitted. The bidders should provide the Turn Key solution. Partial solution will not be entitled / acceptable. Project Installation Plan will be provided for the same.

9 Awais/Tender Doc/9 TERMS & CONDITIONS i. Sealed technical bid/eoi is invited for the purchase of IP Based Integrated Surveillance System for the B.Z.U (Security Wing), Multan. ii. iii. iv. The interested bidders/parties shall submit their technical bid under Two stage bid procedure as defined by Govt. of Punjab Procurement Regulatory Authority (Rule 38, 2-(b). The bidders/interested parties will submit their bid/eoi under procedure (Rule 38, 2-(b), which subsequently will be evaluated and formalized by the Technical Committee under the provisions of this Rule. The financial bid keeping in view the result of technical bids will be submitted/opened accordingly. In the first stage, only the envelopes containing TECHNICAL PROPOSAL shall be opened in the presence of bidders (or their authorized representatives) who may like to attend the tender opening meeting. v. Bahauddin Zakariya University, Multan reserves the right to drop any items given in the EOI tender without assigning any reason and also reserves the right to reject any or all bids. vi. vii. viii. ix. Sole distributor certificate (if any) should be attached with the bids. The rates will be valid up for 90-days from the date of opening the tender. A University Inspection committee will inspect the IP Based Integrated Surveillance System and further will recommend for payment. The firm must attach photocopy of income tax and Sales Tax Registration with the quotation/eoi, otherwise quotation/eoi will not be accepted. x. The bidder should quote item of good repute (international recognized brand) and clearly mention the make, made & model of offering items. xi. xii. xiii. xiv. xv. xvi. The quotation/bid offering substandard product can be screened out to ensure procurement of Hi-Quality Equipment. Attached proforma/certificate should invariable be filled and submitted with the quotation/eoi. All bids/eoi should reach the office of Treasurer, Bahauddin Zakariya University, Multan on or before at 12:30 pm. The bids will be opened on the same date at 1:00PM. Price of each item should be mentioned including GST/ all Taxes in Tender. The tender should be quoted on the basis of free delivery of IP Based Integrated Surveillance System at the B.Z.
