3 EXPRESSION OF INTEREST (EOI) FOR RESTRUCTURING / REDESIGNING OF DATA CENTRE OF STATE BANK OF PATIALA RESTRUCTURING / REDESIGNING OF DATA CENTRE EXPRESSION OF INTEREST (EOI) 1. Purpose of the Expression of Interest: State Bank of Patiala, invites Expression of Interest from vendors/system integrators for restructuring / redesigning of Data Centre of State Bank of Patiala. The Bank shall short-list the vendors/system integrators after evaluation of EOIs for issue of RFPs and further participation in the bidding process. RFPs would be issued only to the shortlisted bidders after evaluation of EOIs. No Commercials to be shared at this stage of the Process. 2. Background: The Project involves restructuring / redesigning of Data Centre of State Bank of Patiala to meet Tier-3 guidelines as laid down for Data Centres. The solution should be exhaustive in nature, wherein the bidder/vendor/system integrator is required to ensure quality standards & the solution so that it meets the necessary ISO standards for Data Centre. The bidder has to work closely with current stakeholders & service providers of existing infrastructure and installation. The current installations at the data centre can be ascertained from the layout given in Annexure-D. The interested bidder representative, at their own cost, may visit the ITS department, Head Office, State Bank of Patiala, Patiala in order to get a better picture of existing setup at the Data Centre. However, prior approval should be sought from the Bank in this regard. 3. Scope of Work The scope of work shall include the task of restructuring/redesigning the existing setup to ensure optimum utilization of movement space & effective management. The proposed solution should be in accordance to Tier-3 guidelines/specifications for Data Centres as laid down on website of Department of Electronics & Information Technology, Government of India. The project shall include various sub-tasks including but not limited to as listed below: Air Conditioning & temperature control mechanism. Co-ordination with the existing vendors/service providers of current installations at the Data Centre. Work related to drainage facility for the rain water flow and floor ducts arrangement for installation of the AC outdoor units around the Data Centre. Expansion of area (if necessary), creation of a raised platform, false ceiling & flooring & other civil work as deemed necessary. Shifting of existing MCB, electrical wiring & circuitry and Uninterrupted Power Supply (UPS) to the adjacent room and related work for commencement. Network restructuring, cabling & upgrade. Safety features in broader sense including but not limited to Access Control, Fire control, CCTV etc. Data Centre monitoring mechanism for health of servers, temperature, access violations etc. including SMS alerts to the designated numbers, s to designated officials & onsite 24 x 7 Service support for maintenance & uptime of the Data Centre. Resident Engineer (on the payroll of the System Integrator) at the data centre in shifts shall be preferred. Note: In EOI, the bidder/ solution integrator can suggest any other approach/ design / solution apart from as mentioned above. However, the proposal should be inclusive in nature to the scope of work. Page 3 of 14

General Instructions: i) All interested vendors/system integrators should send their proposed solution/ suggestions along with detailed technical specification. ii) The purpose of the invitation for Expression of Interest (EOI) is to identify prospective Implementation Partners (IP) / System Integrators (SI) / Vendors, hereinafter called SI, for providing a turnkey solution comprising of application software, customization, configuration, implementation, system software, hardware, networking, migration from existing setup, commissioning and maintenance support, capacity building and necessary change management. It covers the design, customization, supply, installation, testing, commissioning, and maintenance support of the Equipment, Software and all associated Services/Solution. The SI shall be completely responsible for the execution of the project as a single point solution provider to the Bank on turnkey basis. iii) Uptime of data centre operations should not be compromised during transition phase and afterwards. iv) This document is only an Expression of Interest for short-listing of SI to whom an RFP would be issued for subsequent evaluation of technical qualification and price discovery for selection of a solution provider for implementation of the project. v) The short-listed SI would submit technical and commercial proposals. The selection process would be a two stage process comprising of, (1) Technical and (2) Commercial bid. vi) Interested OEMs/system integrators may download the EOI document from Bank's website vii) Any subsequent corrigendum/clarification will be made available on Bank's website or through communication with designated officials as detailed in this document. The Bank reserves all the rights to reschedule/postpone/cancel this EOI process at any stage without citing any reasons whatsoever & no communication in this regard shall be entertained. viii) Interested OEMs/system integrators shall submit their EOI by providing all supporting documents in English as specified in the Response formats for each of the qualifying criteria as proof of having the minimum requirements as detailed in Annexure-C. Bidders, who do not meet the eligibility criteria need not apply. ix) ALL PAGES OF THE PROPOSAL SHOULD BE SERIALLY NUMBERED IN ASCENDING ORDER & the supporting documents to be submitted should follow the order & flagged as mentioned in the Index of formats and supporting documents detailed in Annexure-C. x) The EOI should be submitted in a sealed cover along with an application duly signed by an authorized signatory and must reach the following address by the date as stipulated towards the beginning of this document. Any submission received beyond the stipulated date and time shall not be entertained. The bank shall not be responsible for any bid getting rejected due to postal/courier delays. However, the Bank in its own interest may allow late submissions purely subjected to its discretion. xi) Opening of EOI shall be held on 24/September/2015 at 11:30 AM at Head Office, State Bank of Patiala, The Mall, Patiala , Punjab, in front of bidder representatives, who choose to be present at the location. However, onward/return costs for travelling/staying for this purpose shall NOT be paid by the Bank. xii) Respondents are requested to submit their responses in the format given below: a) Covering letter. b) Requested information in the suggested formats along with the mandatory supporting documents for each of the criteria as detailed in the Annexure-C. Such demonstrations would be part of the technical evaluation of the proposed solution. xvi) Participants declared by Central/State Government to be ineligible to participate for unsatisfactory past performance, corrupt, fraudulent or any other unethical business practices shall not be eligible. Any canvassing or unethical practice shall lead to rejection. 9 Annexure-C 1. The EOI is open to all qualified System Integrators, hereinafter referred to as SI who fully meet the following qualifying requirements. The word SI here includes registered company, partnership firm, a consortium or a proprietary concern. 2. The SI should be an Original Equipment Manufacturer (OEM) or a certified partner participating on behalf of the OEM, shall meet the eligibility criteria as tabulate d below. The SI shall be an Indian Company/Firm, with an Indian/ foreign consortium partner/oem as technology provider. In case of a consortium, the wholesole responsibilities of this project shall be vested in the SI, irrespective of the roles & areas of operations of its partners. 3. However, the Bank reserves all the rights to accept/reject any application. It is mandatory to provide all the information requested and failure to do so would be treated as non-compliance. Bank undertakes that the information would be kept confidential until and unless mandated by the Court of Law. All the documents submitted as a part of this process (any softcopies/hardcopies or in any other form) shall become the intellectual property of the Bank and cannot be claimed back as a matter of right. We agree that the bank s decision shall be final in this regard, and we shall not bear any claim or expense incurred by us on this exercise. 3.
